1.    Brief Description

Consequent on release of Megdhoot Update 7.9.6 on 04.11.2016,  many new requirements have been received from Directorate for incorporation in various Meghdoot modules.  Based on those orders, following major modifications have been carried out and included in this Meghdoot Update 7.9.7.
ü Booking of Regd letters/parcels/Money orders/Speed post (both Foreign and domestic)  through Debit/Credit Card Payment Option    (Point of Sale)
ü Implementation of discount structure in case of domestic Speed post and Express parcels booked (both for retail customers and BNPL Parcel customers) (Point of Sale and BNPL Parcel)
ü Separate Account heads for eCommerce activities right from booking to Payment (All Megdhoot modules).
ü Removal of option “Disaster Recovery” ,  as issue of Money Order has been stopped w.e.f. 16.11.2016 (Postman)
ü Removal of option  “Request for electronic Data”,  as provision for  Data Entry of COD articles has been made in case of non receipt of electronic data (Postman)
ü Compulsory returns for all the Accountable articles sent to Branch Posts Offices, before 30 days of invoicing (Postman)
ü Handling SP COD articles booked for TNF locations ([Postman, ePayment, RNet Communication).
ü Separate head of account ‘ATM Cash Pmts’ to account for the amount remitted to Bangalore GPO against the cash deposited in ATM (Treasury and AccountsMIS)
ü Creation of separate head of accounts to account for the Cash adjustments made with IPPB Counter by the Post Office where IPPB Counter is co-located in the PO premises (Sub Accounts, Treasury and AccountsMIS)

Besides the above major modifications many minor modifications/enhancements have been made.   Complete details of modifications done in each application are furnished in Section 6 [New features / Modifications].  This document acts as an upgrade guide for upgrading the Meghdoot applications from 7.9.6.

This Update of Meghdoot 7.9.7 consists of the following applications:

3.    Pre-Requisite


The pre-requisite is Meghdoot Update 7.9.6 released by CEPT on 04.11.2016, which is available on ftp site at location ftp://cept.gov.in/Meghdoot7/Updates/meghdootupdate7.9.6/

4.     General Instructions for Up-gradation


Ø  Ensure that Up-gradation is carried out after Day End in all modules.
Ø  Ensure that the office is upgraded with Meghdoot 7.9.6
Ø  Ensure that backups of all databases and mdb files are taken and securely preserved.
Ø  Ensure 100% successful running of the database up-gradation.  If any error occurs while executing any exl file, please send the log file to CEPT Help Desk (Support@ceptmysore.net)

Ø  Please upgrade the applications in the following order:

v  Treasury
v  Subaccounts

5.    Detailed Up- gradation Procedure  (Please follow the order mentioned below strictly)

v Point of Sale

ü Stop Point of Sale application and ensure that other POS related applications are not running.  
ü Take a backup  of Counter, eMO databases
ü Run Counter.exl file using script tool.
ü Run emo.exl file using script tool
ü If your office is McCamish enabled, then rename the existing pointofsale.exe to pointofsale796.exe and copy the new Pointofsale.exe available in “For McCamish Offices” folder in the same location.
ü If your office is McCamish disabled, then rename the existing pointofsale.exe to pointofsale796.exe and copy the new Pointofsale.exe available in “For Non McCamish Offices” folder in the same location.
ü Replace the existing EbillHOLib.dll file with the new EbillHOLib.dll file of Meghdoot 7.9.7 in the same location and register the dll file.


v ePayment
ü Stop ePayment Client application.   
ü Ensure that other ePayment related applications are not running.  
ü Replace the existing ePaymentClient.exe with the new one in the same location.
ü Upgrade eCounter database by running eCounter.exl file with script tool.
ü Afterwards, run eCounter_POCodes.exl file with script tool.


v Postman

ü Replace existing Postman.exe with new one.
ü Replace existing EMODelivery.dll with new one.
ü Replace existing EVPDelivery.dll with new one.
ü Register both EMODelivery.dll and EVPDelivery.dll with administrator credentials.
ü Run Postman.exl file with script tool.


v Treasury
ü Rename the existing Treasurer.exe and copy the new Treasurer.exe in the same location.
ü Run the Treasury.exl file using the script tool.



v Subaccounts

ü Rename the existing SubAccounts.exe and copy the new SubAccounts.exe in the same location.
ü Run Supplysubaccounts.exl file with script tool.


v MOCompilation

ü Replace the old 7.9.3 exe with the attached MOCompilation.exe of 7.9.7 version.
ü Run MOCompilationDBversion7.9.7.exl using scrip tool

v RNet Communication

ü Replace existing RNet Communication.exe with the new one in the same location.


v BNPL Parcel

ü Rename existing exe and replace it with the new PBC_Project.exe in the same location.
ü Run BNPLParcel.exl file using script tool.


v Accounts

ü Rename the existing Accounts.exe and replace it with latest Meghdoot 7.9.7 Accounts.exe


v AccountsPBS

ü Rename the existing Schedule.exe and replace it with latest Meghdoot 7.9.7 Schedule.exe
ü First, run Schedule1.exl file and then run Schedule2.exl file with script tool in same order.


v AccountsMIS

ü Stop Accounts MIS Client application if running.   
ü Rename the existing AccountHeads.xml and copy the new AccountHeads.xml in the same location.  

6.   New Features/Modifications done in this Update 7.9.7

I)    Point of Sale

ü Provision for booking Regd letters/parcels, Money orders and Speed post articles of Foreign and domestic through Debit/Credit Card Payment Option.
ü Provision for booking EMS articles to Finland.
ü Provision to accept Jeevan - Praman Life certificate request from the EPFO pensioners through UCR
ü Provision to accept employment Registration Charges through UCR. As per the orders received vide Dte lr no.10-13/2016 RB  dated 15.03.2017, a new UCR purpose has been added as Employment Registration Charges for registering the unemployed youth in the NCS portal based on the request received from unemployed youth. For doing registration with NCS portal a fee of Rs.15/- has to be charged under UCR by selecting the purpose as Employment Registration Charges.
ü Provision of discount in case of domestic Speed post and Express parcel bookings as per the Dte letter no. 10-23/2013-BD & MD dated 23.01.2017.
ü As per the Ministry of communications, Gazette notification dated 10.08.2016 regarding revision of foreign postage rates a new service has been introduced. i.e, Sending of Blind Literature packets through SAL has been introduced. And the same has been provided in this release. The option is available under Foreign Mail àSALàRegistered Blind Literature
ü Amount validation while accepting Sovereign Gold Bond [SGB] applications from the Customers.
ü New ecommerce related heads are added for doing UCR transactions as mentioned below.

Detailed procedure for booking of transactions with Credit/Debit card payment option is furnished under Section 1 of the “Annexure” document.

II)    Postman
ü As per Directorate Orders, issue of eMO for the COD articles delivered is stopped w.e.f.16.11.2016. Therefore, option of Disaster Recovery is disable in this Update.
ü As provision is already available to create the data of COD articles manually where electronic data is not received, option of Requesting for electronic data is disabled in this Update.
ü COD Data Entry form modified, so that day entry can be done even if Booking Office/Booking Date information is not available at the time of invoicing the articles.
ü ECommerce heads added in submit accounts
ü Change in reasons for Registered article return NOT KNOWN --- NOT KNOWN RETURN TO SENDER.
ü TNF location included for delivery of SPCOD.
ü Checking of BO Articles Return during Day End process
ü BO Delivery performance captured for KPI.

III)    Treasury

ü Creation of separate head of account ‘ATM Cash Pmts’ under General Payment’s category to account for the amount remitted to Bangalore GPO against the cash deposited in ATM.
ü Provision to account for the amounts of ‘ATM Cash Pmts’ in Post Office accounts in the relevant Daily Account, Summary, Cash Book etc.
ü Creation of separate head of account ‘RSRPL Sale Comm’ under General Receipt’s category to account for the amount deducted from the Net amount paid to the RSRPL Biller towards COD payments.
ü Creation of separate head of account ‘RSRPL Comm Paid’ under General Payment’s category to account for the amount paid to the BPM/DoP Staff/DoP as per the rates fixed towards Sales Commission.
ü Provision to show the amount of ‘RSRPL Sale Comm’ deducted from the RSRPL Biller in respect of each COD article paid in the COD Payment Report of the Biller.
ü Provision to account for the amounts of ‘RSRPL Sale Comm’, ‘RSRPL Comm Paid’ in Post Office accounts in the relevant Daily Account, Summary, Cash Book etc.
ü Modifications for handling the Swipe Machine vouchers collected from POS Counter in Treasury.
ü In case of GPOs/HOs where transaction amount for single account head exceeding the 100 crore, currently HO summary showing only amount up to 99 crore, the same is modified for showing the amount above 100 crore.
ü While login into treasury module the users will be listed as per day begin status of treasury i.e. before day begin in treasury module only supervisor login name will be available. Once day begin over all users will be shown in login name.
ü The following new account heads are created for the purpose of eCommerce COD.

Detailed Procedure for ATM Cash Replenishment, handling Swiped vouchers, Cash adjustment with IPPB Counters  in Treasury module are furnished under Section-2 of Annexure document.

IV)    MOCompilation
ü  “Overflow error” fixed while fetching emo issue or paid entry delete or modify option for offices having number of transactions more than 32767.

V)        RNet Communication
ü Option provided for viewing the Office ID of BNPL, Postman, PoS applications through ToolsàOffice Configuration


VI)       BNPL Parcel
ü Revised discount structure implemented.
ü 1% additional discount will be offered to contractual customers who provide booking data in the prescribed electronic format at the time of booking.
ü In case monthly revenue is more than 25 lakhs additional discount for such customers will be 2%.
ü In respect of booking data received with a paper manifest only, the discount amount offered to the contractual customer would be reduced by half.
ü Customers are differentiated as Ecommerce and Non Ecommerce customers. This will be reflected in all the reports as ECom and NonECom.

VII)     AccountsPBS
ü Creation of Encrypted files for pension upload in Finacle.
ü New Schedule for Account Head ATM Cash Payments.
ü Income Tax integration for Pensioners.
ü Additional quantum calculation error for converted pensioners fixed
ü Doubling of Number of transactions for certain billers is fixed while fetching from HO counter

VIII)    AccountsMIS
ü Capturing the details of Cash Transferred for ATMs and IPPB Cash remittance details
ü Separate reports “Cash transferred for ATMs”  and “Cash to/from IPPB”  provided in Accounts MIS website.

EDITORIAL - DAK JAGRITI - MAY 2017

 CO-OPERATION CANNOT BE A ONE-SIDED AFFAIR

The Government and Postal Board has the responsibility to settle the genuine issues of the employees for maintaining industrial peace. The staff side is to be taken into confidence and issues are to be settled through negotiation of late, it seems that the Postal Board and Government is least interest in understanding the seriousness of the issues and taking remedial measures. No initiative is taken by Postal Board for a negotiated settlement. Certain officers at lower level has become most indifferent and arrogant. Issues are piling up day-by day but the Postal Gods are in deep slumber or pretend to be in deep slumber. Secretaries and DG’s come and go, but the situation remains unchanged. Taking advantage of the situation, certain Circle/Divisional heads, started harassing the employees to the maximum extent and find sadistic pleasure in it. Situation has become volatile and employees are compelled to treat the path of struggle.

Take the case of cadre-restructuring. Naturally, when every new proposal implemented, certain issues are bound to arise out of implementation. We have correctly identified by those issues after detailed deleberations in the Central Working Committee of AIPEU Group ‘C’ held at Raigarh. We submitted a letter to Secretary, Department of Posts, suggesting remedial measures for redressing the genuine grievances of the affected employees. Secretary, Department of Posts assured positive consideration. We requested that till our suggestions are considered and accepted, the implementation process may be kept in abeyance. Secretary, Posts, has agreed to consider this request also fovourably. Eventhough one month is over, neither the administration called the staff side for a detailed discussion nor the implementation process is kept in abeyance. This has developed a serious situation at the ground  level, in some circles, where orders are issued for implementation and employees have become agitated.

More than 30% of the posts are remaining unfilled and the recruitment process started two years back is still going on in a slow pace. More and more employees are retiring from service every month and the burden of additional workload is thrust upon the remaining employees. Group ‘C’ employees, especially Postal Assistant cadre is the worst sufferers as no substitute is provided for vacant posts including leave vacancies.

The revision of wages and service conditions of three lakhs Gramin Dak Sevaks half of the workforce is abnormally delayed. Eventhough Kamalesh Chandra Committee Submitted its report in November itself, the approval of the nodal ministries and Cabinet is still pending.

The result of the membership verification conducted in 2015 is not yet declared. The membership verification process of Gramin Dak Sevaks is kept in abeyance for reason best known to the administration. Undue favour by granting trade Union facilities to an Association with less than 5% membership is continuing.

There is no progress in the other important and burning issues of the Postal employees submitted in the charter of demands of NFPE and Postal JCA, such as Postmaster cadre issues etc. NFPE being a responsible organisation, representation more than 70% of the Postal employees, always took a constructive approach in settling the problems through negotiation. Inspite of our best efforts when issues remain unsettled for months and years together, we cannot go on keeping silent. Cooperation cannot be a one-sided affair. The present situation in the Postal department is heading towards an inevitable and unavoidable confrontation with the Government and Postal Board, eventhough we tried our best to avoid such a situation. We extended full cooperation during the time of CBS/CSI implementation and demonetisation, in the best interest of the department, eventhough we suffered a lot. But there is a limit for everything.

It is in this background, the Federation Executive of NFPE is scheduled to meet on 12th May 2017. If the Postal Board and Government do not come forward to settle the serious issues confronting the Postal employees including issues related to cadre restructuring through negotiation, the Federal Executive shall take decision for serious agitational programmes including strike.

UPU and IOM to increase scope of partnership

21.04.2017 - The UPU and the International Organization for Migration (IOM) reaffirmed plans to leverage the global postal network to deliver affordable and reliable money transfer services to migrants.

UPU Director General Bishar A. Hussein and IOM Director General William Lacy Swing made the commitment in Geneva last week, where they met to discuss the results of an ongoing joint project in Burundi.
The two organizations launched the project in late 2016, with the aim of designing a new money transfer product to help increase migrants’ access to remittance services, both domestic and international, and cut costs. Based on the UPU’s International Financial System, a new domestic remittance service will be rolled out in May, with international services following shortly after in July.
Thus far, all 142 post offices in the country have been equipped with the necessary mobile technology, and postal staff are receiving training to operate the new service.
The two organizations have expressed their willingness to replicate this cooperation model in other countries where migrants face challenges in finding low-cost remittance services. The two leaders discussed how expanding the project to include these vulnerable populations could contribute to the implementation of the UN Sustainable Development Goals—particularly Goal 10 on reducing inequalities, which includes the reduction of remittance costs by 2030.
“Through this partnership with the IOM, the UPU can demonstrate the relevance of the postal network in helping to reduce remittance costs, as well as in promoting financial inclusion, both of which are key targets for the international community as reflected in the SDGs,” said Hussein.
For his part, Swing confirmed the IOM’s continued support to the collaboration.

AIPEU, Group-C, Bhubaneswar Division extends a generous welcome to Shri A N Nanda as the Secretary (Posts).


Shri Anant Narayan Nanda, (IPoS, 1982), Member (Banking & HR), a peace loving personality and  a native of Balasore, Odisha having a Master’s Degree in History, another in Computer Application and also havinga Post Graduate Diploma in Management takes over the Charge of the Secretary, Department of Posts, Govt. of India.

After Shri S C Mahalik, former D G & Secretary (Posts), Shri A N Nanda is the second Odia to be place in this highest post of the Department and the first Odia to be the Secretary (Posts) after separation of DG(Posts) and Secretary (Posts).

Apart from a successful bureaucrat, he has also established a separate identity of his own as a writer. His creative mood swings with poems and short stories, book reviews and humorous prose, travelogues and photography, reflections and translations, both in English and Hindi.

His selective published works are “In Harness”, poetry collections, “The Remix of Orchid”, short story collections with foreword by Mr. Ruskin Bond, “Virasat” and “Ek Saal Baad”, short Story collections in Hindi.

He has already worked in different capacities in Odisha Circle, viz, as SSPOs, Director and PMG and Chief PMG.  His tenure as SSPOs, Bhubaneswar Division will be ever remembered for his pro-staff activities.

Comrades,

First of all I would like to congratulate you all for making the 16th March one day strike a grand success in Postal. The Strike has clearly exhibited the anger of employees against betrayal by the Govt. on 7th CPC related issues and not fulfilling the assurances given by Group of Ministers on Minimum wage and fitment formula. Besides this the report of Committees to look in to allowances, advances, Pension, NPS, Anomalies etc. has also not been declared. We have to continue our agitation further.

The National Secretariat of Confederation held on 13th April 2017 in New Delhi has decided the following programme of action.

(1)   Protest Demonstration in front of office of Finance Minister on 23.05.2017.
(2)   Formation of human chain at all important centres to exhibit our protest on 22.06.2017.

For protest demonstration in front of office of finance Minister at North Block, New Delhi, Confederation has allotted quota to NFPE – 500.

Therefore it is allotted to all affiliates as below.

CONFEDERATION TRADE UNION EDUCATION CAMP, TRIVANDRUM

As already informed the Confederation Trade Union Education Camp will be held at Trivendrum from 6th to 7thMay 2017 from 10 AM. Venue - BTR Bhavan, Melai Thempanoor, Near Gandhari Amman Kovil, Manjalikulam Road, Trivendrum – (Walkable Distance from Railway Station & Bus Stand)

NATIONAL CONVENTION ON NPS AT NEW DELHI ON 10TH JUNE 2017

Confederation and All India State Govt. Employees Federation have decided to organize National Convention on NPS on 10 June 2017 from 2 PM to 6 PM at MPCU Shah Auditorium, Club Road, Ludlow Castle, Civil Lines, New Delhi – 110054 (Near Civil lines Metro Station).

2017 May Day- Challenges Before the Working Class

“The Day will come when our Silence will be more powerful than the voices you are throttling today”
These are the words engraved on the Haymarket Monument in Chicago. The origin of May Day is related to workers struggle for shorter working hours. In the 19th century, in the United States of America, this struggle for shorter hours gained momentum after August 1866 when the National Labour Union at its founding conference voted for action to secure legal enactment of the 8 hour day. Later, the American Federation of Labour was formed which in its convention in 1885 took a decision for strike on May 1, 1886. Preparations started for the strike. The 8-hour movement culminating in the strike on May First 1886 became in itself a glorious chapter in the fighting history of the American working class.
On May 4, a demonstration was held at Hay Market in Chicago to protest against the brutal attack of the police on a meeting of striking workers at the McCormic Reaper Workers on May 3rd, where six workers were killed and many wounded. The meeting was peaceful and about to be adjourned when the police again launched an attack on the assembled workers. Somebody threw a bomb, killing a police man. A battle ensued with the result that seven police men and four workers were dead.
After a farce of legal proceedings, workers leaders – Albert Parsons, August Spies, George Engel, Adolph Fischer and Louis Lingg were sentenced to death, while three others, Samuel Field on, Oscar Neebe and George Schwab were awarded 15 years in jail. Parsons, Spies, Engels and Fischer were hung to death. Lois Lingg committed suicide the night before. Fieldon, Neebe and Schwab were pardoned six years later by Governor Altgeld who publicly termed the judgment as a travesty of justice.
On November 11, 1887, the prisoners were brought to the hangman’s platform. Albert Parsons, August Spies, George Engel and Adolph Fischer stood before the crowd with hoods covering the faces. And then Spies spoke: “The day will come when our silence will be more powerful than the voices you are throttling today”.
In June 1893, a monument was unveiled in Chicago’s Waldheim Cemetery in the honour of these May Day Martyrs.
            It was at the first congress of the Second International, held at Paris in 1889, that May First was set aside as a day upon which the workers of the world organized in their political parties and trade unions, were to fight for the demand of 8-hour day. Since then, the working class in countries all over the world started celebrating the May Day.
            May Day was first celebrated in India on May 1, 1923 in Chennai. Founder of Labour Kisan Party and one of the founders of the Communist Party of India, Malayapuram Singaravelu Chettiar was the spirit who organized the May Day celebration for the first time in India. The red flag – now a symbol of left movement –was used for the first time during the event, held on the beach opposite Madras High Court.
            This Indian working class is now facing a very adverse situation. Their hard won rights are under attack. Whatever legal protections and rights the Indian working class got after almost ten decades of struggles and sacrifices in the form of various labour laws are being diluted in the name of labour laws are being diluted in the name of labor law reforms.
            Contract work and outsourcing of work has become the order of the day. Violating all norms of law and even violating the principle of “equal pay for equal work” has become a norm. Regular nature of work is carried out through contract /casual workers who are paid much less than a regular workers despite doing the same work. Labour laws are being violated with impunity. The right to organize a union is under attack. The right to collective bargaining is under attack. Some workers, especially all those in the information technology sector are not allowed to form a union. Concerned government officials just refuse to register unions. Union workers are victimized. Workers are prompted by the employers not to join the union. Social securities are being diluted. So much so that the right to assured pension has been curtailed for government servants and others, and a new pension scheme, which does not assure pension and is share market linked, has been imposed. Public sector units are being sold at a song. Contract /casual workers as also many regular workers are forced to work for more than 10, even 12hours a day without any compensation. The workers in the information technology sector are the worst victim of this, most of whom are engineers and they are forced to work more than 10 and even 12 hours a day.
            Against this, the working class is mobilizing and uniting itself to face this challenge. It has organized several protest actions and nationwide strikes to defend its rights. The last such big action was the all India strike on September 2, 2016, which was unprecedented in terms of participation of workers, its spread and mobilization. But despite all such united and country wide protest actions and strikes the government is going ahead with its anti-working class stance and continues taking more and more decisions against the interests of the working class.
            The May Day calls for carrying out more struggles to counter the offensive of the government. The central trade unions realize the serious challenge before the Indian working class. They are organizing a massive convention workers in Delhi sometime in the last week of June or first week of July to chalk out an action programme.

Now, posts offices can do employment registration

JODHPUR: Post offices will now be acting as employment exchange for the unemployed youth. After the success of the pilot projects in Andhra Pradesh and Telangana, the project has been extended two nine more postal circles of the country, including Rajasthan. 

To begin with, Employment Registration Centres will be opened at the post offices under all these postal circles very shortly, where the interested unemployed youths will be able to get themselves registered. 

"This registration can be done by the youths on the portal of National Career Service by approaching post offices, where they will be charged of Rs 15 for registration, Rs 5 for updating job seeker profile and Rs 10 for getting printout of application form," said Krishna Kumar Yadav, director of postal services, Rajasthan Western Region, Jodhpur. 

He said that once they are registered on this portal, they will have an access to the rich repository of career content on over 3,000 of occupations across 52 sectors with aplenty employment job opportunities matching with the skills and qualifications of the youths. 



The portal will not only provide job matching services in a highly transparent and user friendly manner but also build a bridge between a net-connected urban areas and non-connected rural areas, helping the youth to avail facility to register for employment at their doorstep hassle free.




A Memorandum of Understanding (MoU) has been signed between department of posts and ministry of labour and employment to leverage post offices as employment registration centres early this year, following which, a pilot project had been rolled out in Andhra Pradesh and Telangana Circles in February this year.




Yadav said that the necessary training with regard to above project, has been imparted to the staff and on getting formal inauguration date, the registration will begin at all the post offices of the Rajasthan Circle.




Apart from Rajasthan, the project comprises Uttar Pradesh, Bihar, Maharashtra, Madhya Pradesh, Chhatisgarh, Gujrat, Tamil Nadu, Jammu and Kashmir and the North East Postal Circles whereas the remaining circles will be covered during the next phase of project.
