            Please issue Circulars. Pamphlets, Hand Bills, Posters in English / Hindi and Regional languages and send to all up to each office, HO,SO,BO , RMS & MMS offices and all other sections of Department. 

            Circle and Divisional Secretaries are requested to launch intensive campaign programme upto Division and Branch levels.

            I am directed to refer to your office letter No. EST/862.2015 dated 18.06.2015 on the subject cited above and to convey that the spirit of this Directorate’s O.M.  dated 22.01.2015 is to allow revised remuneration to such full time/part time casual  labourers who have physically worked  or who continue to work as such in that capacity, with no  ambiguity , whatsoever . Needless to say, correctness of the payment is to be ensured by adopting such measures as are deemed appropriate in the circumstances of each individual case.

               This is regarding Sale of Sovereign Gold Bonds through post offices. As per instructions received  vide C.O letter under reference the following three Post Offices under Bhubanewar Division have been identified for sale of Sovereign Gold Bonds w.e.f 05.11.2015.

                     The detailed operational instructions for sale of Sovereign Gold Bonds  issued vide BD & M Dte letter No. 36-36/2015- BD & MD dated 04.11.2015 and  received vide C.O email dated 03.11.2015 is forwarded herewith for information and necessary action.  Initially SGBs will be available for sale between 05.11.2015 to 20.11.2015.

                 C.O email dated 05.11.2015 regarding creation of National Biller ID for the purpose is forwarded herewith.
                     National Biller ID for ePayment has been created at Mumbai GPO for collecting the investments under Sovereign Gold Bonds from 5th to 20th November 2015.  The details of the National Biller ID are as under :-

E-Biller Number                :    5998
                        The investments are to be accepted and accounted for in Point of Sale Module ePayment option by selecting the above Biller Name.   All columns are to be properly filled up after thorough verification of the application along with KYC documents by the supervisor.  Please also  ensure that ePayment communication module is operational on all days so that the data can flow to Nodal Office (Mumbai GPO) without any omission. Encl: As above.

Instructions for handling RD Default Fee for Oct.2015 in case of RD Accounts attached to MPKBY Agents and PRSG Leaders in CBS Offices.

I am directed to inform that due to problems in accessing Agent Portal, many MPKBY Agents and PRSG Leaders could not prepare their RD LOTs in the portal from last week of Oct. 2015. Relaxations were given to accept their LOTs in the EXCEL sheet for regular deposits and at the counter through CRDP menu for default/rebate/POSB cases on 30th and 31st Oct. 2015.

This office is receiving representations and references  for waiving off the default fee for Oct.2015 for those accounts which the agents still not able to present up to 31st Oct. of Post Offices were not able to accept business through EXCEL sheet or at the counter due to paucity of time.

It has been decided by the competent authority that CBS Post Offices may waive default fee in such genuine cases. For this, CBS Post Office has to take following action:-

1. Write Error Book mentioning name and agency number of the agent and amount of default fee not taken.
2. Since, Finacle will charge default fee, the amount to be waived should be noted at the end of the RD Consolidation and only RD Default fee collected at the counter (from general public) should be entered in the SB Cash/CSI System (in Mysore Division only).
3. Copy of agent list of such accounts should be kept in a guard file. (list should have Date, Agent ID, Account number, Default fee waived) 

This process can be followed till all the agents are able to deposit their funds for the month of Oct. 2015. For any account being presented or included in the list where system is calculating default fee for Nov. 2015 default fee should not be waived.

Indians still prefer post office schemes

Post office savings schemes, a traditional favourite with Indians, are likely to retain their popularity, despite the launch of various schemes by banks and the government, including the Pradhan Mantri Bima Suraksha and Jeevan Jyoti. However, it is still too early to arrive at any conclusion.

“Post office savings are traditionally used by the masses who cannot get access to banks. It will continue to be popular and flourish with the addition of more technology like those offered by bank,” Kavery Benarjee, secretary, department of posts, told HT.

Going forward, India Post will introduce core banking services across India. The service is currently available only in select post offices.

“The growth in accounts is reflection of the faith and trust that consumers have on us despite banks opening new branches and introducing new schemes,” Banerjee said.


Post office schemes are attractive since only 5% of the corpus is invested in savings account. The remaining 95% is put in monthly income schemes and long-term deposits with higher rate of interest, she said.

Moreover, the new schemes introduced by the government are being extended to post office savings account holders.

Most of the Jan Surkasha schemes are already available at post offices. Post office account holders will also be able to subscribe to the Atal Pension Yojana (APY) in the next 4-5 days without any overdraft facility, similar to the Pradhan Mantri Jan Dhan Yojna.
“We are not mandated to give overdraft facility,” Banerjee said.

Account holders will be given ATM cards, besides availing money-transfer facility and anywhere anytime banking.

Banerjee is also confident that account holders will be able to encash a certificate anywhere in India within 15-20 minutes.
