Com. Rabindranath Dhal, Circle Secretary, All India RMS & MMS Employees Union, Group-C, Odisha Circle branch, Leader, RJCM ( Staff Side ), Odisha Circle, Asst. Secretary General, NFPE, CHQ, General Secretary, Odisha State Coordination Committee, Confederation of Central Govt. Employees and Workers and above all a legendary leader of Odisha Postal Trade Union Movement  loved and respected by one and all is retiring from Govt. service on attaining the age of superannuation on 31.03.2014.
Born on 2nd March, 1954, Com. Dhal joined in the Department of Posts on 3rd November, 1973  in sorter cadre ( now called Sorting Assistant. ) in Rourkela RMS under RMS K Division, Jharsuguda. After his transfer to RMS N Division Cuttack under Rule-38 of Postal Manual, Vol. IV, he came in contact with Com. Banshidhar Mohanty, the then Circle Secretary,  R – III and Com. Joginath Jena, Divisional Secretary, R – IV and started his Trade Union career. He was elected the Branch Secretary, R – IV in 1983 and the Branch Secretary – R – III during 1986-87.He was elected Asst. Circle Secretary R-III and R – IV in 1985.Consequent upon retirement of Com. Banshidhar Mohanty on 31.10.1988, Com. Dhal shouldered the responsibility of the Circle Secretary, R –III and continued as an uncontested leader till his retirement. He became the Asst. general Secretary of R-III, CHQ in 2005 in Chennai AIC and  became the Leader , RJCM ( Staff Side ) in 2008. He has been nominated to Odisha Circle Staff Welfare Board for 3 terms. He shouldered the responsibility the Odisha State CoC of Confederation of Central Govt. Employees and Workers in 2004 and that of the NFPE in 2008 as Asst. General Secretary. He worked efficiently as the General Secretary of Confederation’s Odisha State CoC since 2011. Under his able leadership, not only NFPE and Confederation were / are  functioning in a well organized manner , but due to his hard work, devotion  and sincerity, the AIPEU GDS ( NFPE ) could be formed in Odisha Circle since 2012 and All India Postal & RMS Pensioners’ Association, Odisha Circle Branch on 28th December, 2013. He is also the Joint-Convener of Odisha Shramik Karmachari Ekta Manch and Cuttack City CoC. He has remained always a friend not only to the Group-C/Group-D/MTS/GDS but even to the Part-time Casual / Contingent Paid/Daily-wage workers. His contribution to the Postal and RMS workers of Odisha Circle during 199 Super Cyclone in arranging Bank Loan to the destitute will be remembered for ever. In the same spirit he also continued fighting for sanction of pay advance in favour of the Phailin  affected GDS of Odisha Circle.
He does not believe in any class prevailing in the society except the working class and has  always opted for plain living and high thinking. He has neglected his family but never neglected the union and its members/workers.
The 33rd Joint Circle Conference of All India RMS & MMS Employees Union, Group-C, Mail Guard & MTS Gr.-C, Odisha Circle branch which was concluded successfully on 30.03.2014 at Kalavikash Kendra, Cuttack witnessed an emotional farewell to Com. Dhal. All the leaders including Com. M Krishnan, Secretary General, NFPE appreciated and put on record the activities of Com. Dhal as an efficient Trade Union Leader. Com. Krishnan told that leaders never retire. Com. Dhal will be free from the CCS ( Conduct ) Rules  from 01.04.2014 and will have his rebirth to work freely for the people of the country in general and for the downtrodden working class in particular.

33rd Joint Circle Conference of AIRMS&MMS Employees Union, Group-C, Mail Guard & MTS Gr.-C, Odisha Circle concluded successfully on 30.03.2014.

The 33rd Joint Circle Conference of All India RMS & MMS Employees Union, Group-C, Mail Guard & MTS Gr.-C, Odisha Circle branch concluded successfully on 30.03.2014 at Kalavikash Kendra, Cuttack.
The Conference was inaugurated by Com. Janardan Pati, Vice-President, CITU, Odisha and addressed by Com. M Krishnan, Secretary General, NFPE as Chief Speaker and Com. Giriraj Singh, General Secretary, R - III, CHQ and Com. P Suresh, General Secretary, R-IV, CHQ as Hon’ble Speakers. Among others all the Circle Secretaries of NFPE Unions in Odisha Circle also attended the Conference as speakers. A team from  AIPEU, Gr.-C, Bhubaneswar Division  also attended the Conference  headed by Com. B Samal, Divnl. Secretary  accompanied with Com. A K Mohanty, Vice-President, Com. D R Mohanty, Asst. Secy., Com. Sukhla Tudu, Asst. Treasurer, Com. N R Pattnaik, Org. Secy. and Com. R C Behera. Member. Similarly, AIPEU, Postmen & MTS  Bhubaneswar Division also attended by Com. S K Swain, Divnl. Secy. and  AIPEU GDS ( NFPE ), Bhubaneswar Division by  Com. G N Mallick, President accompanied with their team members. In addition, P-III Divisional Secretaries from Koraput, Puri, Cuttack City and Cuttack South Division also attended the conference with their team members. There was a huge gathering and heavy participation of members and leaders of all NFPE affiliates of Odisha Circle including R-III Circle Secretaries of Chhatisgarh and Andhra Pradesh.
Addressing the conference as Chief Speaker, Com. M Krishnan, Secretary General, N F P E, briefed the role and contribution of NFPE as well as the Confederation of Central Govt. Employees and Workers in the P & T Trade Union Movement. Narrating the postal trade union movements initiated by Babu Tarapada Mukerjee till date he stressed upon the  uncompromising struggles and sacrifices by the pioneers which have given the Central Govt. employees fixed duty hours, leave, bonus etc. As experienced by the leaders, the demands of the Central Govt. employees have been achieved only during that period when the voice of such a working class is supported by the leaders from the Left front. UPA-I Govt. could not pass the PFRDA bill only due to the objections raised by the Left Parties who were supporting at that time. But UUPA-II Govt. could be able to pass the bill with the help of NDA . Both the policies of the NDA and UPA Govt. were/are anti-people and anti-working class. When there is the General Election ahead, it is the duty of every Indian citizen to exercise his valuable mandate to elect a Govt. which will work for the welfare of the working class.
The draft biennial report of R-III was placed by Com. R N Dhal, Circle Secretary and the same of R-IV was placed by Com. H K Mohanty, Circle Secretary-R-IV. All the invitees on the dais were felicitated in the Conference including Com. R N Dhal whose retirement is on 31.03.2014.
The women Convention was held in the afternoon session.

Restoration of Armed Police Guards to the Cash Vans of Bhubaneswar and Rourkela Township

Dear Comrades,
As it is aware, the only cash van is clearing / supplying cash from / to different post offices in huge amount beyond the line limit without police escort. After withdrawal of police forces by the State Govt. authority since 2005, unnecessary high risk has been thrown upon the staff related to cash conveyances. Despite several discussions for years together with the Divisional administration in the monthly union meetings and with the Circle administration in the bi-monthly and four-monthly meetings, no satisfactory progress is being observed till date. The matter was seriously discussed in the last Circle biennial conference and a memorandum was also submitted to the Chief PMG, Odisha Circle. The poor postal employees are always working under apprehension of threat / robbery and the administration has remained a silent spectator to such unfortunate practice.
Similarly, keeping in view the recent ongoing robberies in broad-day light  from banks and other cash counters in cities on one hand and considering the amount of  per day cash transactions  in Bhubaneswar GPO, we have given a proposal in 2006 to the administration for deployment of arm guards in the campus of and inside Bhubaneswar GPO. Due to our continuous pursuance,   the matter was discussed with the DPS (HQ) by the Circle Union on 16.11.2006 and as replied by the DPS(HQ), the matter would be referred to the Directorate since related to all India.  But since then, we are in dark on the progress of this issue.
However, lastly both the above items were taken up at Directorate level by our CHQ  on 11.03.2014 and now Directorate vide its letter  F No. 18 - 1/-2012 – PO, dated 20.03.2014 has directed the Chief PMG, Odisha Circle to follow the instructions of Postal Directorate issued on security of cash at Post Offices and conveyance of cash from Post Office earlier issued vide Directorate’s letter No. 24-4/2003-PC, dated 10.10.2007 and No.32 - 1/86-CE,, dated 09.01.1986 authorizing the Circle Head with full Administrative and Financial Powers in this regard.
 Thus, both the Divisional administration and Circle administration should take care  for immediate implementation of the Directorate's orders reproduced below.

Move to sensitise Postal staff on customer care

The Postal Department has launched an exercise to train the postmasters and frontline staff on customer care.
At the inaugural of a two-day training programme on market intelligence being organised in association with Integral Institute of Advanced Management (IIAM), MVP Colony, Director of Postal Services Vennam Upender said on Saturday that they were training their staff to equip themselves to cope up with the competition.
About 50 employees from Visakhapatnam, Srikakulam, Vizianagaram and East Godavari are participating.
IIAM Dean and Secretary S.P. Ravindra said the Postal Department was known for its branding and acceptability and its market reliability was unparallel anywhere in the world due to constant endeavour to improve efficiency parameters. IIAM Director R. Ramachandra Naik and senior faculty Hargopal spoke.

Now, postal department to deliver pamphlets at voters' doorsteps in Allahabad


ALLAHABAD: With election campaigning catching pace, candidates and their supporters need to be ready to face the heat, literally.

The soaring mercury is set to trouble those campaigning door-to-door in both urban and rural areas. At such a time, the postal department is set to give some relief to political parties with a novel method. According to a new scheme, the department will deliver pamphlets of candidates in their chosen area through Direct Post.

The director of postal services for the Allahabad region, Krishna Kumar Yadav, said as it would not be possible for candidates to reach each and every house in their constituency and also follow restrictions on processions and road shows, the postal department scheme would help them in canvassing for votes.


While social media has limited access in rural areas and there are limits enforced by operators on text messages on mobile phones, direct post may be the best choice for candidates campaigning for the Lok Sabha elections.

Under the scheme, candidates and parties can hand over election pamphlets to the post office and a postman will deliver them to all the houses in the area specified by them. The cost is just Rs 1.5 per pamphlet but there should be at least 1,000 of these for a package.

The director further said that with increasing commercial activity, the need for direct advertising of products and services is growing.

Direct Post is the unaddressed component of Direct Mail and would comprise unaddressed postal articles like letters, cards, brochures, questionnaires, pamphlets, samples, promotional items like CDs, coupons, posters, or any other form of printed communication not prohibited by the Indian Post Office Act, 1898, or Indian Post Office Rules, 1933.

For local distribution, India Post would charge Rs 1.5 per article for the first 20 grams and Rs 2 per article for distribution anywhere in the country. However, for every additional 20 grams or less, in both local and inter-city cases, Rs 1 extra would be charged, Yadav added.

Miss World 2013, Megan Young, Immortalized On A Postage Stamp

Not only is Filipina-American actress, Megan Young, the crowned most beautiful woman in the world, she has now been honored by the Philippine Postal Corporation (PHLPost) today with her postage stamp, according to a press release today.

In a ceremonial launch at the Post Office Building, Monday morning,Miss World 2013 Megan Young personally unveiled her framed stamp and signed souvenir sheets and stamps that spectators and collectors purchased.
According to Postmaster General Josie Dela Cruz, Miss World 2013 Megan’s triumph is very much deserving of a place in the roster of PHLPost stamps not only because of her sheer beauty but mainly because of her undeniable charm and will to win the pageant for her fellow Filipinos.
Eighty thousand (80,000) copies of the Megan Young stamps were released last February 24, 2014 which feature the image of Young, taken as she was crowned Miss World 2013 during the pageant held at Indonesia, printed in embossed gold stamping technique.
The stamp costs Php 30.00 and Php 40.00 each while the souvenir sheet is sold Php 100.00 per piece.
Megan Lynne Young is the first Filipina to win the title of Miss World since its creation in 1951.
She was born in Alexandria, Virginia to a Filipino mother and American father. Her parents are Victoria (nee Talde) and Calvin Young. She moved to Olongapo City, Zambales, Philippines the age 10. She attended secondary education in Regional Science High School III at Subic Bay Freeport Zone from 2002 to 2005 before moving to Manila to pursue her acting career. She is currently taking AB Digital Filmmaking at the De La Salle – College of Saint Benilde, Manila.

New sessions of the UPU’s Postal Operations Council (POC) and the Council of Administration (CA) will take place at UPU headquarters from 31 March to 11 April 2014.
Leading into these meetings, the International Bureau organized from 26-28 March two insightful fora on e-commerce and postal financial services that highlighted the UPU’s role in the global economy.
These brought together the heads of the World Customs Organization (WCO), the International Telecommunication Union (ITU), the United Nations Conference on Trade and Development (UNCTAD) and UNI Global Union, as well as stakeholders from the private and postal sectors to discuss challenges, exchange ideas and seek cooperation opportunities on these issues critical to the future of postal services.

ITU and UPU renew ICT partnership to open up access to postal services

28.03.2014 - Leveraging new technologies to extend the reach of postal services and developing international standards for mobile payments will take centre stage in future work between the UPU and the International Telecommunication Union (ITU).

Director General Bishar A. Hussein and ITU Secretary General Hamadoun Touré signed a new memorandum of understanding to this effect at UPU headquarters in Berne, Switzerland, on March 26.
“The UPU and ITU are working together to strengthen the capacity of our respective sectors to deliver quality postal services through bringing connectivity to post offices in developing and least developed countries,” said Hussein.
Calling the two specialized agencies under the United Nations umbrella twin sisters, Hussein welcomed the opportunity to pool resources. “This agreement comes at an opportune time as the UPU is already working hard towards increasing connectivity and electrification of post offices in rural areas in Africa to increase people’s access to postal services.”
With the lack of internet connectivity and access to a stable source of electricity often hampering the effective provision of postal services, the UPU-ITU initiative will explore new business models for post offices to better deliver services in rural and remote communities with help from information communications technology (ICT).
On the cards is a solution to connect post offices to the internet using satellite technology. This, in turn, should make it easier for Posts to play a wider role in bringing remittance services to the community, as well as enabling government payments, such as social benefits, to reach citizens with ease on mobile devices.
“This is a tremendous opportunity for two venerable institutions to step together boldly in the 21st century – and to make the world a better place for all citizens,” said Touré.
Discussions are continuing on fleshing out the details of a potential pilot project in the field with technology partners from the private and non-profit sectors participating.
The new agreement replaces an older one signed in 2007, under which the UPU and ITU collaborated successfully to bring ICTs to the postal network in countries like India, Bhutan and Afghanistan and rural parts of the African continent.
