Sub:- Difficulty for generation and payment of incentive
through PLI McCamish in favour of Sales
Forces and Medical Officers.
Dear
Comrade,
As aware, after rollout of
Bhubaneswar GPO on 07.09.2015 to PLI McCamish, the rollout of all the HOs in Odisha Circle were
completed phase-wise by 04.01.2016.
But as known to this union, PLI/RPLI
incentives due both in favour of the sales forces and doctors are not being
generated through McCamish inviting serious resentment amongst the field
workers.
Though, sufficient funds are available
under PLIPPS(Incentive) head, not even a single official is aware about the
generation of incentive in PMACS system in McCamish application. Bhubaneswar
Division is waiting with Rs.10 lakh under PLIPPS(Incentive) head for sanction and
payment. But unfortunately, not even a single Division including Bhubaneswar
Division in Odisha Circle has yet been able to generate incentive of PLI/RPLI
in McCamish. More importantly, the SOP for generation and disbursement of both
PLI and RPLI incentive including renewal incentive has not yet been circulated
by Circle Office to the Divisions.
The situation in case of RPLI is
precarious. While no fund is available under RPLI incentive head, huge amount of manual bills till migration
have been kept pending at Divisional Office for sanction and CO has not allotted
more funds under this head in spite of repeated requests by the Divisional
Office. Contradictorily, the poor GDS and direct PLI / RPLI agents are working
hard in the field and procuring policies without payment of due incentive even
after migration. This is highly demotivating the sales forces. This may be the
situation for all other Divisions in Odisha Circle.
Similar is the position for sanction and payment of incentive to the
Medical Officers. As experienced, now the doctors are getting annoyed in
certifying the proposal forms which is embarrasses the Sales Forces.
Secondly, the training provided to the End Users and User Champions in WCTCs are not self-sufficient since even the Trainers including the Infosys people are not aware on the above issue.
Thirdly,
as experienced, no workshop is being organized at Divisional level to follow up
the post migration issues, to bring awareness amongst the sales forces
especially BPMs for adopting correct practices in filling up the New PLI
Proposal Forms, to educate the frontline workers especially the P As for collection
of required documents for different service requests and operational procedures
through McCamish for collecting premium, making payments etc.
Under
the circumstance, since the Divisions have nothing to do on the issue, we would
like to request you appraise the same to the Chief PMG, Odisha Circle
immediately with request to issue clear instructions and operational procedures
now lacking in generation and payment of PLI/RPLI incentive to the sales forces
in addition to allotment of more funds under RPLI incentive head.
