7th Pay Commission: No reference to CPC anomalies by Arun Jaitley in Budget, Central Govt employees upset, says Shiv Gopal Mishra
New Delhi, Feb 1: Pessimism
gripped central government employees with Finance Minister Arun Jaitley
making no reference to the anomalies related to 7th Pay Commission in
his Budget speech. “Most of the central government employees were
eagerly waiting for Finance Minister Arun Jaitley to make some
announcement on minimum wages. But after Mr Jaitley’s speech ended
without mentioning anything about the increase in the minimum wage, most
of us were upset,” NJCA convenor Shiv Gopal Mishra said while speaking
to India.com.
“Ab toh asha ki kiran kaheen naheen hai, sirf nirasha hee nirasha hai
(We are losing hope. We can only see disappointment),” the leading
unionist further added. NJCA has proactively been involved in talks with
Centre, seeking revision of minimum salary from Rs 18,000 to Rs 26,000,
among other demands.
Although Mishra indicated that the
government may not backtrack on their stance over minimum salary, he
claimed that the allowances would be hiked by April 1. “There are
chances the government hikes the allowances from April 1. However, we
would launch our protests against the government if they fail to revise
the minimum salary,” he added.
The 7th Pay Commission was approved by
Union Cabinet on July 1, 2016. The date of implementation was fixed as
January 1, 2016. The central government employees were provided the
hiked salaries from the month of July, along with arrears of six months.
However, the hike was related only to the basic component of their pay.
The increase in allowances was upheld, due to the anomalies raised by
employee unions.
The 7th Central Pay Commission report
prepared by Justice (retd) AK Mathur had recommended the abolition of
nearly 51 allowances, and subsumption of another 37, out of the total
191 allowances. The changes were protested by a section of central
government employees. Centre had subsequently formed a Committee of
Secretaries led by Finance Secretary Ashok Lavasa to consider the
demands raised by unions. The high-level panel is expected to submit its
report by the end of February.
7th Pay Commission report affected
nearly 47 lakh central government employees, along with 53 lakh
pensioners. Implementation of the report has revised the minimum salary
from Rs 7,000 to Rs 18,000. The maximum salary has been capped at Rs
2,50,000.
The total salary hike sanctioned through
7th Pay Commission is 23 per cent. However, the central government
employees, so far, have received a hike of 14.3 per cent, which is
related to the basic pay. The remaining 9 per cent of the hike is
related to the allowances component.
Although the government has indicated
that the allowance hike would be implemented by March, there is no word
whether the central government employees would be provided arrears on
allowances, akin to the manner in which they were provided on basic pay.
Providing arrears to central government employees, keeping January 1,
2016 as the base, would create significant amount of burden on the
exchequer.

Calling for options by C O, Bhubaneswar from LSG to ASPOs for rotational transfer 2017-18
7th Pay Commission: Centre to hike allowances of Central Govt employees from April 1, says NJCA convenor
New Delhi, February 2: A day after Budget 2017
was tabled in the Parliament by Finance Minister Arun Jaitley, the
Central Government employees were upset as the Union Minister nowhere
mentioned any increase in the hike of allowances in the 7th Pay
Commission. But the members of National Joint Action Committee (NJCA)
are an optimist about the implementation of 7CPC and believe that the
government will come up with some positive news on April 1. The NJCA
also believe that the Union Government will be implementing the 7CPC
latest by April 1, after the end of financial year.
On Wednesday, the central government employees were gripped with
pessimism after Arun Jaitley made no reference to the anomalies related
to 7CPC in his Budget speech. “All of us were eagerly waiting for
Finance Minister to make some announcement on minimum wages. But after
Mr Jaitley’s speech ended without mentioning a single word about the
increase in the minimum wage, most of us were upset,” Shiv Gopal Mishra,
NJCA chief said to India.com.
He further added, “The government may implement the 7CPC by April 1
and their demand to increase the minimum wage will also be implemented.
If the government fails to increase minimum wages from Rs 18,000 to Rs
25,000 then we will launch a massive protest against the government”.
The NJCA has been actively involved with the Centre where they are
seeking a revision of minimum salary from Rs 18,000 to Rs 26,000. The
NJCA members and its conveyor had also met Home Minister Rajnath Singh,
Finance Minister Arun Jaitley, Railway Minister Suresh Prabhu, a day
after the implementation of 7CPC and had kept their demands in front of
senior leaders.
Shiv Gopal Mishra is quite optimist about the hike in allowances of
government employees but he is not sure that their demands of raising
the minimum wage would be fulfilled by the government.
On Wednesday, most of the senior central government employees were
eagerly waiting for the Budget speech as most of them expected the
Finance Minister to speak on the 7CPC.
On July 1, 2016, the 7th Pay Commission was approved by the Union
Cabinet. The date of implementation was fixed by the high-powered
committee as for January 1, 2016. From the month of July, the central
government employees were provided with the hiked salaries, along with
the arrears of six months. But the hike was only related to the basic
component of their pay. The increase in allowances was upheld, due to
the anomalies raised by employees unions.
The implementation of 7th Pay Commission will directly benefit around
47 lakh central government employees, along with 53 lakh pensioners. In
the 7th Pay Commission, the minimum wage has been revised from Rs 7,000
to Rs 18,000. While the maximum salary has been capped at Rs 2.5 lakh.

Head post offices to render passport services
TNN | Updated: Feb 2, 2017, 09.03 AM IST
To increase citizens' access to passport services, particularly in remote regions, finance minister Arun Jaitley announced that head post offices of each district would be used to render passport services.
"Our citizens in far flung regions of the country find it difficult to
obtain passports and redress passport related grievances. We have
decided to utilise head post offices as front offices for rendering
passport services," he said.
This decision was announced on January 25 by minister of state for external affairs VK Singh and his counterpart in the telecom ministry Manoj Sinha.
This decision was announced on January 25 by minister of state for external affairs VK Singh and his counterpart in the telecom ministry Manoj Sinha.
Secretary (CPV) D Mulay had then said, "This is for the first time
minister of external affairs will be formally giving the powers under
Passport Act to the post office. It's a unique feature where one
ministry is giving the power to another ministry to act on its behalf,
so in a sense postal officers will actually be exercising powers under
the Passport Act."
The MEA will train post office officials in passport services.

Series of measures proposed to strengthen and regulate digital economy
In a bid to give a
push to Digital Economy and weed-out corruption and black money, the Union
Minister for Finance and Corporate Affairs, Shri Arun Jaitley in his Budget
Speech today said that the Government has decided that no transaction above Rs
3 lakh will be permitted in cash. Accepting a suggestion by Special
Investigation Team on Black Money to ban cash transactions above Rs 3 lakhs,
the Finance Minister has proposed an amendment to the Income-tax Act in the
Finance Bill.
Presenting the General
Budget 2017-18 in the Parliament, the Finance Minister said that the Government
will launch two new Schemes to promote the usage of BHIM App i.e, Referral
Bonus Scheme for individuals and a Cashback Scheme for merchants. BHIM App was
launched to promote digital transactions and will unleash the power of mobile
phones for digital payments and financial inclusion, The Finance Minister Shri
Jaitley informed the House that 125 lakh people have adopted the BHIM app so
far.
The Finance Minister
Shri Jaitley also announced that Aadhar Pay, a merchant version of Aadhar Enabled
Payment System, will be launched shortly. This will be specifically beneficial
for those who do not have debit cards, mobile wallets and mobile phones. A
Mission will be set-up with a target of 2,500 crore digital transactions for
2017-18 through UPI, USSD, Aadhar Pay, IMPS and debit cards. Banks have
targeted to introduce additional 10 lakh new PoS terminals by March 2017. They
will be encouraged to introduce 20 lakh Aadhar based PoS by September 2017.
Highlighting the
Government’s strategy to clean the system through digital economy, Shri Jaitley
said that it has a transformative impact in terms of greater formalisation of
the economy and mainstreaming of financial savings into the banking system.
This, in turn, is expected to energise private investment in the country
through lower cost of credit. India is now on the cusp of a massive digital
revolution, he added. The Finance Minister said that a shift to digital
payments has huge benefits for the common man. The earlier initiative of the
Government to promote financial inclusion and the JAM trinity were important
precursors to the current push for digital transactions, the Finance Minister
added.
In a bid to
incentivize the digital transactions, the Finance Minister Shri Jaitley
proposed that the presumptive income tax for small and medium tax payers whose
turn-over is up to Rs 2 crore will be reduced from the present 8% of their
turnover which is counted as presumptive income to 6% in respect of turnover
which is received by non-cash means. This benefit will be applicable for
transactions undertaken in the current year also, he added.
The Finance Minister
also proposed to limit the cash expenditure allowable as deduction, both for
revenue as well as capital expenditure, up to Rs 10,000. Similarly, the limit
of cash donation which can be received by a Charitable Trust is being reduced
from Rs 10,000/- to Rs 2000/-.
To promote cashless
transactions, the Finance Minister in the Budget has proposed to exempt BCD,
Excise/CV duty and SAD on miniaturised POS card reader for m-POS, micro ATM
standards version 1.5.1, Finger Print Readers/Scanners and Iris Scanners. He
also proposed to exempt parts and components for manufacture of such devices,
so as to encourage domestic manufacturing of these devices.
To strengthen and
regulate the digital economy, the Finance Minister has proposed to create a
Payments Regulatory Board in the Reserve Bank of India(RBI) by replacing the
existing Board for Regulation and Supervision of Payment and Settlement
Systems. The Committee on Digital Payments constituted by the
Department of Economic Affairs has recommended structural reforms in the
payment eco system, including amendments to the Payment and Settlement Systems
Act, 2007. The Government will undertake a comprehensive review of this Act and
bring about appropriate amendments, Finance Minister added.
To strengthen the
digital payment infrastructure and grievance handling mechanisms, the Finance
Minister said in his Budget Speech that the focus would be on rural
and semi urban areas through Post Offices, Fair Price Shops and Banking
Correspondents. He added that steps would be taken to promote and possibly
mandate petrol pumps, fertilizer depots, municipalities, Block offices, road
transport offices, universities, colleges, hospitals and other institutions to
have facilities for digital payments, including BHIM App. A proposal to mandate
all the Government receipts through digital means, beyond a prescribed limit,
is under consideration. The Government will strengthen the Financial Inclusion
Fund to augment resources for taking up these initiatives, the Finance Minister
added.
In his Budget Speech,
the Finance Minister informed that increased digital transactions will enable
small and micro enterprises to access formal credit. He said that the
Government will encourage SIDBI to refinance credit institutions which provide
unsecured loans, at reasonable interest rates, to borrowers based on their
transaction history.
The Finance Minister assured
the House that the Government will consider and work with various stakeholders
for early implementation of the interim recommendations of the Committee of
Chief Ministers on digital transactions.
Shri Jaitley said that
the Government is considering the option of amending the Negotiable Instruments
Act to ensure that the payees of dishonoured cheques are able to realise the
payments.
