PRESS STATEMENT
The initial report received at the Confederation CHQ indicates the participation of about 8.5 lakh Central Government employees in today’s general Strike action of the Indian working Class. Earlier endorsing the call of the Central trade Unions, the Confederation of CGE and workers had called upon the Central Government employees to take part in the one day strike to compel the Govt. to withdraw the anti-people and anti-worker neo-liberal policies pursued since 1991. The report states that the offices of the Postal, Income Tax Ground Water Board, Survey of India Geological Survey of India, , Indian Bureau of Mines. Offices of the Census Departments, ISRO, Atomic Energy, Medical Store Depots, Film Institute of India, Offices of the AGMARK, various other autonomous scientific and research institutions, etc remained closed for the whole day and the work completely paralysed. The strike also paralysed the functioning of various offices of the Indian Audit and Account Department, Printing and Stationary, Census, CPWD, Civil Accounts, Indian Standards Institute etc. Total civilian employees of various Defence Organisations and Defence Accounts Departments participated in the strike. The strike in which lakhs of workers participated has cautioned the Government of the consequences of scrapping the various labour welfare legislations intended to please the Corporate houses.
The Central Government employees were particularly unhappy over the denial of the wage revision for the past 5 years, non grant of interim relief and merger of DA, the continued outsourcing and contractorisation of Governmental functions, denial of the Statutory defined benefit pension to the fresh appointees and above all the closure of the negotiating forum- JCM- since 2010. The Finance Minister’s statement in the Parliament while laying the Medium term Expenditure Framework Statement pegging the additional revenue expenses on account of salary, pension etc for the year 2016-17 at just 5% more than 2015-16 was indicative of the nugatory attitude of the Government towards its own employees’ genuine demand for wage revision. It has no doubt acted as a catalyst to the enthusiastic participation of the employees in the Strike action.
The Strike was total in Kerala, Tamilnadu. Maharashtra, Punjab ,Telengana, Andhra Pradesh, Karnataka, Jharkhand, Chattisgrah, MP, Orissa, West Bengal Assam, North Eastern States w and 80 to 90% in other States.
The Confederation secretariat congratulates the employees and their leaders, who undertook intensive Campaign to make the strike such a grand success. The Confederation Secretariat while thanking all its members for their whole hearted participation in the Strike and making it an unprecedented success, places on record the gratitude and appreciation for the yeomen efforts of the various Central Government Pensioners organizations in supporting the strike action.

Appeal to make the one day nationwide strike on 02.09.2015 successful
Dear Comrades
Due to failure in negotiations between 11 Central Trade Unions and Inter
Ministerial Committee, all CTUs , Federations and Organizations of
Central Government Employees and Employees of Central, State and Public
Sector undertakings have to go on one day nationwide strike on 2nd September,
2015. In view of the strike call, the Central JCA has taken a unanimous
decision to support the call and join the strike enmasse leaving behind
ideological differences for the common interest of the entire Postal Employees.
Therefore, it is
called upon all the Postal Employees both Departmental and GDS of Bhubaneswar
Division for ensuring their active participation in the strike bringing a
thundering success.
Further, all are requested not to come under any kind of pressure of any
higher authority and act as per the directives of JCA. Please don’t open the
office on the day of strike and gather in the campus of Bhubaneswar GPO.

One Rank One Pension: 5 key things to know
After
promising to implement OROP, the government is probably realising that the
cumulative pension burden will keep increasing year after year so a more
feasible option needs to be worked out.
Take a look at the answers to 5 key questions regarding OROP...
What is the demand for ‘One Rank One Pension’ all about?
For several decades, ex-servicemen have been demanding, as a special
dispensation to veterans, that no matter when an officer or jawan has retired
from service, they should get equal pension. For example, an officer with 25
years of service who retired, say, in 1995 as a Colonel is currently getting
pension based on his last salary drawn. While this is revised annually, his
pension is pegged to
the 1995 Colonel salary.
However, veterans say retired officer should get a pension based on the salary that a Colonel with an equal number of years of service gets today. The rationale being that it is unjust for, say, a Maj Gen who retired 15 years ago to draw today less pension than a Colonel who retired a year ago.
What is the financial implication?
The finance ministry’s main argument is that the full OROP would prove
to be a crushing burden on the economy.
But veterans argue that by the government’s own calculation the ORP bill would be Rs 8,600 crore a year, which is not that major an addition to the Rs 54,500-crore defence pensions expenditure estimated for this financial year.
What is the immediate provocation for mass protests?
Unfortunately, the issue has become highly politicised. After almost a
decade of continuously turning down the OROP demand, the UPA suddenly changed
its stance as the 2014 general elections neared. It accepted the OROP demand
after the personal intervention of Rahul Gandhi.
OROP also became a BJP election plank. After taking over, Modi too announced that OROP would be implemented. However, even after a year the issue appears no closer to resolution with the finance ministry taking a contrary stand on the OROP interpretation. This one year of uncertainty has led to fresh OROP protests.

How old is this issue and why do veterans demand special treatment?
While the matter has been festering for decades, it came out in the open
only after the Sixth Pay Commission formally dismissed the OROP demand in 2008.
Veterans protested, saying that a parliamentary committee had recommended its
implementation in 2004.
They argued for special treatment citing the exceptional nature of their job and the fact that most soldiers are forced to retire before the age of 42, leaving them unemployable and in a state of penury.
Why is the government perceived to be backing away?
While OROP has been ‘accepted’
by government, the devil is in the details. The finance ministry has a
different way of calculating OROP, saying that it is impossible to match
pensions month after month whenever there is an increase in pay. It has
suggested a benchmarking at 2011 levels.
Or a pay-band system that would give equal pension to soldiers over a broad, 10-year period. It has also pointed out that the sheer financial burden of pegging up pensions at regular intervals would be staggering.

Cannot have annual pension revision, says FM Arun Jaitley on OROP
NEW DELHI: Finance
Minister Arun Jaitley today virtually ruled out annual revision of pension as
demanded by agitating ex-servicemen under 'One rank, One pension' but said
government will safeguard interests of soldiers retiring at an early age
through higher pensions.
Annul revision in
pensions do not happen anywhere in the world, he said.
Jaitley said the
government was committed to OROP but the "only difficulty" is the
"arithmetical translation".
"I have my own
formula on what OROP means. Somebody else may have their own formula on OROP
but it has to be within reasonable and rational criteria. You can't have an
OROP where pensions are revised every month or every year," he said.
He said that recommendations
of 7th Pay Commission for government employees was coming shortly.
"I have been very
vigilant about fiscal prudence and therefore my job is really that of a
housewife in the sense that you must measure every rupee that the house spends
so that you don't overspend and then borrow and if you start borrowing beyond a
point and indulge in fiscal indiscipline," Jaitley told ET NOW.
Ex-servicemen have
been agitating for 78 days at Jantar Mantar here demanding implementation of
One Rank, One Pension, including annual revision of pension.
"We accept the
principle (of OROP). We will implement the principle but then let us not create
incidence which are going to set (precedent for) other segments of
the society to also start demanding (the same)," Jaitley said.
He, however, said,
"we would like to safeguard the interest of those soldiers who retire at
age of 35 or 38 years and the society must protect them... and therefore some
higher pension on a special formulation is understandable but then it can't be
revised every year."
Stating that the
Indian political thought process that thinks rationally will not make
"unreasonable concessions" merely on emotions, he said such a
move can set precedent for others to seek similar benefits.
"Can the BSF do it?
Can the CRPF do it? Obviously the thinking India will say it's not the right
step to take. You can't create a liability that the future generations will
have to pay. Therefore on a rational criteria OROP, we should certainly be able
to implement," he said.

Face action if you raise grievances with Prime Minister: Government warns babus
All central government employees, including officials of Army and para military forces, were today warned of "action" if they raise service matters related grievances to the Prime Minister, directly.
Warning employees, the Department of Personnel and Training (DoPT) said such submission of representations directly to other authorities by-passing the prescribed channel of communication, has to be viewed seriously and appropriate disciplinary action should be taken against those who violate these.
As per these instructions, wherever a government servant wishes to press a claim or to seek redressal of a grievance, the proper course for him is to address his immediate official superior, or head of his office, or such other authority at the appropriate level who is competent to deal with the matter in the organisation. Writing to higher authorities, can rightly be treated as an unbecoming conduct, it said in a directive.
"In spite of these instructions, it has been observed that government servants including officers and officials of para military forces and Army personnel continue to represent directly to the Prime Minister, Minister, Secretary (Personnel) and other higher authorities, directly," the DoPT said.
It is reiterated that the existing instructions may be brought to the notice of all government servants including officials of para military forces and members of armed forces and "action taken against those who violate these instructions", it said.
The forms of communication also include e-mails or raising it through public grievances portal etc, the DoPT said.
The DoPT has also reminded the employees of the government's directive prohibiting them from bringing outside influence in respect of matter pertaining to his service matter. "Representation by relatives of government servant is also treated as outside influence," it said.
