April Fool prankster 'announces' dearness allowance hike

Millions of were taken for a ride on April Fool's Day by an office memorandum from the that the much-awaited had been increased by eight percentage points, higher than the expected six percentage point increase.

The memorandum, numbered 1/2/2015-E.11 (B), dated March 30, 2015, and duly signed by an undersecretary in the department of expenditure, said the President was pleased to decide that the dearness allowance payable to central government employees shall be enhanced from the existing rate of 107 per cent to 115 per cent with effect from January 1, 2015.

Dearness allowance based on the consumer price index till December is usually announced around March and is applicable from three months before that, which is January.

The order reviewed by Business Standard looked like a genuine memorandum with five paragraphs explaining the nuances and the categories of employees who would benefit. It spread joy across departments and ministries. But the cheer was short-lived. Within hours, the department of expenditure issued a clarification saying the memorandum was fake and no such instructions had been issued by the ministry.

"Accordingly, all ministries, departments and central government offices are hereby advised not to take cognisance of these fake instructions being circulated in government offices," the clarification posted on the website of the finance ministry said.

Though the government was quick to spot the mistake, which concerned thousands of government employees, questions remain how such an authentic office memorandum was drafted and issued without necessary checks.

"Usually, matters related to an increase in the dearness allowance need
approval. We became suspicious as soon as the order came because there was no information of a Cabinet clearance," an official in the department of information and broadcasting said.

"It was a prank. Someone just took an old notification and changed the dates and the numbers in the text. That is easy to do," another official from the finance ministry said.

He said most Indian Administrative Service officers who saw the notification figured it was a fake, but lower-ranking officials were hoodwinked. The matter is being investigated in the finance ministry.

Postal Department Seeks Dedicated Aircraft for e-commerce

BENGALURU: A plea to sanction a fleet of dedicated aircraft for the Postal Department to deliver e-commerce shipments was made by M S Ramanujan, Chief Postmaster General (CPMG) of Karnataka, Tamil Nadu and Kerala postal circles.
 
At a function organised at the GPO on Thursday, where Union Minister for Communications and Information Technology Ravi Shankar Prasad inaugurated five major initiatives for the Bengaluru Division and released a special cover on ‘Golden Chariot’, Ramanujam said the department’s e-commerce business in the last financial year had touched Rs 100 crore and it is slated to reach Rs 200 crore in 2015-2016. “With the booming air cargo business, we need dedicated aircraft for the transfer of air mail cargo,” he said. The department has been facing hurdles in using private airlines and Air India for the purpose, he added.
 
He later told Express that three freight aircraft had been taken on lease from Air India for a four-year period, which expired in 2010. Since then, consignments booked through the department have been facing delays as private airlines and Air India gave priority to human organs being shipped for transplantation and transportation of perishable goods like flowers and vegetables as they are high value goods Ramanujan said. “These offer airlines high premium and so articles booked by the Postal Department are offloaded and dispatched later. This results in delayed delivery to customers,” he said.
 
Single Day Delivery
 
The Postal Department will launch a same-day delivery scheme for Amazon in Bengaluru on Monday. “This will be extended to other e-commerce giants in the future, the CPMG said.
Meanwhile, Prasad called on the Postal Department to leverage its vast network, particularly the 1.25 lakh post offices in villages, to implement the Centre’s many Direct Benefit Transfer Schemes as well.
 
State Higher Education and Tourism Minister R V Deshpande said the proposal to convert the post office (Senior Superintendent of Post Offices) on Museum Road into a heritage building had been approved.
 
He also called upon the corporate world to take up maintenance of heritage buildings.
 
State’s 1st Postal ATM Opened
 
Karnataka’s first ATM to withdraw money from post office accounts was inaugurated by Union Communications and Information Technology Minister Ravi Shankar Prasad at the GPO on Raj Bhavan Road on Thursday. The state will have 76 such ATMs by December, a top official told Express. “Of these, 17 will be readied in two months, of which six will be installed in Bengaluru.” They will come up at the head offices (HO) in HAL IInd Stage, RT Nagar, Basavangudi, Jayanagar, Jalahalli and Rajajinagar. The rest will come up in other parts of the state. The ATM cards can be used in any postal ATM in the country.

'Postal dept should offer common services'

The postal department should leverage its vast network of post offices to extend common services such as Direct Benefit Transfer and MNREGA, said Union Minister of Communications and IT, Ravi Shankar Prasad.

Prasad was speaking after releasing the special cover on Golden Chariot and inauguration of the ATM, Parcel and Packing Centre, Post Shoppe, and the Circle Processing Centre at the Chief Post Master General, Karnataka Postal Circle, in Bengaluru on Thursday.

1.25 lakh post offices

He said there were 1.25 lakh post offices in the country and that these offices could extend common services, aside from acting as tourist guide centres.

He said the postal department should imbibe technology to provide better services in ensuring that mails, money orders, parcels and speed posts reached in time.

Karnataka Tourism Minister R V Deshpande said his department was hoping to tie up with the postal department for a variety of programmes. He said the postal department had suggested to his department to develop the post office (a heritage building) on Museum Road in the City into a museum.

Earlier, Chief Post Master General Ramanujam highlighted the problems faced by the Karnataka Circle with regard to air mail cargo. He said the Karnataka Circle despatched two aircraft full of cargo every day. However, in the recent years, the private airlines the department was dependent on, had become highly unreliable.

He said the Railways had been putting pressure on the postal department that it would withdraw its rail mail services.

ATM services

The Karnataka Postal Circle has been allotted 76 ATMs for the year 2014-15.

So far, 65 ATMs have been set up. An additional 17 ATM locations have been scheduled for operation by May.

The ATM at Bengaluru GPO is the first to go live in the country.

Postal Dept to Use Its Vast Network for Proposed Payment Bank

Finance Minister Arun Jaitley today said the Postal Department will utilise the services of its vast network for the proposed Payment Bank.
 
"Government proposes to utilise vast postal network with nearly 1.55 lakh points of presence across villages of the country.

"I hope postal department will bring the proposed Payment Bank venture successfully so that it can contribute in Pradhan Mantri Jan Dhan Yojana," Jaitley said while presenting the Budget for 2015-16 in Parliament.

The postal offices will function as payment banks, he added.

The government has applied to RBI for a Payment Bank licence for the Postal Department.

Payment Banks would be allowed payments and remittance services through various channels.

However, such lenders cannot issue credit cards or undertake lending activities.

Post Office has 1,54,000 rural branches, while all other banks put together have about 35,000 rural banks, most of which are not in rural panchayat towns.

Government may give Postal Bank distinct identity

MUMBAI: The government is looking at setting up a Postal Bank of India which will have a structure that is distinct from other payments banks and will compete with universal banks. The new line of activity for the centuries-old department of posts is expected to help leverage the institution's valuable real estate infrastructure and distribution and, at the same time, further the government's plan of financial inclusion.

"In the coming year, we will have many new players in the banking eco-system, such as payments banks, small finance banks and possibly a postal bank competing with existing
universal banks, regional rural banks, cooperative banks, and a variety of non-bank finance companies," said RBI governor Raghuram Rajan, outlining the developments in the central bank at an event to commemorate its 80th anniversary.

Speaking on the occasion, finance minister Arun Jaitley said, "It is the professionalism and ability of the central bank which has, indeed, served the country well. We are indeed proud of its performance." The finance minister said that a very large part of India's sovereign functions rests on the shoulders of the RBI.

"The management of monetary policy, inflation management, management of interest rates, regulation of banking system and management of public debt — these are among the functions which RBI has undertaken performed well."



Talking about financial inclusion, the finance minister said the Prime Minister's Jan-Dhan Yojana was a tremendous success and added that the next phase of the challenge was to provide a certain amount of social security to the holders of these accounts in terms of accident and life insurance and an alterative pension system for the under-privileged sections with the support of public exchequer, banking system and other institutions.

He said that the banking system and the RBI — as a regulator of the system — will have an important role in all these developments.
