Validity of Self Attested affidavits 
The second Administrative Reforms Commission in its 4th Report titled ‘Ethics in Governance’ and 12th Report titled ‘Citizen Centric Governance’ had stressed on the need for simplification of Government procedures.  As a part of simplification, the State Government of Punjab in the year 2009-10 decided to do away with the practice of submitting of affidavits and also allowing of self-attestation of copies of certificates for small level Government jobs.  However, this decision did not have any bearing on the requirement of submission of affidavits in the Courts as per the law. This initiative of State Government of Punjab had won the Prime Minister’s Civil Services Award.  As the part of replication of the aforesaid initiative, the Department of Administrative Reforms & Public Grievances has been requesting on a regular basis the Central Ministries/ Departments and the State/UT Governments to adopt the similar procedure. This is a continuous process. 


This was stated by the Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office Dr. Jitendra Singh in a written reply to a question by Shri Mahesh Poddar in the Rajya Sabha today.

Filing of assets details by Government officials 
The Section 44 of the Lokpal and Lokayuktas Act, 2013 requiring declaration of assets and liabilities in respect of public servants, their spouses and dependent children has been amended by the Lokpal and Lokayuktas (Amendment) Act, 2016 on 29.07.2016. The Amended Act shall be deemed to have come into force on 16.01.2014. The amended Section 44 reads as:

“44. On and from the date of commencement of this Act, every public servant shall make a declaration of his assets and liabilities in such form and manner as may be prescribed”.

The Government had introduced the Lokpal & Lokayuktas and other related Law (Amendment) Bill 2014, which inter-alia proposes to amend certain provisions of the Lokpal and Lokayuktas Act, 2013 so as to provide for situations where the composition of the Selection Committee is deficient/incomplete due to absence of Leader of Opposition in the Lok Sabha, etc.

Direct recruitment in govt jobs dips by 89%: Govt

NEW DELHI: Direct recruitment in Central government jobs has declined by 89 per cent in 2015 in comparison to the year 2013, Lok Sabha was informed on Wednesday. 

Total appointments made through direct recruitment have slided down from 1,51,841 in 2013, 1,26,261 in 2014 to 15,877 in 2015 which is a sharp decline of 89 per cent as compared to the year 2013, according to the data presented in the House. 

There is also a 90 per cent decline in the direct recruitment of reserved category candidates in the Central government jobs in the year 2015 as compared to 2013. 

The data for appointments made through direct recruitment in Central government jobs was provided today by minister of state for personnel, public grievances and pensions Jitendra Singh in response to a written reply to a question. 

The data provided for 74 ministries shows that 92,928 candidates belonging to scheduled caste, scheduled tribes and other backward classes were appointed through direct recruitment in the year 2013. 

In 2014, the numbers declined to 72,077 (69 ministries) which plummeted to only 8,436 (50 ministries) in the year 2015 which is a sharp decline of 90 per cent as compared to 2013, the government data shows. 

"As per the data received from 79 ministries and departments for the year 2014-15, 18,822 employees (8.56 per cent) were recruited from minority communities in government services and PSUs," the Minister said. 

He said as per the data received from 44 ministries and departments for the year 2015-16, 2,851 employees (7.5 per cent) were recruited from minority communities.


"The posts sanctioned in government ministries and departments are required to be filled as per the recruitment rules as and when vacancies arise.


"The filling up of posts is a continuous process depending on the vacancies arising across ministries and departments during the years and action calenders of the recruitment agencies," the minister said.


He said that in this regard all ministries and departments have been requested to take advance action for reporting vacancy position with respect to direct recruitment posts to recruitment agencies such as Union Public Service Commission and Staff Selection Commission etc.


"Further, all ministries and departments have also been requested for timely convening of the Departmental Promotion Committee meeting for filling up of promotional posts," he said.

Chhattisgarh CM announces Seventh Pay Commission for state govt. employees

Chhattisgarh Chief Minister Raman Singh today announced the implementation of Seventh Pay Commission for state government employees.
The announcement comes at a time when the implementation of the recommendation of the Seventh Pay Commission has been an issue amongst the state government.
?We have passed the budget of Rs. 81, 000 crore and this is the biggest budget in the history of Chhattisgarh. We are much ahead when it comes to financial management in the country,? Singh said.
He added that the government can take Rs. 1,400 crore in future for the development.
?Our interest rates are the lowest in India. We are a risk taker state and we will build 1,200 km of railway lines without coming under railway budget,? he added.
This move by the Chhattisgarh government is expected to benefit around three lakh employees across the state.
Chhattisgarh is one amongst the few states which has successfully implemented the recommendations made by the 7th Central Pay Commission.
There have been many issues regarding the implementation of the various dynamics of the 7th pay commission, in both the central and the state level.
This has led to not only mass show of displeasure by employees, but also threatening of strikes by many sections of the central government employees.
One of the primary concerns has been the revision of the House Rent Allowance (HRA).
Reports claim that seventh pay commission recommended that HRA will be revised to 27 percent, 18 percent and 9 percent.
Apparently a committee headed by Finance Secretary Ashok Lavasa is likely to finalise his views on HRA in its next meeting.
This decision will be taken after the examination of allowances under the recommendations of the seventh pay commission.

Postage Stamp on ‘Cub Scouts’ released by Sh Manoj Sinha 
Minister of Communications Shri Manoj Sinha today released a Postal Stamp on Cub Scouts to commemorate Centenary year of Cub Scouts in India and Abroad. Speaking on the occasion, the Minister said that Scouting aims to support young people in their physical, mental and spiritual development, so that constructive role can be played by them in the society. He said that Bharat Scouts Guide had played an important role in the overall development of the country and they are also playing an active role in road and rail safety, Swachh Bharat Mission and during natural calamities apart from many developmental activities. Shri Sinha expressed the hope that scouts will continue to play an important role in future too.

Cub Scouting is meant for children of age group between 8 to 11 years and Cubbing involves games, stories, play acting, handicrafts and also work through the Star tests and Badges. On the other hand, Scouting was developed for youth between the ages of 11 and 17 to engage in activities in public parks, open spaces and wherever they found a suitable place.

Shri Sinha said that the mission of Scouting is to contribute to the education of young people, through a value system based on the Scout Promise and Law to help build a better world where people are self-fulfilled as individuals and play a constructive role in society.

As per the data received from 79 Ministries/Departments for the year 2014-2015, 18822 employees (8.56%) were recruited from Minority Communities in Government services and PSUs.

Age Relaxation in Job 

Relaxation of age up to 35 years (up to 40 years for members of Scheduled Castes and Scheduled Tribes) for the widows, divorced women and women judicially separated (JSW) from their husbands who are not re-married, for employment to Group ‘C’ and erstwhile Group ‘D’ post already exists in Department of Personnel & Training’s (DoP&T) Office Memorandum (OM) No. 15012/13/79-Estt (D) dated 19.01.1980. Similar relaxation also exists for Group ‘A’ and Group ‘B’ posts except where recruitment is made through open competitive Examination in DoP&T OM No. 15012/1/87-Estt.(D) dated 05.10.1990. All the above mentioned instructions have been reiterated vide DoP&T OM No. 41034/1/2014-Estt.(D) dated 30.01.2014.

It is incumbent upon all the Ministries/Departments of Government of India to follow the above mentioned instructions.

Backlog Vacancies

Backlog Vacancies 
As per information provided by 10 major Ministries/Departments including Public Sector Banks/Financial Institutions, Central Public Sector Undertakings etc., 28,713 vacancies remained unfilled as on 31.12.2016, which comes to about 31% of 92,589 backlog vacancies reserved for Scheduled Castes (SCs), Scheduled Tribes (STs) and Other Backward Classes (OBCs).

The Government had constituted a Committee under the Chairmanship of the then Secretary, Department of Social Justice and Empowerment to make an analysis of the reasons for non-filling up of reserved vacancies and to suggest remedial measures. Based on the recommendations of this Committee, Department of Personnel and Training issued instructions in November/December, 2014 to all Ministries/Departments to constitute in-house Committee to identify backlog reserved vacancies, study of the root cause of backlog reserved vacancies, initiation of measures to remove such factors and to fill up the backlog reserved vacancies.

Various Ministries/Departments have constituted in-house committee and initiated action for filling up of reserved vacancies.

Department of Personnel and Training monitors the progress in filling up of reserved category vacancies for Scheduled Castes, Scheduled Tribes and Other Backward Classes with 10 Ministries/Departments having majority of the employees in Central Government. Six meetings were held in this regard.

The total number of backlog reserved category vacancies is 28,713 in respect of those 10 Ministries/Departments.

As per information provided by those 10 Ministries/Departments, 20,975 vacancies for Scheduled Castes, 15,874 vacancies for Scheduled Tribes and 27,027 vacancies for Other Backward Classes have been filled up during the period 01.04.2012 to 31.12.2016.

These 10 Ministries/Departments have been requested to take expeditious action with regard to the unfilled reserved backlog vacancies.

Instructions for executing End of Year (EOY) in CBS post offices/CPCs

Subject: Instructions for executing End of Year (EOY) in CBS post offices/CPCs

Respected Sir/Madam, 
The competent authority has taken following decisions for executing End of Year (EOY) activities for 2016-17 in CBS Post Offices/CPCs:-

1. On 1.4.2017, no CBS Post Office will do any transaction but staff working on CBS will attend post office and follow instructions (as and when ) issued by CEPT Team Chennai. 

(A public notice should be put on the notice board of all CBS Post Offices that due to End of Year, no transaction will be accepted on 01.04.2017 and Monthly/Quarterly Interest of MIS/SCSS if due on 1st April 2017 will be paid on03.04.2017. ATMs will be operational  on 01/04/2017). Salary & Pension uploads should be done after completion of EOD for 1st April 2017

2.CBS Post Offices should ensure that no unverified account or modification in  accounts of SB/PPF/SSA/NSS-87/NSS-92 remains unverified as interest is not calculated for any account if any modification is unverified, as on 31/03/2017. Concerned staff should be alerted so that such lapses may be avoided.

3.   All CBS Post Offices, on 31.3.2017, should do transactions latest up to  1700 hours and verify all the transactions simultaneously so that there may be no Blocking Transactions at 1700 hours. All CBS Post Offices should complete HISCOD latest by 1800 hours, except those SOLs which await clearing information from the respective HOs. CPCs should monitor this activity and any blocking validation should be reported to FSI Helpdesk and CEPT Team, immediately on noticing so that solution can be provided well in time. 

4. CBS Head Post Office dealing with clearing house, should intimate cheque clearing intimation of the cheques cleared on 31.03.2017 to other linked CBS HOs and SOs  well in time on 31.03.2017 either over mail or phone so that credit/debit can be afforded well in time.  Late clearance activity and corresponding credits/debits should be handled by the clearing house POs without any delay. (Please note that in case of PPF Accounts maturing on 31.03.2017, cheque cleared before 31.03.2017 will not be allowed to be credited after 31.03.2017)

5. CEPT FSI Team will be disabling certain menus according to the requirements during EOY Batch execution to control resource utilisation; CPCs will be kept informed from time-to-time on this and should coordinate with their SOLs on this exercise.

5. Reports regarding Interest credited in SB/SSA/PPF/NSS-87 and NSS-92 accounts of a CBS post office, Silent Account maintenance Fee charged and Total number of accounts marked as silent (total amount and accounts  for a Post Office and not account-wise) will be intimated through CPCs by the end of first week of April 2017.

6.  All the concerned teams who are part of the EOY activity (CPC SPOCs, EOD Support Team, CEPT Team) should be available on 2nd April, 2017 and ensure that EOY activity are completed smoothly. 

Instructions for CPCs

1. CPCs should call post offices under their jurisdiction on 31.03.2017, help in clearing blocking validations and ensure smooth completion of HISCOD.
2.  HSCOD will be executed by CEPT team centrally; CPC teams should be available till HSCOD is completed for all their respective SOLs. 

3. All CPCs will remain open during the night of 31.03.2017 and duties of staff should be notified in shifts.

Circles/Regions/Divisions should ensure that these instructions are followed scrupulously  by all CBS Post Offices and CPCs.

More than 2 dozen companies want collaboration with India Post Payments Bank-Manoj Sinha 
Government has said that there are many companies who have approached the Department of Posts for collaboration with India Post Payments Bank. Replying to a question in the Rajya Sabha, the Minister of Communications Shri Manoj Sinha said that while the Department is in various stages of discussions with them, decision on formal partnerships will be taken after carefully evaluating the entire value proposition that they propose for the common man. The India Post Payments Bank had launched its two branches in Raipur (Chhattisgarh) and Ranchi (Jharkhand) on 30/01/2017 with basic products and banking services in partnership with Punjab National Bank.
Shri Sinha also said that the Payments Banks are different from regular Banks in the following fundamental   ways as per RBI guidelines for Licensing of Payments Banks:
 (i)     Payment Banks are not allowed to undertake lending activities directly. It can accept demand deposits only that is savings and current accounts and will initially be restricted to holding a maximum balance of Rs. 100,000(Rupees one lakh only) per individual customer.
(ii)    Payment Banks cannot accept Non Resident Indian (NRI) deposits.
(iii) The Payment Banks cannot set up subsidiaries to undertake non banking financial services activities.

Promotion to Reserved Category

PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS be pleased to state:-

(a) whether the non-gazetted employees belonging to the SC/ST categories working with the Central Government and the autonomous institutions are not given promotion as per the reservation guidelines;

(b) if so, the reasons therefor;

(c) whether a number of proposals for amendments in the rules for promotion are under consideration of the Government; and

(d) if so, the details thereof and the reaction of the Government thereto?

ANSWER

(a) & (b): As per extant instructions, reservation to the members of the Scheduled Castes and the Scheduled Tribes is provided in the matter of promotion when promotion is made: (a) through Limited Departmental Competitive Examination in Group B, Group C and Group D posts; (b) by selection from Group B post to a Group A post or in Group B, Group C and Group D posts; and (c) by non-selection in Group A, Group B, Group C and Group D posts. Reservation in all the above cases is given at the rate of 15 per cent for the Scheduled Castes and 7.5 per cent for the Scheduled Tribes. However, reservation in promotion is not given in the grades in which the element of direct recruitment, if any, exceeds 75 per cent.

As per extant instructions, Autonomous Bodies/Institutions including Municipal Corporations, Cooperative Institutions etc. under the administrative control of the Central Government also provide reservation for Scheduled Castes and Scheduled Tribes in their services on the lines of the reservations in services under Central Government.

However, as desired by the Honble Supreme Court in Contempt Petition No.314/2016, conveyed to the Law Officer and intimated by him, instructions in pursuance were issued by Department of Personnel and Training on 30.9.2016 not to rely upon Office Memorandum of 10.08.2010 for implementation of own merit concept in promotion for Scheduled Castes and Scheduled Tribes. Due to this, there may be administrative difficulties while considering cases for promotion of employees, including SCs and STs, where selections in promotion have already been made on own merit or are to be made by applying own merit by the concerned cadre controlling authority.
