7th Biennial Conference of AIPEU, Gr.-C, Odisha Circle branch conducted successfully

The 7^th Biennial Conference of AIPEU, Gr.-C, Odisha Circle branch was conducted successfully from 29.09.2012 to 01.10.2012 at the historic city of Sambalpur situated on the bank of river Mahanadi and supported with the unending blessings of Maa Samaleswari. The Circle Working Committee meeting was held at Parsuram Bhawan, Sambalpur on 29.09.2012 followed by the Subject Committee and the Open Session on 30.09.2012 in Sambalpur Town Hall.

All the issues confronting India Post and its employees were discussed in thread bar as per the agenda and several resolutions were adopted. While all India issues like Postmaster Cadre, Cadre restructuring, Corporate Plan of India Post, National Postal Policy, Organizational Restructuring of India Post, Core Banking Solution, MACP anomalies, introduction of various new products and services etc were seriously debated, the problems of LSG, HSG-II, HSG-I, Accountant, APM (Accounts), System Administrator, Business Executive were highlighted and day to day difficulties faced by the staff members due to Project Arrow, non-availability of required forms, non-supply of computer consumables, non-maintenance of Post Offices, postal colonies and staff quarters, contributory negligence etc. by the Circle Union Office bearers and Divisional Secretaries/delegates. A memorandum was prepared by the CWC covering four major issues like provision of police escort in cash van, special arrangement for huge conveyance of cash to rural SOs/BOs for payment to job card holders under MGNREGA, dequarterization of Post Offices having post attached quarters below schedule of accommodation and in dilapidated condition and organizing meetings/melas on Sundays and holidays. The said memorandum was handed over to the Chief Postmaster General, Odisha Circle ( who had attended the Conference as Chief Guest ) on the spot by the Circle Secretary soon after the Open Session was over.

In his welcome address as the Chairman of the Reception Committee, Sri Suresh Pujari, Ex-President, Odisha State BJP narrated the role and importance of Sambalpur in the freedom struggle of India. His deliberation included the contribution of Veer Surendra Sai to the freedom struggle and the importance of Samblapuri dance and cotton to Indian culture and heritage. He described India Post as the least corrupt Department.

Inaugurating the Open Session, Com. M Krishnan, our beloved Secretary General, National Federation of Postal Employees, New Delhi criticized the faulty and anti-welfare policies adopted by India Post. He appealed the Govt. to stay away from privatizing India Post failing which as many as six lakh postal employees from 155000 post office will come forward to save India Post and its employees.

Attending the Conference as Chief Guest, Sri S K Chakrabarti, Chief Postmaster General, Odisha Circle suggested for a new mindset to accept the changes now going on around the world with technological advancement to which India Post has since been a part through computerization since there can be no progress without change.

Com. K V Sridharan, our beloved ex-General Secretary addressed the Open Session as Chief Speaker. Nicely describing all the issues related to the Postal employees, he appealed one and all to stand united to fight not only for the cause of the postal employees but even for the common people. Stating the philosophy of Lenin, he suggested everybody to become the privileged sufferer for the benefit of the mass.

Sri P K Bisoi, Postmaster General, Sambalpur Region while addressing the gathering as Hon’ble Guest, appealed one and all to work hard with full integrity and sincerity to keep up the good will of India Post intact.

Com. Ramesh Ch. Mishra, Circle Secretary presented the Biennial Report and the meeting was presided by Com. K C Pattnaik, President, AIPEU, Group-C, Odisha Circle branch.

Among others, Com. R N Dhal, leader RJCM(Staff Side), Com. D B Mohanty, Circle Secretary , P-IV and Com. N C Singh, Circle Secretary, AIPEU GDS ( NFPE) had also attended the Conference.

Trade facilitation hits higher heights

30.09.2012 - How Posts are facilitating international trade is under the spotlight at the 25th Universal Postal Congress.

On the back of Congress adopting a resolution urging governments to use the postal network to boost trade last week, the Universal Postal Union now has the mandate to help Posts bring simplified export processes to their business customers.

The resolution encourages all stakeholders to cooperate to help micro, small and medium-sized businesses to reach their potential as economic motors.

A trailblazer in this area is Brazil Post’s Exporta Fácil programme. It enabled 170 million USD worth of exports to leave the country in 2012 alone. The scheme is targeted primarily at small and medium-sized enterprises, helping to ship their products abroad quickly.

Since 2000, 1.8 billion USD worth of goods had been processed by Exporta Fácil, said Rose Mary Antunes, adviser at the Brazilian communications ministry. “More than 12 million businesses in Brazil have used the scheme. It is a very successful project, which can help boost local economies,” Antunes said, speaking in Doha, Qatar.

And the programme has been rolled out in Ecuador, Peru, Uruguay and Colombia, after being modified to suit local conditions, revealed Antunes. Argentina, Bolivia and Chile are in the process of adopting similar schemes. Serbia has implemented its own programme based on the Brazilian model.

In Ecuador, the Post is looking back at a successful 11 months, according to its general manager, Roberto Cavanna. More than 5,000 export consignments valued at one million USD have taken place during that time. “The results are extraordinary and the government supports the project,” Cavanna revealed.

Now that the Congress resolution has been adopted, the UPU will embark on widening the reach of such activities. “At the UPU level, we have an obligation to act as a centre of excellence, to look at the best projects initiated by Posts and see how we can add value at the international level,” stated Alassane Guiro, UPU expert on market development.

In November 2011, the Brazilian government and the UPU signed an agreement to provide the Exporta Fácil methodology to all member countries.

Sub: Instructions regarding date of birth / age of family pensioners

This Department has issued instructions vide OM No.38/37/08-P&PW(A), dated 21.5.2009, 11.8.2009,25.6.2010 & 28.9.2010, OM No.1/19/11-P&PW(E), dated 3.8.2011 and OM No. 1/23/20 12-P&PW(E), dated 13.09.2012 for consideration of date of birth/age for grant of additional pension/family pension to old pensioners/family pensioners. Certain documents i.e. PAN Card, Matriculation certificate. Passport, CGHS Card, Driving Licence, Voter's ID Card and Aadhaar Number issued by UIDAl have been allowed to be accepted in this regard.

2. For revision of an old PPO, date of birth of family pensioner is a mandatory field in the software. Some queries have been received in this Department regarding clarification whether these instructions are applicable for accepting date of birth/age of the spouse at the time of revision of PPOs.

3. It is hereby clarified that the above instructions are applicable at the time of issue/revision of a PPO for a family pensioner irrespective of the age of the family pensioners at that time. It is further clarified that in case the exact date of birth is not available in the PPO/office records, the age of the family pensioner as on 1^st January may be taken same as what she/he had completed in the previous year. For example, if a family pensioner completes the age of 54 years in 2012, her/his age as on 1^st January, 2013 may be taken as 54 years and PPO may be revised accordingly.

72% of corporate employees prone to heart disease

AHMEDABAD: Demanding schedules, high stress levels, lack of physical activity and poor eating habits has resulted in nearly 72% of the corporate employees become prone to cardiovascular diseases, according to a recent survey conducted by ASSOCHAM on the occasion of 'World Heart day'. The survey further reveals that night shift workers have 52% more risk than day workers of suffering a stroke or heart attack. People in these working shifts also have higher levels of unhealthy behaviours such as eating junk food, sleeping badly and not exercising, which are linked to heart problems.

"Inactive lifestyle, lack of exercise and poor eating habits are making millions of urban Indians face a high risk of heart disease," said D S Rawat, secretary general of ASSOCHAM. Majority of them are overweight and prone to heart attacks and other cardiovascular problems due to unhealthy blood pressure, cholesterol or blood sugar levels. ASSOCHAM Health committee chairman Dr. B K Rao said, "shift work has long been known to disrupt the body clock and be linked to high blood pressure, high cholesterol and diabetes".

Around 55 per cent of the survey respondents fall under the age bracket of 20-29 years, followed by 30-39 years (26 per cent), 40-49 years (16 per cent), 50-59 years (2 per cent) and 60-69 years (approximately 1 per cent). The report included the major cities like Delhi-NCR, Mumbai, Bangalore, Kolkata, Chennai, Ahmedabad, Hyderabd, Pune, Chandigarh, Dehradun etc. A little over 200 employee were selected from each city on an average. Delhi ranks first afflicted to heart disease followed by Bangalore (2nd), Mumbai (3rd), Ahemdabad (4th) Chandigarh (5th), Hyderbad (6th ) and Pune (7th ).

The survey was able to target corporate employees from 18 broad sectors, with maximum share contributed by employees from IT/ITes and BPO sector (17 per cent). Others include employees from those sectors (consumer durable, construction, energy, healthcare, steel, HR and misc) that have contributed about 1 per cent share in the survey.

Employees working in engineering and telecom sector contributed 9 per cent and 8 per cent respectively in the questionnaire. Nearly 6 per cent of the employees belonged from market research/KPO and media background each. Management, FMCG and Infrastructure sector employees share is 5 per cent each, in the total survey. Respondents from power and real estate sector contributed 4 per cent each. Employees from education and food& beverages sector provided a share of 3 per cent each. Advertising, manufacturing and textiles employees offered a share of 2 per cent each in the survey results.

The shift work defined as evening shifts, irregular or unspecified shifts, mixed schedules, night shifts and rotating shifts. The survey also contained day workers or the general population for comparison. Shift work was associated with a 52 per cent increased risk of heart attack, 28 per cent rise in coronary events and 10 per cent extra strokes.

Dr. Rao also said that corporate as well as shift workers should be educated about cardiovascular symptoms in an effort to prevent or avert the earliest clinical manifestations of disease.

As per ASSOCHAM'S corporate employees' survey result, 72 per cent of the sample population are also suffering from disease/cardiovascular disease. It is found that hectic lifestyle and urbanization has become more prone for the cardiovascular diseases as people have become to more accustomed to lack of physical activity and poor eating habits. Obesity (2nd) and Depression (3rd) are the hard hit disease that was observed among the respondents, with 21 per cent of the sample corporate employees suffering this lifestyle disease. High blood pressure (B.P) and diabetes are the fourth and fifth largest disease with a share of 12 per cent and 8 per cent respectively as suffered among the corporate employees.

Special stamp to mark CoP-11

HYDERABAD: A commemorative stamp is to be released to mark the 11th 'Conference of the Parties' (CoP-11) to the convention on biodiversity which is scheduled to begin on October 1.
Sources in the postal department in the city told TOI that India Post, Delhi will release the stamp on October 16 in Hyderabad. Prime Minister Manmohan Singh will release the stamp at the CoP-11 meet.
However, the authorities in Delhi have neither disclosed the stamp's design, the graphic on it or the price fixed for sale. The stamp will reach the city on October 16 in a sealed cover.
It is learnt that there is a proposal to open a post office at the CoP-11 venue to extend services like e-post, money transfer, etc. apart from the sale of definitive and commemorative postage stamps to the delegates who would be visiting from all over the world.
