International Day of Older Persons:

On the eve of International Day of Older Persons, the All India Postal Employees Union, Group-C, Bhubaneswar Division  salutes the contribution of all older persons towards the society and nation as well.
Some facts about International Day of Older Persons:
The United Nations' (UN) International Day of Older Persons is celebrated annually on October 1 to recognize the contributions of older persons and to examine issues that affect their lives.
What do people do?
International Day of Older Persons is a special day for older persons or senior citizens all over the world. In many countries, politicians make speeches, particularly those responsible for government departments that focus on senior citizens, at this time of the year. Some radios, televisions or newspapers publish interviews with senior citizens on various issues such as achievements they made to create a better society.
 Other activities surrounding this day include: displays of promotional material on the International Day of Older Persons in schools, tertiary institutions, office buildings and public notice boards;  media announcements on the day and activities that promote older persons; and inter-generational cooperation on voluntary activities focused on the environment, health, education or community services.
The World Health Organization (WHO), which is the UN’s directing and coordinating authority for health related issues, and other groups have been actively involved in promoting public awareness and attention on the International Day of Older Persons. Discussions are centered on topics such as: ageing populations and the provision of adequate healthcare for aged persons; volunteer work; social care; and ways to be more inclusive of older persons in the workforce.
Public life
The International Day of Older Persons is a global observance and not a public holiday.
Background
On December 14, 1990, the UN General Assembly made October 1 as the International Day of Older Persons, following up on initiatives such as the Vienna International Plan of Action on Ageing, which was adopted by the 1982 World Assembly on Ageing and endorsed later that year by the assembly. The International Day of Older Persons was observed for the first time throughout the world on October 1, 1991.
In 1991 the UN General Assembly adopted the United Nations Principles for Older Persons. In 2002 the second World Assembly on Ageing adopted the Madrid International Plan of Action on Ageing to respond to the opportunities and challenges of population ageing in the 21st century and to promote the development of a society for all ages.
Symbols
The WHO logo is often seen on promotional material for the International Day of Older Persons.  The logo is often featured in the color white on a mid-blue background. It shows a stereographic projection of the earth centered on the North Pole under a serpent coiled around a staff. Two ears of wheat “cradle” the image. The projection symbolizes the global nature of the organization, while the serpent and staff are known to symbolize medical help and knowledge. Images of older people from different cultures and backgrounds around the world have been also used in UN promotional tools for the International Day of Older Persons.

Production Linked Bonus for Railway Employees :

The Union Cabinet has accepted the proposal of the Ministry of Railways for payment of Productivity Linked Bonus (PLB) equivalent to 78 days' wages for the financial year 2010-2011 for all eligible non-gazetted Railway employees.
The financial implication of payment of 78 days' PLB to railway employees has been estimated to be Rs.1098.58 crore. The wage calculation ceiling prescribed for payment of PLB to the eligible non-gazetted railway employees is Rs.3500/- p.m.
About 12.61 lakh non-gazetted Railway employees are likely to benefit from the decision.
Payment of PLB to eligible railway employees is made each year before the Dusshera/ Puja holidays. The decision of the Cabinet shall be implemented before the holidays for this year as well.
This will be the highest PLB payment ever to be made by Railways. PLB is based on the productivity indices reflecting the performance of the Railways and its payment is expected to motivate the employees for working towards improving the same in future.

CENTRAL JCA MEETING ON MNOP HELD ON 29.09.2011 :

 Com. M. Krishnan Secretary General NFPE and Com. D. Theagarajan Secretary General FNPO explained the gist of discussion held in the MNOP committee held on 27.09.2011. After detailed discussions the following decisions are taken.
1.             Regarding the already implemented Speed Post Hubs the following modifications may be sought for positive decision.
(a)           More intra circle hubs should be opened to reduce back routing and delay. Circle Secretaries of R-3 and R-4 Unions (NFPE&FNPO) should give concrete proposals regarding additional hubs required and also for change of jurisdiction from Postal Side to RMS .Report from Circles Secretaries should reach the General Secretaries /Secretary Generals before 5.10.2011.
2.             Regarding first class mails hub (L1,L2) the meeting came to the unanimous conclusion that if the L-1,L-2 is implemented the following will be position:
(a)           Most of the L-2 office will face closure in the near future due to fall in mail volume.
(b)           In major metros/cities all the existing sorting offices and Divisions will be merged and closed.
(c)           There will be large scale transfer and displacement of staff affecting their career prospective at large. Large number of Mailman staff and GDS may become surplus in metro/cities.
(d)           L-1,L-2 will result in unnecesary back routing and avoidable delay in transmission/delivery of mails.
In view of the above the meeting decided to oppose implementation of L-1 and L-2 .
It is also decided to prepare for another industrial action if the department go ahead with implementation of L-1, L-2 inspite of our opposition. It is decided to approach the Hon`ble Minister for Communications & IT through MPs and appraise him, of the gravity of the situation and request intervention.
In the meantime the Secretary Generals shall prepare a detailed note explaining the above impact of L-1, L-2 for educating the rank and file membership.

         This is regarding achievement of MOC & IT Programme- 100 days target in respect of RPLI & BPL SB Accounts. As you know, each B.O. has been assigned with a target of 40 nos. of RPLI Policies and 50 nos. of BPL SB Accounts to be procured by 10th Oct, 2011 as per MOC 100 day Programme. But it is a matter of great concern that most of the B. Os. are lagging behind the assigned target as on 25.09.11.
As such, you are directed to exercise your all-out efforts to achieve the target in respect of B.Os. under your S.O., by 10th Oct, 2011 and submit daily progress report to the Asst Supdt, Posts (Hrs) over phone No.0674-2596204. Please motivate the GDS BPMs under your accounts jurisdiction to achieve the target by writing through B.O. Slip and talking over telephone. However, it may please note that your APAR for the year, 2011-12 will be written basing on the performance and achievement on the subject.
Priority should be given at all level, since Hon’ble MOC has laid stress upon the achievement of target on above matter.

Criteria for calculating the revenue of Project Arrow Post Offices & Monthly Revenue Target (PO+CC+SB) of Project Arrow (Phase-I to III A) Post Offices of Orissa Circle :

                Kindly find attached Monthly Revenue target for  each Project Arrow Phase-I to IIIA Post Offices of Orissa Circle as fixed by  Directorate basing on the last three months (June to Aug, 2011) revenue. This target has been fixed in excess of 20% of last three months                (June to Aug, 2011) average revenue.
                I am directed to request you to ensure monitoring at Divisional for achieving the targets and to communicate these targets to Sub-Divisional Head/Business Executive/Postmaster and Sub Postmaster concerned for monitoring. 
                The progress achieved will be reviewed by Secretary (Posts) in the VC scheduled for 14th October, 2011 and thereafter.
