Subject: - Organizing frequent meetings/melas on holidays and Sundays – denial of legitimate rights to the employees to avail Sundays etc.

Sir/Madam,
I am directed to state that the issue of organizing frequent meetings/melas on holidays and Sundays, thus depriving the employees of their legitimate right to avail the break was considered in a meeting taken by Secretary to discuss charter of Demands served with the notice of indefinite strike w.e.f. 05.07.2011 by Postal Joint Council of Action.

2. While in certain circumstances it may be unavoidable / strategically beneficial for the Department to hold meetings/melas etc on holidays and Sundays, it may not be done so in a routine manner. Needless to say, the weekly break and holidays etc. have their own significance and it may be kept in view while calling the officials for duty during the break.

3. This may be brought to the notice of all concerned.

Bhubaneswar Division writes to CHQ / NFPE on adjustment of surplus qualified candidates against future vacancies :

Sub:-      Adjustment of surplus qualified candidates of any departmental examination against  future vacancies – A suggestion regarding

No.          UN-BN / AIPEU-Gr.-C / 08 - 07 / 2011,            Dated at  Bhubaneswar the 25th  July, 2011

Dear Comrade,
The Postal Directorate vide its  O.M. No. A-34020/01/2007-DE dated 21.07.2011 dropped the Surplus Qualified Inspectors scheme which was introduced during 2007 and above order is effective from the Inspector of Posts Examination 2011 which will be held on 3rd and 4th September 2011. Inviting ambiguity, circulation of such an instruction, creates a lot of confusions in the minds of the staff members.

1.     The vacancies for the IP examination is calculated circle wise since it is a circle cadre post and the number of vacancies is declared officially as per the recruitment rules in force before the IP examination is conducted. Prior to 2007, no such scheme was in existence and as far our knowledge goes, no amendment has been made and no gazette notification has been published by the Department of Posts either revising the Recruitment Rules for IPs or  implementing such a policy for adjustment of surplus qualified I P candidates of one specific circle to other.
As such, it is not understood under what circumstances, the above scheme was introduced and dropped subsequently.

2.     Further we would like to know, if the Department has ever made any discussion with the Staff Side for implementing such a scheme.

a.     If yes,

i.              Why did the Staff Side agree to such an arbitrary decision ? Since there are several other cadres and in each and every cadre, there are surplus candidates available always. As a practice, the surplus qualified candidates for promotion to the cadre of postman (from GDS) and PAs ( from LSOs )  are now being allotted to other Divisions inside the circle itself. Now in the line of the above decision, it is expected that the Department may take a decision soon to drop allotment of surplus qualified G D S and LGOs to the cadre of Postman / MTS and P As which may go against the interest of such candidates.
ii.             Has the Staff Side   made any discussion so far with the Official Side for allotment of surplus qualified candidates in any other cadre like LGOs and IPs ? Illustratively, we may discuss the case of PS Group-B. If LGOs being Divisional cadre and  IPs being circle cadre are being allotted to other Divisions / Circles when found surplus and also are adjusted against future vacancies, why the surplus P S Group-B candidates cannot be adjusted against future vacancies year. The decision of the Department for allotment of surplus qualified candidates should be uniform for all the cadres as far as the Departmental examinations are concerned, may it be LGO, IP or  P S Group-B.

b.    If no,

i.              Why the Staff Side has not yet protested such arbitrary decision of adjustment of surplus qualified candidates against future vacancies since such adjustment is against the interest of large number of highly qualified, meritorious and efficient candidates now in the Department  who have not appeared this time for some unavoidable reasons or other and may appear next time and perform better ?
ii.             Isn’t it unconstitutional to divert the future vacancies for those candidates who fail to qualify according to the vacancy position already declared? Illustratively, it can be stated that 14 surplus qualified IP candidates for the year  2009 of Orissa Circle required to be adjusted against the unfilled vacancies of other circle of the same year were adjusted against the vacancies of the year 2010 for Orissa Circle. These surplus qualified candidates  got the benefit at the cost of the future generation. It is nothing but to rob Peter and pay Paul.
iii.            Isn’t the decision for adjustment of future vacancies with the surplus qualified candidates without any consultation with the Staff Side arbitrary ?

Recalling the issues connected with Fast Track Promotion Scheme introduced during 2002, it would be proper to intimate you that the Staff Side could be able to drop the said scheme since as per views collected through Divisions / Circles, it went against the mass interest of senior officials and such scheme was introduced without proper consultation with the Staff Side.

As such, now it should be the responsibility of the Staff Side to see whether it is proper to give the benefit to a few surplus qualified candidates in the way of adjustment against future vacancies by squeezing the throat of a large number of highly qualified, meritorious and efficient candidates now in the Department who have not appeared this time for some unavoidable reasons or other and may appear next time and perform better.

Contradictorily, if the above suggestion is found positive and justified, then why not it will be opened for all cadres starting from LGOs to P S Group-B. The proposal of adjusting surplus qualified candidate should either remain open or it should be dropped invariably for all cadres. Since all these are Limited Departmental Competitive Examinations, we should not allow implementation of different policies for different cadres. Or else, let’s suggest for making all the Departmental examinations qualifying instead of competitive.

May I expect your prompt response for information of the members please?

With greetings.
Comradely yours,

( B  SAMAL)

International Trade Union News : Workers know that a house divided cannot stand :

As talk is abound that Botswana's two labour federations, the Botswana Federation of Public Sector Unions (BOFEPUSU) and Botswana Federation of Trade Unions (BFTU) are willing to talk and possibly merge and speak with one powerful voice, Mmegi staffer RYDER GABATHUSE investigates the thinking inside the two federations

FRANCISTOWN: "Workers are aware that they stand to lose if they are not united," declares BFTU Secretary General, Gadzani Mhotsha in an interview with Mmegi on Wednesday evening.
During the recent eight-week public sector strike, BFTU was just there and could not assist fellow trade unionists in the public sector as a lot of workers in the private and parastatals sectors could not join in solidarity with them.
They needed a go-ahead from the strikers' leadership. BOFEPUSU was pressing government to award public servants 16 percent salary increment.
As an endeavour for BFTU to get first information about the public sector unions strike, they invited BOFEPUSU to a meeting, which Mhotsha says was attended amongst others by secretary for labour Johnson Motshwarakgole, publicity secretary Goretetse Kekgonegile and central committee member Topias Marenga.
"We had asked the BOFEPUSU leadership to brief us on the strike and how we could assist if there was a need to do so," explained Mhotsha and added: "They told us that they would instead give us documents and we would get the story of the strike from them and that when we did not understand then we would reach them."  The meeting lasted about 10 minutes.
In his view, BFTU represents almost every worker in the country and it is not a sectoral federation. Mhotsha says that besides experience that BFTU has amassed it sits on the Labour Advisory Board, NEMIC, HLCC and its subsidiaries.
"We go out there to represent the interests of every worker.  We are an affiliate of International Trade Union Federation, we are part of the International Labour Organisation (ILO) system and Southern African Trade Union Coordinating Council (SATUCC) and in fact, we have connections."
BFTU sits in many forums, which it utilizes to voice workers' concerns.
"We always wanted to be part of the recent public sector strike and our belief has always been that when a federation like BOFEPUSU embarks on a strike of the recent one's magnitude they are supposed to have taken us on board."
Mhotsha asserts that BFTU has much experience on issues of collective bargaining. "We have good and bad experiences. We could have guided them as to how they should have dealt with the strike effectively." He just wishes BFTU could have been involved so that BOFEPUSU could have maximised its strength.
Amongst others, BFTU has experience with the issue of essential services given the case of the 461 Debswana fired employees.
At the end of the day, BFTU has just one wish: To see workers of Botswana united and speaking with one powerful voice so that employers can deal with workers sincerely.
As it stands now, some of the BOFEPUSU members were formerly members of BFTU and the departure of the trade unions has also left a huge financial hole in BFTU coffers.
Mhotsha believes that the two federations should know what they really stand for individually and identify what can bring them together and duly forge a relationship urgently.
'Our intention is to have one centre, but I don't know what BOFEPUSU could be thinking of as we are yet to sit and present these issues for the benefit of the labour movement."
Presenting a case in which BFTU came to the assistance of BOFEPUSU, Mhotsha stated that since BFTU sits in the LAB, "we were aware of the Minister of Labour and Home Affairs Peter Siele's intended to do as regards classifying teaching, and veterinary as essential services and we informed BOFEPUSU about the position of government which helped us to work together to ensure that the motion was defeated in Parliament."
BFTU was able to assist BOFEPUSU by making presentations to MPs and other important stakeholders on the classification of the schedule of essential services. Mhotsha is of the strongest belief that if the two federations worked together, they could benefit even more.
"Besides informal talk that if we could work closely together we could reap benefits of such collaboration, nothing much has been done about establishing a relationship," says Mhotsha.
He says BFTU has resolved to approach BOFEPUSU "formally" and come up with ways they could start working with them.
BFTU believes, "as a national centre, it is our mandate to ensure that workers are united and it will only be a matter of looking at our schedule as BFTU leadership and in less than three weeks we will be initiating this long overdue meeting."
There is one thing that keeps on giving Mhotsha hope: " When we dealt with the issue of essential services, we really worked together including the subsequent drafting of the letters to the MPs for their support."
He also recognises the fact that the public sector unions are more organised as they have one employer unlike workers in both the private sector and parastatals.
BOFEPUSU Secretary General Andrew Motsamai said, "We have had informal talks with our comrades from BFTU," adding that when they were dealing with the government move to classify the education sector as essential services, they worked closely with the BFTU leadership.
"We worked together and came up with a common goal. In fact, the BOFEPUSU leadership met last week Thursday and the report I got was that the executive raised an issue of cooperation and collaborations to ensure that we pull together as workers going forward," he explains.
Motsamai holds a view that minute issues should not be allowed to divide workers when they have so much to gain once they are united. Prior to BOFEPUSU leadership resolution to open talks for cooperation with BFTU, Motsamai emphasises that the two federations have had informal talks over various matters of mutual concern.
"               Now what is left is to meet the BFTU leadership and try to crystallise everything.
Now that BOFEPUSU leadership has met, what is left is for us to formalise the invitation to BFTU."
BOFEPUSU and BFTU are going to meet at a time when the latter has lodged a case with the courts seeking to de-register the former on the basis that the registration with the Registrar of Trade Unions was unlawful.
In fact, it's apparent that BFTU is still fuming after unions, which were its affiliates, dumped them to join the newly registered BOFEUSU. Botswana Teachers Union (BTU), Botswana Land Boards, Local and Health Workers Union (BLLAHWU), Manual Workers and Botswana Sectors of Educators Trade Union (BOSETU) with a membership estimated at over 64,000 are former members of BFTU.
In his own admission, Mhotsha of BFTU says that the departure of the four trade unions has badly affected BFTU's subscription fees as affiliates paid dues to the federation. Just yesterday, the BFTU case seeking to deregister BOFEPUSU was on before the courts and now the labour movement is waiting with baited breath to see if the latest developments will influence BFTU to change heart and withdraw the case or what.
BFTU is arguing that BOFEPUSU has not registered properly with the registrar of trade unions.
On the other hand, BOFEPUSU has been steadfast that it really has no business to deregister but if issues of non-compliance are raised, BOFEPUSU will comply and go on with life and they are not ready to disband.
Motsamai, who is also the president of Botswana Public Employees Union (BOPEU), says if other people can admire what public sector unions have achieved through the umbrella body, "why should we abandon the model of cooperation?"

Philately new hobby of smart Indian investors :

CHENNAI: Imagine your nearby post office making crores out of stamps. If you find that unbelievable, sample this. The philately division of the Chennai city region postal department did a business of Rs 1 crore last year.
"Stamps are an esoteric form of investment," says M S Ramanujan, post master general of the region. It's not surprising that the evolved Indian investor finds stamp collection not just a hobby, but a way to make money when other asset classes offer volatile returns.
According to Madanchand Darda, a veteran collector of stamps, it is a very stable investment. "The minimum appreciation you will get on a rare stamp is 15-20% every year, going by the standard stamp catalogues," he says. "There is very little chance of losing money."
A stamp catalogue is a list of postage stamp types with descriptions and prices, updated periodically. The commonly used catalogues in India are Stanley & Gibbons and Phila India. "Beginning 2010, Stanley and Gibbons has been bringing out a catalogue covering India. Earlier, India was included under their Commonwealth catalogue," says Darda.
N Seshadri, a philatelist from Chennai who has his name in the Limca Book of Records for having a collection of 1.62 lakh commemorative, used stamps of one particular design from different countries, puts the appreciation per annum at 5%. "The stamps are exchanged going by either the catalogue value or the face value. In case of new stamps, the face value method is used while for old stamps, catalogue values are used."
To sell or buy stamps, you can go through the traditional route of dealers you trust or you can take advantage of some of the auction houses that are coming up—for instance, in Lucknow and Kolkata. Auction houses charge a commission.
The value of stamps vary and some of the expensive ones can cost lakhs. A penny black stamp, which is the world's first adhesive postage stamp (issued by the United Kingdom of Great Britain and Ireland on May 1, 1840), would fetch between Rs 2 lakh and Rs 4 lakh.
"The stamps issued by the British before independence command a great premium," says Darda. "I know of a collection of 1,000 such stamps whose value is estimated to be in the range of Rs 2-4 crore."
Stamps depicting Mahatma Gandhi fetch a great value since collectors all over the world vie for it. A 1948 Rs 10 Mahatma Gandhi stamp is worth around Rs 12,000 in the current market, making it one of the most valuable in the post-independence era stamps category.
