Subject:           Shift Duty at CPC, Bhubaneswar for the month of September 2015 

CPC closes after closing of all the CBS Offices in the Circle.  As per DTE instruction EOD in CBS P.Os should complete as under. 

S.Os by 1700hrs and H.Os by 1800hrs.  CPC can close by 2000hrs. 

Keeping the above in view Shift duty at CPC, Odisha, Bhubaneswar is adopted w.e.from 01/07/2015. 

Hence I am directed to enclose herewith Shift Duty list of CPC, Bhubaneswar for the month of September 2015 for information and necessary action. 

General / 1st Shift = 1000hrs to 1800hrs	Two staffs will be in each shift.  However, all the four officials will be available from 1300hrs to 1800hrs except some exceptional occasions.
2nd Shift = 1300hrs to 2000hrs

 SSPOs / SPOs are requested to bring this to the notice of Divisional EOD Cell also.

Postal department savings scheme for male child to be launched

CHENNAI: The Department of Posts will launch a savings scheme in Tamil Nadu for the male child tomorrow on the lines of the successful Sukanya Samriddhi Account scheme, a top official said here today. 

The proposal to create the 'Ponmagan Podhuvaippu Nidhi scheme was in the backdrop of requests from the public that a scheme similar to the Sukanya Samriddhi Account scheme be created, Chief Postmaster General Mervin Alexander said in an official release. 

As per the scheme, an account for children below 10 years can be opened through a guardian while children above 10 years can open the account individually. 

The interest for the current year is 8.7 per cent and interest earned would be exempted from income tax, he said. 

Minimum deposit would be Rs 100 and the maximum be Rs 1.50 lakh.

"The scheme will be formally launched heretomorrow, he said.

UPU News:- Supply chain and e-commerce top for Asia-Pacific

Improved efficiency of the end-to-end postal supply chain and e-commerce development have emerged as top priorities for Asia-Pacific for future postal services at the regional strategy conference in Bangkok, Thailand.

Other priorities were identified as financial services, postal sector development, and the diversification of products and services.

The two-day conference brought together representatives from 28 nations from the region and was organized by the Asia Pacific Postal Union.

Speakers highlighted a number of challenges facing postal operators in the region, ranging from the fast pace of e-commerce development to major disparities in economic development within the region.

Asia-Pacific includes 13 least developed countries, 20 developing countries, and three industrialized countries.

Regional priorities

For their top areas of intervention, Asia-Pacific nations chose developing e-commerce and improving operational efficiencies along the entire postal supply chain, including transport, security and customs, among others.

Secondary areas of intervention singled out by delegates included the development of postal financial services to foster financial inclusion.

Global themes

This was the fourth of seven regional conferences being held in all world regions, a series of high-level meetings meant to shape the World Postal Strategy for the 2017-2020 work cycle. This roadmap for global postal services will be signed off at the UPU Congress next year in Istanbul, Turkey.

The outcomes of the Bangkok conference echo those of other world regions. Strategy conferences in Africa, Latin America, and Europe and the CIS have all highlighted operational efficiency and e-commerce as priority areas for development.

The next regional conference, bringing together delegates from the Arab region, is scheduled to take place this month in Dubai, United Arab Emirates.

Due-Date for E-Filing Returns of Income for Assessment Year 2015-16 Extended up to 7th September 2015 in Respect of all Taxpayers who were Required to E-File their Returns of Income by 31st August 2015

The Government has received various representations that tax payers have faced difficulties in E-filing of returns across the country due to slowing down of certain e-services on 31st August 2015. 

Considering these representations, the Central Board Direct Taxes (CBDT) has extended the ‘due-date’ for E-filing returns of income from 31st August 2015 to 7th September 2015 in respect of all taxpayers who were required to E-file their returns of income by 31st August 2015. 

Earlier, the ‘due-date’ for filing of Income Tax return for Assessment Year 2015-16 was extended till 31st August, 2015 in case of those taxpayers who were required to file their tax return by 31st July, 2015.

Stamp Release on Women Empowerment

Empowering women to participate fully in economic life across all sectors is essential to build stronger economies, achieve internationally agreed goals for development and sustainability, and improve the quality of life for women, men, families and communities. United Nations Development Program (UNDP) focuses on gender equality and women’s empowerment not only in term of human rights, but also because they are a pathway to achieving the Millennium Development Goals and sustainable development. 

The principle of gender equality is enshrined in the Indian Constitution in its Preamble, Fundamental Rights, Fundamental Duties and Directive principles. The Constitution not only grants equality to women but also empower the State to adopt measure of positive discrimination in favour of women. 

Within the framework of a democratic polity, our laws, development policies, plans and programmes, have aimed at women’s advancement in different spheres. The National Commission for Women was set up by an Act of Parliament in 1990 to safeguard the rights and legal entitlements of women. The 73rd and 74th Amendments (1993) to the Constitution of India have provided for reservation of seats in the local bodies of Panchayats and Municipalities for women, laying a strong foundation for their participation in decision making at the local levels. 

Even though the women’s movement and a wide-spread network of non- Government Organizations, which have strong grass-roots presence and deep insight into women’s concerns, have contributed towards inspiring initiatives for the empowerment of women, there still exist a wide gap between the goals enunciated in the Constitution, legislation, policies plans, programmes, and related mechanisms on the one hand and the situational reality of the status of women in India, on the other. 

A holistic approach to women’s health which includes both nutrition and health services requires to be pursued where attention needs to be given to the needs of women and the girl at all stages of the life. The reduction of infant mortality and maternal mortality, which are sensitive indicators of human development, continues to be a priority concern. 

The Department of posts organized a nation-wide competition inviting entries for the designs of commemorative postage stamps on the theme “Women Empowerment”. Based on selected entries, a set of four stamps and a miniature sheet on the theme was released by Hon’ble Minister of Communication & Information Technology Shri Ravi Shankar Prasad here today.
