Respected Sir,
It has
come to the notice of this Divisional Union that the
outsiders / daily-wagers engaged in BPC, NSH, EPH and BNPL Centre of
Bhubaneswar GPO are being paid their monthly wages in clear contravention to
the GFR since forced by the concerned branch- in-charge to sign on a plain
paper to receive same.
It is
needless to say that the procedure adopted by the DDO for such payment obtaining the signature of the outsiders / daily-wagers engaged in BPC,
NSH, EPH and BNPL Centre of Bhubaneswar GPO on a plain paper reminds us the
zamindary system of pre-independence era
and not that of the established Financial Rules of Govt. of India.
We expect
that no such order might have been issued either by the SSPOs, Bhubaneswar
Division and by the Sr. Postmaster, Bhubaneswar GPO to the concerned
branch-in-charge to adopt such a highly irregular practice leading to misappropriation of Govt. money since all such outsiders/daily-wagers
are being paid more than Rs.5000/- a month.
On the
contrary, several circulars have been issued in the meantime to all concerned
for ensuring cashless payment which are not being followed in the instant case.
Therefore,
to maintain transparency in payment of wages, we would like to request you to
issue suitable instructions / guidelines to the DDO / branch-in-charge to
follow exact and proper financial procedure for payment of wages to the outsiders / daily-wagers engaged in BPC,
NSH, EPH and BNPL Centre of Bhubaneswar GPO.
A line of
reply on the action taken is highly solicited.
