What motivates your employees? Is pay the sole motivating factor or do non-cash incentives drive engagement?

The debate on whether money motivates employees more than other factors has been prevalent in organisations for quite a long time. Should incentives or rewards be financial or non-financial? Both options make an action seem more purposeful, but how one chooses the incentive option that is ideal for the organisation, is crucial.

Sridhar Ganesan, managing consultant - Mumbai operations and rewards practice leader, Hay Group, expresses that there is no 'this or that', when you plan for an overall rewards value proposition for the employees; it has to be holistic, which means both have to be aligned in a balanced manner.

"The reward strategy has a more powerful effect on employee engagement if it doesn't just concentrate on cash incentives, but instead creates an overall employee value proposition incorporating intangible rewards such as quality of work, non-financial recognition and work climate," he says.

According to Ashish Kumar Srivastava, director - HR, Canara HSBC Oriental Bank of Commerce Life Insurance Company, "As an organisation, the challenge is to determine whether financial rewards or non-financial ones have a greater impact on the motivation of various employee segments. A 'one size fits all' approach does not work. For example, a young sales employee working in a target-driven environment is more likely to be motivated by tangible monetary incentives, whereas for a mid-level manager, access to a valued leadership development training programme may hold greater relevance."

Financial rewards is an extrinsic motivating factor, and non-financial incentives represent the intrinsic one, points out Rajita Singh, head HR, Broadridge Financial Solutions India Pvt Ltd.

"But it's interesting to note that eventually, we employ less intrinsically motivated actions. As children, spontaneous learning and curiosity are vital for our cognitive development . As we get older, rules and regulations mean that most of what we do is extrinsically motivated to some extent. And now in the conceptual age that we live in, we seem to be going back to the route we must, which is - small things matter," she avers.

Understanding employee perceptions of the reward package on offer can greatly enhance an organisation's ability to deliver a return on its investment. Ganesan explains, "At the CXO level, our research points to a growing focus on performance, thus leading to a more pronounced variable pay component in overall compensation - pegged to be at around 15 to 30 per cent of the fixed CTC.

Consumer Price Index Numbers for Industrial Workers (CPI-IW) July 2012

The All-India CPI-IW rose by 4 points and pegged at 212 (two hundred and twelve). On 1-month percentage change, it increased by 1.92 per cent between June and July compared with 2.12 per cent between the same two months a year ago.

The largest upward contributions to the change in current index came from food prices which rose by 2.38 per cent, contributing 2.44 percentage points to the total change. The largest upward pressure came from Rice, Arhar Dal, Green-chilly, Onion, vegetables, mainly Potato and Tomato, and Sugar. This was, however, partially offset by downward contributions from French Bean, Brinjal, and Poultry (Chicken).

House rent which increased by 2.96 per cent, contributed 1.05 percentage points to the overall change. The change was reported during the 21st round of Repeat House Rent Survey conducted from January to June, 2012 to capture the change in expenditure incurred on rent by industrial workers. The increase in the current round was mainly on account of annual increment awarded to the salaried persons under centre/state sphere as well as the rise in rent reported from private dwellings.

The largest downward contributions to the change in current index came from Transport and Communication with a decline of 0.99 per cent, contributing 0.09 percentage points to the total change. The main downward pressure came from Petrol as an effect of fall in price notified w.e.f. July 24, 2012.

The year-on-year inflation measured by monthly CPI-IW stood at 9.84 per cent for July, 2012 (over July, 2011) as compared to 10.05 per cent for the previous month and 8.43 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 11.27 per cent against 10.45 per cent of the previous month and 6.25 per cent during the corresponding month of the previous year.

At centre level, largest increase of 18 points has been recorded in Durgapur followed by Ranchi-Hatia (10 points), Vijaywada and Jabalpur (9 points each), Goa and Faridabad (8 points each), Bhilai (7 points) and Hubli-Dharwar, H.P., Tiruchirapally and Delhi (6 points each). Among others, 18 centres have recorded rise of 5 points followed by 4 points in 15 centres, 3 points in 13 centres, 2 points in another 13 centres and 1 point in 4 centres. Howrah was the only centre which reported decline in index of 1 point. Rest of 3 centre’s indices remained stationary.

There are in all 26 centres whose indices are at par or above All-India Index and rest of 52 centres have indices lower than national average.

The next index of CPI-IW for the month of August, 2012 will be released on Friday, September 28, 2012.

Adverse Effects of Computer use on Children’s Vision

The Indian Council of Medical Research (ICMR), the nodal agency of the Government of India in the field of medical research, is not aware of any specific report on adverse effect of computer use on children’s vision in India. No specific study has been made by the Indian Council of Medical Research in this regard.

However, according to certain reports published in United States of America, studies have found that majority of the computer workers experience some eye or vision symptoms. It is unclear whether these problems occur to a greater extent in computer workers than in workers in the other highly visually demanding occupations. According to the American Optometric Association, a national survey of doctors of optometry found that more than 14% of their patients present with eye or vision-related symptoms resulting from computer work. Most common symptoms are eye strain, headaches, blurred vision and neck or shoulder pain.

No data is maintained in ICMR or Department of Health Research regarding estimated number of children having eye related problem due to excess use of computers and mobile games.

Stringent Mobile Radiation Standards Come into Force from tomorrow



 New Mobile Handsets to comply with SAR Value of 1.6W/KG
Penalty, Random Checks Introduced for Enforcement
Beginning tomorrow (1st September 2012) India will be among the select few countries in the world to have stringent EMF( Electromagnetic Frequency)  Radiation Standards, established in the interest of public health, for mobile towers and mobile handsets. Indian standards would now be 10 times more stringent than more than 90% countries in the world.

The following are the highlights of the Standards :

Mobile Towers (EMF Radiation Norms)

Ø EMF ( Electromagnetic Frequency) exposure limit (Base Station Emissions) has been lowered to 1/10th of the existing ICNIRP exposure level, effective 1st Sept. 2012.

Ø Telecom Enforcement Resource & Monitoring (TERM) Cells have been entrusted with the job of conducting audit on the self certification furnished by the Service Providers. TERM Cell will carry out test audit of 10% of the BTS site on random basis and on all cases where there is a public complaint. 

Ø Telecom Engineering Centre (TEC) has revised the Test Procedure for measurement of EMF for verification of EMF compliance for BTS towers in accordance with new standards.

Ø For non-compliance of EMF standards, a penalty of Rs. 5 lakhs is liable to be levied per BTS per Service Provider.

Ø The BTS site details i.e. self certification, registration with TERM Cell, test results etc. is proposed to be provided on DoT web site for General Public information.

Mobile Handsets

Ø All the new design of mobile handsets shall comply with the Specific Absorption Rate (SAR)   values of 1.6 W/kg averaged over 1 gram of human tissue w.e.f. 1st Sept. 2012.

Ø The mobile handsets with existing designs which are compliant with 2.0 W/kg averaged over 10 gram of human tissue, will continue to co-exist up to 31st August 2013. From 1st Sept. 2013, only the mobile handsets with revised SAR value of 1.6 W/kg would be permitted to be manufactured or imported in India.


Ø SAR value information display on the mobile handsets like IMEI (International Mobile Equipment Identity) display. The information on SAR values to be made available to the consumer at the point of sale.

Ø Mobile hand set manufactured and sold in India or imported from other countries shall be checked on random basis for compliance of SAR limit after TEC SAR Laboratory is set up by end of 2012. Test results from international accredited labs will be acceptable in the interim period.

Ø The manufacturers in India will provide self declaration of SAR value of the handset.

Ø Suitable amendments in the Indian Telegraph Rule under Indian Telegraph Act 1985 are being enacted in support of ensuring compliance of new SAR values for handsets.

Ø Manufacturer’s mobile handset booklet will contain safety precautions. 

Ø All cell phone handsets sold in the market in India will comply with relevant standards and shall be available in hand free mode.

 SAR Test Laboratory:
Ø  SAR Test Laboratory is being set up in Telecom Engineering Centre for testing of SAR value of mobile handsets imported/ manufactured in India. 

New National SAR Standards from Telecom Engineering Centre


Ø  National SAR standards from Telecom Engineering Centre are being finalized. 

Measuring Instruments:

Ø DoT is procuring EMF radiation measuring instruments for TERM cell units. 

Ø Outsourcing for EMF radiation measurement for BTS towers is also being considered.

Expert  Group Study:

Ø  A scientific study in India-specific context is being undertaken jointly by Dept. of Telecom and Dept. of Science & Technology in collaboration with ICMR, MOEF & Min of Science & Technology to derive norms based on credible scientific evidence taking into account diversity of Indian social context.

Guidelines to State Government

Ø  Department of Telecommunication has released Guidelines covering BTS Towers so that some consistency gets evolved on setting up of BTS towers. Guidelines have been placed on DoT website.

Guidelines for Consumers

Guidelines for consumers on Mobile handset usage have been issued and hosted on DoT Web site (http://www.gov.dot.in) for general public awareness.
Some of them are :
1.    Keep distance – Hold the cell phone away from body to the extent possible.
2.    Use a headset (wired or Bluetooth) to keep the handset away from your head.
3.    Do not press the phone handset against your head. Radio Frequency (RF) energy is inversely proportional to the square of the distance from the source -- being very close increases energy absorption much more. 
4. Limit the length of mobile calls.
5.    Use text as compared to voice wherever possible.
6.    Put the cell phone on speaker mode.
When your phone is ON, don`t carry it in chest/breast or pants pocket. When a mobile phone is ON, it automatically transmits at high power every one or two minutes to check (poll) the network. 

Radiation Booklet

Ø  A booklet addressing possible queries from mobile telecom users on radiation-related issues along with other informative inputs is also being placed on DoT website.

TEC Test Procedures Document for Service Providers and Term Cell Units

Ø  TEC has revised the Test Procedure for measurement of EMF elaborating the methodology, calculations, measurements and report formats for verification of EMF compliance for BTS towers in accordance with new standards effective from 1st Sept. 2012. This will be applicable for all Mobile Service Providers and Term Cell Units to verify compliance.

Department of Telecommunications, Ministry of Communications & IT has  ensured that the new EMF Radiation standards get implemented through close co-ordination with the industry.

The guidelines underline the Government’s efforts at providing the best possible Telecom services across the country without compromising on public safety and /human health.

Teaching of Value Education in Schools

The following steps have been taken by the National Council for Educational Research and Training (NCERT) and Central Board of Secondary Education (CBSE) to ensure effective value based education at school level-

NCERT

The National Curriculum Framework, 2005 brought out by NCERT recommended an integrated and holistic approach for nurturing universal human values and constitutional values at all stages of education to ensure all round development of students and building of a healthy society. The new syllabi and textbooks for all subjects at all stages have been developed in consonance with the above principles of National Curriculum Framework, 2005.

A resource book for teachers on ‘Ways to Peace’ has been published by NCERT during 2010 for promotion and wider dissemination of values of peace. NCERT has also finalized a framework on ‘Education for Values in Schools’.

CBSE

• Introduction of School based Assessment scheme in the year 2009 which, inter-alia, comprises assessment of values.

• Introduction of value based questions in the Summative Assessment-II in classes IX-X and year end examination of classes XI-XII from the year 2012-13

• Bringing out a handbook for teachers on Value Education in the years 1997 and again in the year 2003

• Publication of Teachers’ Manual on Environmental Education and Adolescence Education.

CAG flays DoP for fraudulent encashment of postal savings scheme

A fraudulent encashment of Kisan Vikas Patra/National Savings Certificates worth Rs 9.01 crore between 1996 and 2004 could have been prevented if the Head Post Office in Varanasi had sent the statement of unsold cash certificates to Director of Accounts (Postal), CAG said today.
”...statement of unsold cash certificates was not being sent by HPO (Head Post of office) Varanasi Cantt to Director of Accounts (Postal), Lucknow. If the prescribed procedure ...had been scrupulously followed that would have prevented the fraudulent encashment of KVPs/NSCs worth Rs 9.01 crore,” a CAG report tabled in Parliament said.
In another incident, the auditor has found irregularity in payment of interest amounting to Rs 2.26 crore to subscribers of Public Provident Fund Scheme as provisions relating to the scheme were not scrupulously followed.
The report said Post offices in Delhi have also not been able realise revenue to the extent of Rs 98.36 lakh due to failure of Chief Post Master General in Delhi to deduct commission in advance on purchase of revenue stamps from the state government.
The CAG Report for the year ended March, 2011 noted an infructuous expenditure worth Rs 64.62 lakh due to failure of Department of Post (DoP) to construct a postal complex on a plot acquired in 1990.

UPU News : Ministerial conference: governments must share postal vision

31.08.2012 - At least 20 ministers have confirmed their participation as speakers at the UPU's ministerial conference on 8 October 2012.

The conference, during the 25th Universal Postal Congress, will invite government officials to discuss the future of the postal sector, in the light of major technological and social transformations.
Corrado Passera, Italy’s minister of economic development, infrastructure and transport and a former head of Poste Italiane, Cezar Alvarez, Brazil’s deputy minister of communication, Tatsuo Kawabata, Japan’s minister for internal affairs and communication, Nikolay A. Nikiforov, Russia’s minister of telecom and mass communications, and Ma Junsheng, director general of China’s State Post Bureau, join the line-up of high-level governmental officials who will speak at the conference.
The International Telecommunication Union's Hamadoun Touré and the World Trade Organization's Harsha Singh will also take part. Her Royal Highness the Princess Máxima of the Netherlands, the United Nations special advocate for inclusive finance for development, will deliver remarks via video link on the postal sector’s role in fostering economic and social inclusion.

Formidable tool

“We want to hear from governments how they intend to make the postal sector a motor of socioeconomic development and social cohesion,” says UPU Director General Edouard Dayan."With the decline of letter-post volumes, Posts must be innovative and diversify the business. As we can see in several countries, a postal network that is adapted can be a formidable tool for developing trade, financial inclusion, social cohesion and solidarity."
In addition to exploring the impact of the technological revolution and its opportunities for the postal sector, the ministerial conference will look at the postal sector’s role in facilitating global trade and in social and economic inclusion.
More than 1,500 people have already registered for the 25th Universal Postal Congress that taking place from 24 September to 15 October 2012.

PIB Lauches Mobile Version of its Website

Possible to Access PIB’s Website Over Very Slow Internet Connection 
The Press Information Bureau has launched mobile version of website, pib.gov.in, to make its content easily accessible to mobile users.

The URL of the mobile website is http://pib.gov.in/mobile. Mobile users who want the full functionality and display of the regular website can access it through the URL pib.gov.in.

The new mobile site has been customized in such a way that it displays the latest press releases on the home screen and offers links to other matter on the website. In addition, to make it open instantly in places where the internet connectivity is poor, the mobile site does not display the ‘heavy’ content such as photographs and videos on the homepage. When an alert is issued by PIB, e.g. regarding a press conference to be held soon, this supersedes all content.

The regular website of PIB is highly content rich, with content in text as well as graphic and audio-visual formats. This makes the site a bit heavy for mobile phones and computers with poor internet connectivity. In addition, the small screen of mobile phones does not allow full display of the website as on a computer screen.

At present the mobile version displays only English content. In due course, Hindi and Urdu content of the main website will also be available on the mobile version.

PIB’s website is one of the most popular information websites in India and is updated many times in a day to provide the latest information on policies and programmes of the Government of India and on official events.

Sensitive Approach towards Women Employees

Article 16 of the Constitution of India guarantees equality of opportunity for all citizens in matters relating to employment or appointment to any office under the State. Further, it provides that no citizen shall, on grounds only of religion, race, caste, sex, descent, place of birth, residence or any of them, be ineligible for, or discriminated against in respect of, any employment or office under the State.

To enhance the employability of women, the Government is providing skill training to women through a network of Women Industrial Training Institutes. There are 11 National Vocational Training Institutes providing training facilities, exclusively for women in skills having high wage-employment and self-employment potential. Further there are women wings in general ITIs which are under the administrative control of respective State Governments. National Council for Vocational Training (NCVT) has enhanced the percentage of reservation for women from 25% to 30% in training institutes.

Besides this, the Government has enacted the Equal Remuneration Act, 1976 which provides for payment of equal remuneration to men and women workers for the same work or work of a similar nature without any discrimination and also prevents discrimination against women employees while making recruitment for the same work or work of similar nature, or in any condition of service subsequent to recruitment such as promotions, training or transfer. The Government has taken several steps for creating a congenial work environment for women workers and a number of protective provisions have been incorporated in various labour laws. These include provision of crèches where a certain number of women are employed, maternity benefit and safeguards against sexual harassment of women workers at their work places, etc. With these efforts more and more women would be encouraged to take up employment. However, it is difficult to quantify the number of women likely to be benefitted therefrom.

This was stated by Smt. Krishna Tirath, Minister for Women and Child Development, in a written reply to the Lok Sabha today.

School textbooks to have message on RTI Act

MUMBAI: Until now, school textbooks had remained beyond the onslaught of advertisements. That is going to change soon, at least in part.

The inside back page of Social and Political Life textbooks for Classes VI to VIII—the favourite doodling area during a boring lecture—is going to sport one. However, instead of poisoning impressionable minds, it will aim to induce them to seek information using their right to information. The page will have a caricature of a girl in uniform who will give basic information about the sunshine legislation and how to file a right to information (RTI) application.

In a letter to chief information commissioner Satyananda Mishra, the National Council of Education Research and Training has agreed to publicize the legislation in textbooks. "To disseminate the RTI message, the NCERT has decided to print the message in its textbooks," noted a letter from the ministry of human resource development to the CIC. The message, a copy of which is with this newspaper, states, "The basic aim of the RTI Act is to empower the citizens, promote transparency and accountability in the working of government, contain corruption and make our democracy work."

The same advertisement (in Hindi) will be published on the back cover of vernacular textbooks. RTI activists are thrilled with the move and said that it will push youngsters to exercise their right of demanding accountability from the government.

"This is a powerful tool that can make India's democracy stronger. I feel all textbooks should have details about the RTI Act," said RTI activist Manoranjan Roy.

"The RTI machinery needs to be strengthened so that information is doled out in time," activist Jitendra Ghadge added.

Smaller banks gain from rate decontrol

Deposits Grow With Lenders Offering Up To 7% Interest On Savings Accounts
Mumbai: Large banks may have refused to revise their interest rates on savings deposits,but there are clear signs that small banks that have raised interest rates have gained significantly.
Since the deregulation of savings deposit interest rate in October 2011,five private banks,10 foreign banks and a co-operative bank have increased their savings deposit rate in the range of 100-500 basis points so far,according to RBI data.These banks have increased their share of savings bank deposits in the banking system from 1.8% to 2.1% in the post-deregulation period up to July 2012.
Neither large PSU banks like the SBI nor private lenders such as HDFC Bank and ICICI Bank have revised rates from 4%,which was mandated earlier.All these large banks say that they have not lost out on deposits.
Our experience has been very positive.The increase in rates was combined with strong communication campaigns coupled with mobilization of marketing forces on the ground.We have seen our savings accounts increase by 56% while the number of customers has gone up by 60%, said K V S Manian,head of consumer banking at Kotak Mahindra Bank,which has revised savings deposit rate to 6%.
Yes Bank has had a similar experience.According to Rana Kapoor,MD & CEO,Yes Bank,the banks saving deposits have almost quadrupled since deregulation of rates.Yes Bank,which until recently focused on corporate banking,used the higher deposit rate as a tool to attract salary accounts,telling companies that their employees savings will get returns commensurate with the rate of inflation.Kapoor said that interest rate is becoming the differentiator.Indians are not stupid and they are frugal people and they realize the value of earning three percentage points more, he said.
One reason why larger banks have not been daunted by smaller private lender is that these banks have a relatively smaller network.But most bank customers are today choosing to transact through alternative channels such as ATMs and the internet rather than visit branches.As a result,absence of a local branch is not a deal breaker for prospective customers.In banking,alternative channels are the way of the future.We are giving prospective customers the option of opening the accounts online where a representative will visit them with a tablet PC through which he will scan documents and open an account, Manian said.
He feels technology enables the bank to open accounts at lower costs and the bank passes on some of the benefits to the customer in the form of higher rates.
The smaller banks have also got a boost by the decision in the Union Budget to provide tax breaks to interest income of up to Rs 10,000 on SB accounts.For someone offering 6%,the post tax yield is equivalent to short-term fixed deposits.Secondly,RBI has allowed banks to offer higher rates on deposits above Rs 1 lakh.Yes Bank offers large depositors 7%,which has accelerated its deposit collection.

Appointment to Postman cadre in Bhubaneswar Division


Now, get driving licence through registered post

LUCKNOW: Come September 1 and transport department will deliver the driving licenses through registered post, just like passports or other identity documents, instead of giving it directly to the applicants. This has been done to check the rising number of fake driving licenses and the role of touts.
This was among the decisions taken by state transport minister Raja Mahendra Aridaman Singh in a meeting with the officials of the department here on Thursday. The meeting also discussed preparations for the upcoming Kumbh Mela in Allahabad.
The Uttar Pradesh State Road Transport Corporation ( UPSRTC) will run 4,500 buses in the state for Kumbh pilgrims. Besides, it will keep at least 500 buses in reserve for emergency.
The minister, however, told the officials that running of buses for Mahakumbh should not cause any inconvenience to local passengers.
The corporation could also run private vehicles on contract basis, said the minister. Trained drivers and conductors will be deployed on the Kumbh buses. Transport commissioner Alok Kumar said for the easy movement of devotees during Kumbh, five additional bus stations will be set up in Allahabad. The main mela bus station will be set up at Jhunsi. Acting on the directions of the minister, Kumar has directed the department to tackle the problem of fake driving licenses with an iron hand and cut down the role of touts. He has issued orders to all the officers in the department and RTOs to ensure that documents of DL applicants are thoroughly checked. The officers and employees checking the DL documents will have to write "checked" on every document. Besides, the officers and employees checking the documents will have to put the stamp of their names and designations on the documents.
The officers have also been instructed to take an envelope with a postal stamp from every applicant who applies for learning/permanent or for renewal of DL. The address on the envelope should be same as mentioned on the DL application form.
The officers will also have to ensure that DL is not directly given to the applicants or to any other person but delivered through registered post to the address of the applicant. The department will have to maintain the record of driving licenses. The transport minister also directed for the transfer of employees who have been posted for three years in one section of the department to another section.

Government proposes performance based initiative to employees

NEW DELHI: The Government has proposed to give performance-based initiatives to its employees to boost their efficiency and productivity.

"Government of India has accepted in principle the recommendation of the Sixth Pay Commission for introduction of a Performance Related Incentive Scheme (PRIS) in the form of pecuniary benefit over and above regular salary, based on the targeted performance and performance parameters, out of the Non-Plan budgetary savings, for the Central Government employees," Minister of State for Personnel V Narayanasamy told Lok Sabha in a written reply.

He said successive pay commissions, starting from Fourth Pay Commission, have recommended rewarding better performance and some form of performance-related reward.

"Separately, a Performance Related Incentive Scheme has also been recommended for all Central Government employees," he added.

       This has a reference to S B Order No. 02 / 2011 communicated vide Directorate’s letter No. No.113-07/2008-SB, dated 08.02.2011 clarifying S B Order No. 25 / 2010 for settlement of deceased claim cases where in it has been told that the value of stamps on Affidavit differs from State to State as it comes under the State Stamp Act and Circles can circulate the value of stamps as per their State Stamp Act.
       Thus, it is requested to obtain the value of Stamp paper that will be used for obtaining Affidavit, Letter of Indemnity and Disclaimer certificate of Affidavit for settlement of deceased claim cases and circulate to all concerned for information and necessary action.

Gop: Toilet and water facility has since been provided by the house owner.                                          (I/C).
BBSR RS. : BDA Authorities have been requested to provide the basic amenities.However,the basic amenities provided by the BDA to the Market Complex may be utilized by the Postal Staff till arrangement if any provided by BDA.(I/C)
Pokhariput SO: The P.O. is functioning in a room provided by a Club of the locality.  It is ascertained that the Club members have started initiative for provision of basic amenities for the PO.                           (I/C)

Water cooler cum purifier has since been supplied to Ashoknagar MDG, Nimapara MDG, BBSR GPO,Divnl. Office and aqua guard has also been supplied to Saheednagar MDG,Bhoinagar SO, Utkal University MDG,BBSR-MDG,Pipli SO &KIIT SO  .                                                                              (I/C)

Change of working hours of Sahidnagar MDG and installation of Closed Circuit Camera in the basement where the mail branch is functioning without any supervisor:
The Mail, Sorting and Delivery branch are being operated in the basement of the P O building and the Postmaster sits in the ground floor. Thus, direct supervision of these branches personally by the Postmaster is being prevented. When the Postmaster comes to the basement for supervision, the counter transactions are being affected compelling the customers to wait and inviting resentments. Installation of C C Camera can help the Postmaster in correctly supervising the Mail branch. Secondly, since the 1st mail is being received daily through MMS at 6.50 AM, the bags are remained unopened till 9 AM. Thus, the working hours of this office requires to be changed so that cutting of bags, facing/stamping/sorting of articles and  data feeding in postman module etc. will be finished in time and the beat out can be ensured rightly at 10.30 hours.

Modification of Form-E under SCSS and eMO Form :
                Form E under SCSS which is designed for closure application form does not contain the seal and signature of the sanctioning authority and thus found defective. Similarly the eMO application form is just the opposite to what has been designed in the package which put the Counter P A, especially the new entrants into difficulty during booking.

Clarification on accepting nomination in case of SB and TD Accounts by S Os / MDGs :
As per Rule – 22 ( 5 ) ( Page-20,POSB Manual, Vol. I, Third Edition, corrected up to August-2011 by K J Singh ), it has been instructed that for centralized schemes, on receipt of information from HO,
SOs should enter the nomination number intimated by H O and other particulars of nominee in the concerned account in System Software for centralized schemes.  Again, Para 8 of Annexure – I under Rule 199 (page 287 of the above Manual) , it has been instructed that nomination in respect of POSB Schemes will now be done at Mukhya Dak Ghars with effect from 01.06.2002 including continuation of nomination at HO. Here there is no specification whether MDGs will do nomination works in case of centralized schemes or not.
As such, it is requested to arrange issuance of necessary clarifications in this regard.

Immediate dequaterisation of Acharyavihar S O with complete civil and electrical works:
It has come to the notice of this union that the post attached quarters of Acharyavihar NDT SO is completely uninhabitable with soaked walls and floors, damaged windows and doors, dangerous electrical wiring and unsuitable fixtures / fittings. In addition, the post office itself is functioning in a single room without any additional space for the GDS to sit and there is no stock /store room for the PO also. The inside view of the PO through sub-standard networking for computerization with no server rack surrounded by damaged table and rack and without any visitors’ chair and the outer look with damaged roof of the public place and faded sign board certainly put several  questions on the look and feel good concept of the Department.
As such, it is requested for immediate dequarterization of Acharyavihar NDT SO with complete civil/electrical works including supply of suitable furniture.

The previous SPM who resided in the Post quarter had never reported anything about any problem in the  Post Office & attached  Postquarter.However,the concerned  State Govt. authority has been addressed to under take necessary repairing work in the PO building as well as Post attached quarter of the SPM.(I/C)

Supply of Mobile Phones and monthly Pre-paid Mobile Vouchers to all System Administrators / Managers.  :
Out of 9 System Administrators of this Division, 2 S As namely Sri B B Mohapatra and Sri M K Mahala are now attached to Circle office. From the rest seven, while Sri D K Satpathy has been attached to Bhubaneswar GPO completely, other six  namely Sri B P Panda, Sri M R Gahdai,  Sri Subrat Sasmal, Sri R K Pradhan, Ms. Neelima Rout and Sri P M Sahoo are looking after the systems of the Division as a whole as allotted to them by Divisional office.
But unfortunately, while the S As deputed to Circle Office and only one namely Sri B P Panda attached to our Divisional Office are getting pre-paid mobile vouchers, other S As are being deprived of the facility. In this regard, it is requested to refer this Union letter No. UN-BN / AIPEU - Gr.-C/ 11 - 06/2012, dated  24th   July, 2012 and arrange for uniform supply of Mobile Phones / Vouchers to all S As.

Non-acknowledgement of Union letters and non-circulation of important circulars to union :
In spite of repeated discussions in the monthly union meetings and assurances there on, this union is not in receipt of any circular issued by the Department in the interest of staff welfare. In addition not a single letter is seen to be acknowledged by the Divisional administration and no intimation is also given on the nature of action taken on several issues brought to the notice of the administration.
We request the seriousness of the Divisional administration on the issue.

The next monthly meeting with the Union will be held on 13.09.2012. Agenda, if any, for discussion, may be submitted by 07.09.2012.  No separate letter will be issued for submitting agenda and agenda received after 07.09.2012 will not be entertained.
