A grand seminar titled “Retrograde and
Disappointing 7th CPC Report – Its impact on employees and workers”
was successfully organized jointly by Confederation of Central Govt. Employees
and Workers and National JCA, Odisha State COC in the auditorium of Institute
of Physics, Bhubaneswar – 751 005.
The Seminar was inaugurated by Com.
Lambodar Nayak, President, CITU, Odisha and addressed by Com. M Krishnan,
Secretary General, Confederation of Central Govt. Employees and Workers.
The Seminar was attended by hundreds
of representatives from all the constituents of National JCA and Confederation from
all corners of Odisha including National
Federation of Postal Employees.
At the outset, Com. R N Dhal, General
Secretary, Confederation of Central Govt. Employees and Workers, Odisha State
CoC, briefed the necessity of organizing such a state level seminar when the Confederation
of Central Govt. Employees and Workers, Railway Federations and Defence
Federation have submitted Notice to go on Indefinite Strike from 11.07.2016
under the banner of National Joint Council of Action demanding suitable modification
as suggested earlier with 11 point
charter of demand.
Addressing the Seminar, Com. M
Krishnan briefed the history of setting up of Central Pay Commissions from 1st
CPC to 7th CPC and informed the mass that the Govt has neither set
up any CPC nor modified in any manner of the negative recommendations of its
own accord without struggle programmes by us. Narrating the story behind
setting up of 1st CPC in 1946 and the struggle programme made in
confrontation with the Congress Govt. leaded by Pandit Jawaharlal Nehru for modification
/ implementation of the recommendations of 2nd CPC, Com. Krishnan
appealed the mass to get ready for struggle programme framed by the NJCA culminating
nationwide Indefinite Strike from 11.07.2016 demanding suitable modifications
in the retrograde and negative recommendations of 7th CPC with 11
point charter of demands.
Com Krishnan briefly described all the
demands / issues one by one and explained why we call it a Pay Reduction
Commission not a Pay Revision Commission. With total Mathematical calculations supported
with scientific justifications, he explained the participating employees how an
employee’s take home pay will be reduced after implementation of the 7th
CPC report. More importantly, he condemned the manipulation of Dr. Acroyed
formula by the Commission in determining the minimum need based wage and there by
reducing the multiplying factor to 2.57 instead of 3.70 as demanded by the
Staff Side. While no other Pay Commission till 6th CPC has never
thought of reducing/abolishing the existing advances /allowances, the 7th
CPC has gone to the maximum extent in abolishing 52 allowances and 12 interest
free advances which need to be protested. The media houses have been misguided
grossly by the Govt. in propagating huge bonanza to the Central Govt. employees
by the 7th CPC which highly
far from truth.
Com. Krishnan appealed all the Central
Govt. employees in particular and the working class in general including state
govt. employees to join enmasse in the forthcoming Indefinite strike and compel
the Govt. for suitable modifications in the existing recommendations of the 7th
CPC.
Bhubaneswar Division made a huge
participation in the seminar with the attendance of P-III, P-IV and GDS
comrades from NFPE.
While Com. Sudhir Kumar Swain,
Divisional Secretary, P-IV, Bhubaneswar Division attended with his team members, AIPEU, Group-C was attended by its Divisional
Secretary, Com. B Samal supported with the following office bearers / members including
women sub-committee.
