Sub: Appraising the Nodal Officer selected on
behalf of the Department of Posts the justification of demands made for the
Postal Assistants before the 7th CPC to interact with the
Implementation Cell.
Dear Comrade,
Hope, CHQ might have gone through the Minutes of
the Meeting of Joint Secretary (IC) with Nodal Officers of various Departments
/ Ministries who have been appointed to interact with the Implementation Cell
in connection with the recommendations of 7th CPC. (Held on
02.02.2016 and available in http://finmin.nic.in/the_ministry/dept_expenditure/notification/7cpc/NodalOfficer_MoM02022016.pdf)
As aware, the much awaited recommendations of 7th
CPC have been ended with a big zero for almost all cadres in the Department of
Posts except the Inspector cadre. The commission finds no justification for
enhancement of minimum educational qualifications for Direct Recruits for
Postal Assistants/Sorting Assistants from Class XII to Graduation and the entry
grade pay from GP 2400 to GP 2800 and also no justification for upgrading LSG,
HSG-II& HSG-I. (Para 11.8.23 & 11.8.24)
The demand for separate cadre for S As / B Es has
been denied straightway. (Para 11.8.51 & 11.8.52)
The rigorous exercises including organization of
all India level workshop done by AIPEU, Group-C, CHQ / NFPE in preparation of a
historic memorandum with every justification of higher pay for Postal/Sorting
Assistants in the entry grade have gone futile before the Commission. All our
demands specifically relating to Postal Assistants / Sorting Assistants / LSG /
HSG-II / HSG-I / S As / B Es etc represented by us before the CPC through our
draft memorandum and oral evidences have been turned down by the 7th
CPC under the following observations.
“The Commission is of the view that there is no
justification for enhancement of minimum educational qualifications for Direct
Recruits for Postal Assistants/Sorting Assistants from Class XII to Graduation
and the entry grade pay from GP 2400 to GP 2800. No justification for upgrading
LSG, HSG-II & HSG-I” (Para 11.8.23 & 11.8.24)
But
now, vide Para 6 (iv) of the of the Minutes of the Meeting of Joint Secretary
(IC) with Nodal Officers of various Departments / Ministries, the observations
are as follows.
“If
a representation was made by a Staff Association before 7th Central
Pay Commission and the Commission after
due diligence has not accepted the demand made there in, the same matter
should normally not be considered at
this stage. However, if Departments consider that the issues are of such
nature that they require consideration
at this stage also, then they may give their comments with full justifications
to the Implementation Cell(IC)”
Similarly,
as decided vide Para 4 (v) of the minutes,;
“Nodal
officers have to ascertain the views/comments of the concerned office on the
recommendation of the Commission in the light of the representation/demands
raised by the Staff Association”.
In
addition, Vide Para 4 (vi) of the minutes it has been impressed upon the nodal officers that
“In
case there is any need for consultation with the Staff Association at the level
of the Department, the same may be done as per the assessment of the
Department”.
As
per decision under Para 4 (viii),
“In
case the Department is of the view that any recommendation which are
specifically related to their Department, need any modification, adequate
justification in clear-cut terms should be brought out while sending the
comments to the Implementation Cell(IC).”
“In
case of any modification, the extra financial implications (per annum) over the
recommendation of the Commission should be clearly indicated” – states Para 4
(ix).
In
view of the above, now there is another golden opportunity before the CHQ, to
appraise the Nodal Officer selected on behalf of the Department of Posts the
justification of higher pay for postal / sorting assistants in the entry grade
and also the justification for upgrading LSG / HSG-II / HSG-I and Postmaster
Grade I / II / III including separate cadre for S As / B Es and such other
demands made for the Postal Assistants in general through our draft memorandum.
Hope,
the CHQ in its next CWC at Chandigarh from
6th to 7th February, 2016 will definitely discuss
the issues of Postal Assistants in details in the presence of all the Circle
Secretaries and take an immediate decision before it is too late to appraise
the Nodal Officer of the Department who has been appointed to interact with the
Implementation Cell in connection with the recommendations of 7th
CPC.
