Sub-Discontentment prevailing among all cadre of staffs in Bhubaneswar division- Memorandum submitted by Postal JCA, Bhubaneswar with 20 charter of demands to SSPOs, Bhubaneswar, failing in solution of the same, the Postal JCA will undertake trade union action- request for kind intervention of CO-reg.



Respected Sir, 
This Circle Union has in receipt of copy of the letter of Postal JCA, Bhubaneswar, (comprising of NFPE & FNPO) addressing to SSPOs, Bhubaneswar wherein total staff discontentment is being reflected due to non-settlement of staff problems rolling over long period of time. Their just and genuine demands have not redressed within a reasonable time period and unnecessarily protracted since years, resulting to total resentment of staffs among all cadres. We are attaching herewith the copy of the letter of Postal JCA, Bhubaneswar division, signed by all divisional secretaries of NFPE & FNPO and the 20 charter of demands placed to SSPOs, Bhubaneswar for kind reference and for necessary intervention.



Out of their demands on restoration of police escort to cash vans of Bhubaneswar GPO (At- Sl. No.05) was taken up in RJCM Meeting along with restoration of police guards to the cash vans of Rourkela vide item no. 17-08/2012 and the justified demand was arbitrarily denied by our Circle Head in the RJCM Meeting dated 29-08-2012 in clear violation of instructions issued vide Directorate letter No. 24-04/2003-PO dated 10-10-2007 & letter No. 24-4/2003-PO dated 24-08-2009. The staff side did not agree with the view points of CPMG and the same item was closed as disagreed, noted in the minutes itself. Similarly the problem of non-deployment of Armed Guards to Bhubaneswar GPO (Item No. 9 of the Memorandum) for huge cash transactions & for security of huge cash & valuables kept overnight was also taken as agenda item in RJCM vide afore-said agenda item and the same was not considered, ignoring full justification of the case.



Provision of AC in Bhubaneswar (Demand No-8) is rolling as agenda item No 12-8/2012 of RJCM Meeting and it was replied in the minutes of RJCM Meeting dated 19-07-2013 that fresh estimate was called for from AE (Electricals).



This Circle Union also wants to lodge its strong protest against the monopolistic action of our Circle authorities in resolving the above justified issues, generating staff resentment. 



The Postal JCA, Bhubaneswar has appealed to the SSPOs to take appropriate step for settlement of the problems within 30-09-2013, failing which the Postal JCA will be compelled to adopt series of trade union actions.



This Circle union, while conveying total solidarity to the Postal JCA, Bhubaneswar and also showing due weightage to the problems submitted by them, requests the kind self for immediate intervention on resolving of the issues to arrest the situation and to maintain peace & tranquillity in Bhubaneswar Postal division.
