Divisional Union writes to Circle Union to appraise the Circle Administration for grant of Special Casual Leave / Flood Advance / Assistant to the current flood affected employees of Odisha Circle .

Sub:-   Grant of Special Casual Leave / Flood Advance / Assistant  to the current flood affected employees of Odisha Circle .  

Dear Comrade,
You are quite aware that  19 districts of Odisha have been seriously affected due to the  high flood in Mahanadi and many  other rivers namely  Luna, Karandia, Chitrotpala, Brahmani, Devi, Kathajodi, Daya, Bhargavi, Kushabhadra, Dhanua, Rajua etc. The flood situation   has been worsened   affecting more than 10 lakh people in 2,550 villages . Thousands of houses  in such  districts have been damaged by the floods. With flood waters entering low laying areas, 75000 people in such  districts have been  evacuated and provided shelter in safe places in the mean time.  The situation is critical in the district of  Angul, Balasore, Bargarh, Bhadrak, Boudh, Cuttack, Jajpur, Jagatsinghpur, Jharsuguda, Kendrapara, Kurda, Mayurbhanj, Nayagarh, Puri, Sambalpur and Subarnapur.
Thus, it is quite evident that the post offices and postal employees of these areas are also affected. Illustratively, I would like to bring your notice that today morning I myself have  collected reports from my colleagues working in several post offices of Nimpara, Konark, Nayahat, Rench, Astaranga area under Bhubaneswar Postal Division. There are reports of inundation of the road to Konark   due to a breach in river Bhargavi in Puri district. There is also a breach near Kusupur in Kushabhadra river. The sub urban area of Gop is submerged with flood water including the post office building.  Similar is the situation from Pipli to Nimapara, Pipli to Jatani, Khurdha to Nayagarh, Balakati to Nimapara and  Rench to Balanga. The mail van carrying mails of such areas to Bhubaneswar GPO could not come yesterday.  It is apprehended that   situation may be  critical as excess water from the  rivers will not be released into the sea easily due to the full moon on Monday. Hence the flood  will affect more areas and officials working in our post offices may not attend offices for few days  Monday onwards.

As such, this union would like to request the Circle union for  appraising the Circle administration to take  the following steps immediately  to share the sorrow and grief of all the flood victims  of Odisha in general and the postal employees in particular.,

a.     To issue a circular to all concerned guiding all those officials who will not be able to attend office on genuine ground of flood to apply for special casual leave to regularize their absence.
b.     To issue instructions to all concerned so that the entire flood affected employees may apply for necessary admissible Flood Advance / Assistance.
c.     To appraise the Postal Directorate for allotment of more funds to Odisha Circle for the above purpose.
d.     To provide necessary assistance from the Circle Welfare Fund to the flood victims of Odisha Circle.
e.     To direct all Regional / Divisional heads to form  and depute special teams for providing instant necessary assistance to the flood victims in their respective areas.
f.      The Control Room now opened in Circle Office need not wait for someone to inform them regarding the flood situation but try their best to collect  the required information as quick as possible to access the loss of life and property of postal employees of Odisha Circle.
g.     To permit all officials of flood affected districts / areas of Odisha Circle to avail bank loan for house building and other allied purposes and to permit all  DDOs to sign in the authorization letter for recovery from the monthly salary of such officials towards required installments.
h.     To write to the Secretary (Post) immediately for obtaining special permission required if any for the above purpose .

Further, you are also requested to take the assistance of  our General Secretary and Secretary General NFPE to interfere in the matter so that the above processes may not be delayed at any stage and the flood victims are benefited in time to save their families.

By doing this, we can be able to share the sorrow and grief of our comrades to a large extent. who have been the victims of this flood .
