Creation of new blog of AIPEU, Group-C, Bhubaneswar Division

Dear Comrades,
You might have witnessed that due my posting in an HSG-1 Post Office loaded with heavy work pressure, I am not in touch with you all as frequently as needed. Though I am trying my level best to bring all the developments made in our Divisional. Circle and CHQ level sending hard copies periodically, still some information are left behind which you should know as early as possible. Therefore, I decided to create this blog  on this day of sacred Laxmipuja and Kumarpoornima to make you inform the activities of this union starting from Divisional level to CHQ instantly.
Hope you will appreciate this small effort of the union and watch frequently this site so that the purpose of creating it will only be satisfied.
With many   colourful greetings for the festive occasions, now let me post you the latest  4 important letters written to the Divisional administration for early solution to which you are not aware of.
I sincerely request you to read the letters carefully to know the attitude of the  administration for staff welfare.

Divisional Secretary writes to the Divisional Administration:

Sub:-  Ongoing exploitations to the members of AIPEU, Group-C, Bhubaneswar Division.
Sir,
Through Item No. 01 - 07 / 2010 for discussion in the monthly union meeting it was brought to the notice of the Divisional administration regarding the unruly activities undertaken by a group of members of some other unions in Bhubaneswar Division against the members of this union with request for kind intervention of the SSPOs to stop such activities of the members of other unions for peaceful coexistence of all the staff members of India Post irrespective of cadre and wing. But most regretfully, this is to inform that instead of reflecting decreasing trend , more and more numbers of unhealthy and unexpected incidences are happening day by day. Illustratively, I am representing some of them for your appraisal with request to personally interfere and bring an end to all those issues.

1.    After receipt of so many verbal and telephonic public complaints against Smt. Sujata Sahoo, P A, Budheswari Colony S O for her non-cooperative attitude and improper behavior to the customers in the counter, when Sri Gatikrushna Pradhan, SPM, a member of this union changed her sit from S B to MPCM, Smt. Sahoo, a member of other union preferred a written complaint to the administration against Sri Pradhan alleging harassment and misbehavior to her which is now under investigation by the Divisional office. Instances are there also when the customers have preferred written complaints to the higher authorities against Smt. Sahoo’s non-cooperative attitude. This is not the first time said Smt. Sahoo acted in this manner. Both the files of Divisional office and Bhubaneswar GPO are quite healthy  with her representation against Sri S B Mohapatra, former Senior Postmaster, Bhubaneswar GPO which has also been dealt in Circle Office and the issue was closed with her transfer to Bhubaneswar – 2 MDG where she was not also satisfied and represented in usual manner. Again, the Divisional Office transferred her to Budheswari Colony where she has already started her activities of accusing others for harassment and misbehavior.
Further as known to this union, when the SPM, B S Colony noticed that as many as 8 staff members including Smt. Sahoo did not turn up for duty till 09.45 hours on 04.09.2010, he put red cross marks in the attendance register against all the late comers. But unfortunately, while all others attended their duties peacefully realizing their fault, only Smt. Sahoo reacted and charged the SPM vehemently with all sorts of insubordination which compelled the SPM first to bring it to the notice of the SSPOs over telephone and then in writing.
Such a series of transfers in a span of one year only and repeated complaints of harassment and misbehavior against her own colleagues definitely puts several questions on her attitude. Now administration might be thinking of her next transfer or otherwise. On the part of a women employee, perhaps it is very easy to bring allegation of harassment and misbehavior  to safeguard her interest. If this be the trend, no SPM / Postmaster will henceforth take any decision for his office to provide better services to the customers.

2.    Bhubaneswar Secretariat being a ‘A’ Class office, the S B work should have been entrusted to one of the P As with suitable revision of Memo of Distribution of Work duly approved by the SSPOs. But as known to this union, the SPM there is operating the Sanchay Post  keeping with himself both the passwords for the Supervisor and Operator for the reasons best known to him which is clearly in contravention to existing POSB rules thus highly irregular which may lead to fraud and misappropriation  in S B work. It is worth mentioning here that while the P A Sri P K Jena belongs to this union, the SPM belongs to other union.

3.    A new trend is being noticed now in Bhubaneswar Division for withholding the pay of the officials on leave or otherwise. Instances have brought to the notice of this union that the Accountant No. 1, Bhubaneswar GPO, a member of other union  showing extra interest  for the reasons best known to him is collecting information over telephone  from Divisional Office the list of officials whose pay is required to be withheld. When, it is the outlook of the Divisional administration, it is not understood why the Accountant concerned is engaged in such business and who has instructed him to do so. It is need less to reiterate that for such nefarious  and anti-employees activities recorded previously by the Divisional administration the said accountant had been thrown away from Accounts Line and   posted as SPM earlier and this union had also opposed his reposting as accountant during last rotational transfer to which no attention was paid.

4.    The case of alleged recovery of excess payment from the pay of Sri Purnendu Kumar Dash, ex-president and a senior member of this union  was almost closed by the SSPOs after receipt of observations of the Chief PMG. But the case has been reopened by handing over the closed file cunningly to audit  party while  conducting inspection in Bhubaneswar GPO by a staff of Accounts branch who was not preferring Sri Dash as the President of this union and as known to this union, every hurriedness is being shown to effect illegal recovery from the pay of Sri Dash even when the matter is sub-judice. Though law is well settled  that  when salary was paid in higher scale  not on account of any misrepresentation  made by the employee , the benefit of higher pay  cannot be denied  to him and the amount already paid  should not be recovered (Swamynews, 2 / 2004, page 68 ) and  though everybody is aware of the end result, out of jealousness only towards Sri Dash for his unblemished and outstanding performances as the President of AIPEU, Group-C, Bhubaneswar Divisional branch,  a mischievous game is being played by a group of officials of other union using the administration with unnecessary loss of man power and Govt. money.
As brought to the notice of this union, orders for recovery was received by Bhubaneswar GPO during Feb-2010. On receipt, the same was put up to the Sr. Postmaster, Bhubaneswar GPO for orders and as ordered, the due-drawn statement along with the Service Book of Sri Dash was sent by the Sr. Postmaster, Bhubaneswar GPO under his signature  to DA( P), Cuttack as per the direction of the later endorsing copy to the Divisional / Circle Office and the case was kept pending at the end of the D A (P), Cuttack who didn’t return the Service Book. In the meantime, Sri Dash Proceeded to CAT, Cuttack and brought stay during March – 2010 on such illegal recovery from his pay. When Circle office enquired the name of the defaulting official for whom the recovery was not effected, the Sr. Postmaster, Bhubaneswar GPO replied twice that nobody was responsible for such delay. But surprisingly, after joining of Sri A K Mishra, a member of other union as Accountant No. 1 in Bhubaneswar GPO , a reply was sent to C O accusing Sri S C Tripathy the then APM ( Accounts) and now P A, Bhubaneswar GPO and a member of this union as the official at fault. It is not understood what made the Senior Postmaster to change his reply like this. At all the Circle Office, Divisional Office or Bhubaneswar GPO wanted immediate recovery, necessary order might have been issued to effect recovery first and then to send the file to DA(P), Cuttack immediately after receipt of the earlier endorsement of Bhubaneswar GPO. But nothing has been done. The current contradictory reply accusing Sri S C Tripathy as the defaulting official is completely a biased opinion of the Sr. Postmaster, Bhubaneswar GPO  misguided by the Accountant No. 1 in Bhubaneswar GPO.

5.    Through our Item No. 05 - 07 / 2010  though we brought  the fact of  misbehavior by one Sri U N Nayak, overseer ( Mails ) of IPO, Bhubaneswar South Sub Division  on 29.06.2010  to Sri Laxmidhar Panda, Sri L N Acharya, Sri Laxmidhar Rout  and Smt. Sarojini Mishra PAs of Bhubaneswar – 2 MDG and members of this union no action was seen to be taken against the overseer who has no authority to interrogate the P As. This is a clear example of administrative imbalances.

6.    Through our Item No. 02 - 06 / 2010 though we brought the case of  victimization to the members of AIPEU, Group-C in Bhubaneswar Division in the name of deputation, no proper attention was paid to the issue till date and our members are still suffering like anything. Not a single member of other union is seen to be ordered for deputation which is certainly harassing and unappreciable. When the members of other unions are being relieved easily by our members with the instructions of the administration, this Divisional Secretary has  to interfere in most of the cases when a member of this union is required to be relieved. The ASPOs (HQ) and the SSPOs are quite aware how many times this Divisional Secretary has requested for in time relieving of his members.

7.     Women employees are not required to be posted in such offices where basic amenities are not available. In this connection, detailed instructions have been given earlier on 29.04.1998 by the Directorate not to post women employees in such offices. In Bhubaneswar Division, we have many such offices where basic amenities like provision of urinal / latrine / drinking water etc are not available. Though through monthly union items, we have been continuously pursuing  for such offices like Gop, Bhubaneswar R S, Sailashreevihar etc. no action has yet been taken. Rather a women employee namely Ms. Neelima Rout was posted as P A recently in Gop S O. Experiencing non-availability of basic amenities  in Gop S O, Ms. Rout has since represented to the SSPOs requesting her transfer to any town office in Bhubaneswar  with  basic amenities and her representation is yet to be disposed of.
It is needless to reiterate that recently when the Staff Side raised the matter in the Postal Departmental JCM Council meeting held on 27.08.2010 at 11.00 Hrs in the Committee Room of Dak Bhawan under item No. 30, the Secretary, Department of Posts who was the Chairman of the JCM Departmental Council meeting expressed concern over the issue and directed to cause suitable instructions  not to post women employees in such offices.
When the DG ( Posts) is serious on such issues, it is not understood why our Divisional administration is still remaining silent on such a sensitive item.

8.    Sri Gati Krushna Pradhan and , Sri Suresh Ch. Das, both members of this union are not approved LSG officials. Still then in spite of their unwillingness they are forcefully posted to officiate against the post of LSG SPM of Budheswari Colony, Bhubaneswar – 751 006 and Baramunda H B Colony, Bhubaneswar – 751 003 respectively  having post attached quarters. It is worth mentioning here that  reiterating the instructions contained in letter No. 24 / 3 / 76 / PAP, dated 20.08.1979, the Postal Directorate vide its letter No. 7 – 1 / 2010 – Bldg, dated 08.04.2010 has issued instructions to all concerned  that the cases of suspension of  post attached rent free quarters  of PMs / SPMs under SR – 313 ( a ), ( b ), ( c ) and ( f ) may be decided  so that the officials posted under an officiating arrangement  are allowed the benefit of drawal of HRA. Further, as has been envisaged in DG ( P ) letter No. 10 – 4 / 2003 – Bldg, dated 06.05.2003, suspension of post attached accommodation  for the reasons of non-occupation  by the incumbents due to their having own residential accommodation / arrangement in the area may be permitted only on the condition that it does not adversely affect the work of the PM / SPM.
Similar is the condition of almost all the post attached quarters in rural areas including Nayahat S O which is still pending for a decision and HRA is not being paid to Sri R C Kandi, SPM and member of this union. The situation became such that Sri R C Behera, SPM, CG Colony S O and a member of this union having a single room as post attached quarters was forced to proceed to court for justice when the Divisional administration did not pay any attention either to his submissions or the suggestions of this union discussed several times in the monthly union meeting. In addition, the plight of Sri K Laxmidhar Patra, SPM, Mancheswar Rly. Colony S O and a member of this union beggars description. The doors and windows of the post attached quarters of Mancheswar Rly. Colony SO have been detached and the house is under repairing by the railway authorities who have provided the same. The ASPOs ( OD ) has already witnessed the condition of the quarters during the annual office inspection and   the official has since represented in this regard to the Divisional administration. But still, he is deprived of his legitimate HRA.
    Item No. 02 – 11 / 2007 for dequaterization of all unsuitable  / uninhabitable  post quarters and post quarters having below schedule of accommodation is still  kept open for discussion.
We can’t assume that the Divisional administration is unaware of such instructions. Had the above rulings been interpreted in a right manner, quite a good number of employees would have been benefited.
While Sri Das has specifically mentioned in his representation to the SSPOs that he is having his own residential accommodation, Sri Pradhan and Sri Patra have other arrangements in  Bhubaneswar.  But most regretfully, this is to intimate that HRA is not being paid to the above employees too mercilessly and the staff members are forced to suffer heavy financial losses for no fault of their own. It is not understood how the instructions issued by the Directorate for staff welfare are misinterpreted by the Divisional  administration to harass the staff members.

9.    Sri Malay Ranjan Pati, a P A selected  under sportsman quota  and a member of this union is being frequently ordered by the Divisional office for deputation to different S Os including GPO and Divisional office and thus he is hardly seen in his Parent Office, Utkal University MDG from where he could have managed for practice at least for 2 hours daily. For last one month or so he is in charge of the SPM, Bhubaneswar R S and his regular practice has been badly hampered. It is needless to reiterate that, Sri Pati has won several medals including gold in hammer throw event in All India Athletics Championship and brought credits to this Division in particular and Odisha Circle in general.
As it is aware, Directorate’s letter No. 12 – 1 / 94 – WL / Sports, dated 30.01.1990 and  17.03.92 and No. 12 – 4 / 94 – WL / Sports, dated 18.02.1994 have prescribed for grant of 2 hours off for daily practice  to sports persons who represent their Circle in All India Postal Tournaments / Meets / Competitions. But the SSPOs is quite aware that such instructions of the Directorate  are not followed scrupulously in Bhubaneswar Division and thus an outstanding sports person like Sri Pati does not get the requisite time off for practice.

10. Sri Panab Kumar Mishra , O A Divisional Office and a member of this union had encashed 20 days leave  during LTC in two different spells of 10 days each  in May 2009 and May 2010 before he got  his financial up-gradation under MACP Scheme. When he got his financial up-gradation under MACP Scheme which includes the LTC periods, the proportionate difference in pay  for 20 days in between the lower pay ( before MACP ) and higher pay ( after MACP ) should have been paid to him. But as reported to this union, Sri Mishra’s  representation on the issue to the  Sr. Postmaster, Bhubaneswar GPO  has been rejected on the interpretation that he has been correctly paid as per his salary at the time of availing LTC.
As per rules, [ DG ( P ) letter No.14028 / 4  / 2009 – Estt. ( L ), dated 03.06.2009 ] government servants have been permitted to encash earned leave up to 10 days at the time of availing LTC without linkage to the duration and nature of leave availed while proceeding on LTC. The terms “ at the time of LTC” link the leave encashment  with LTC only. The official is entitled for equivalent pay of 10 days.  But when the scale remains no more the same and becomes higher retrospectively than that during the time of LTC after up-gradation of pay under M A C P and when the official gets all the benefits retrospectively at higher pay, it is  not understood under what interpretation, the legitimate right of Sri Mishra was denied.

11. The most offensive and unwarranted situation has happened in I R C Village S O. Though Sri P K Pattnaik, SPM , IRC Village and a member of this union has reported the unauthorized absence of his postman namely Sri Jagannath Behera both to the SSPOs and ASPOs long back, no action was taken against him either by the Divisional Office or by the ASPOs concerned which prompted the said postman to come late to the office, to use unparliamentary languages inside the office , to pass adverse comments to the Postmaster in the presence of others  which are clearly unbecoming of a Govt. servant. Being vindictive, said Sri Behera  took the plea of his caste and openly threatened the SPM to write to the S C / ST Commission. When the increasing trend of  misbehavior and insubordination of said Sri Behera lastly crossed the limit on 07.06.2010 , the SPM, IRC Village brought it to the notice of the SSPOs once again narrating the facts in detail in his letter to the SSPOs on 08.06.2010.
Now, as known to this union the matter has been handed over  to  the ASPOs I/C, Bhubaneswar North Sub Division for inquiry and report. But the manner and process of inquiry undertaken for the purpose has put a lot of questions. As witnessed by the SPM, the ASPOs who had attended I R C Village on 01.09.2010 for inquiry, first started taking tea with said Sri Behera who called his private lawyer over telephone and gave it to the ASPOs for necessary discussion on the issue. Further, he told both the GDS staff present at that time to give their statements in writing the language in which the SPM scolded Sri Behera and as represented in Sri Behera’s representation dated 24.07.2010 was to be true. But as reported to the union, Sri D. Ranasingh, GDS MC of IRC Village straightway denied that when the SPM had not told anything like this, he would not write. The SPM also witnessed that Sri Subash Ch. Mohanty, overseer moved from person to person and motivated to write the fact to be true as represented by Sri Behera. Leaving his overseer to do so, the ASPOs moved to the SPM and asked for stamp sales figures. When, the SPM told that while the ASPOs had attended the office for inquiry, the stamp sale figures could be collected latter on giving priority to the inquiry, the ASPOs then left  the place to see the collection of statements by the overseer.
Thus, the process of inquiry conducted by the ASPOs I / C, Bhubaneswar North Sub Division invites a lot of questions as follows:
a.    While no inquiry was conducted against the SPM’s representation on 08.06.2010, why so horridness was shown on the representation dated 24.07.2010 of Sri Behera  and What is the intention of the administration in delaying the inquiry process on SPM’s representation?
b.    What action has been taken by the administration when the SPM, IRC Village  repeatedly wrote about the unauthorized absence of Sri Behera on 18.02.2010, 22.02.2010, 25.02.2010 and 26.02.2010 to the ASPOs I/C, Bhubaneswar North Sub Division and on 26.02.2010 to the SSPOs ?
c.    Why the administration remained silent for such a longer period giving scope to Sri Behera to consult a private lawyer and to represent to the administration on 24.07.2010 which is clearly an afterthought to save his skin ?
d.    When the SPM has not told anything as alleged by Sri Behera in his representation dated 24.07.2010, why the ASPOs is motivating the staff of I R C Village S O to confirm the same ?
e.    What business the ASPOs has with the private lawyer  of Sri Behera in the process of inquiry ?
As intimated to the union above facts have been intimated by Sri Pattnaik to the SSPOs on 06.09.2010 with request for rendering justice to him. We are in doubt, if a bonafide member of this union trying to establish healthy working atmosphere in his office within the purview of rules at all be given justice or will fall prey to a biased inquiry based on false submissions.

12. Though the terms ‘Drawing & Disbursing Officer’ has been clearly defined  in Para – 5 of the Directorate’s letter No.13/01/2010-SR, dated 18th February, 2010 as authority in charge of the work of drawing pay and allowances for an employee and  Para – 2 (v) (a), 2 ( vi ) and 2 ( viii ) of the said letter clearly direct that all the Drawing & Disbursing Officers will start making monthly recovery from the employees who authorize such recovery out of their salary for the month of  May, 2010 payable on 31.05.2010 and will remit the amount to the Divisional Secretary of the concerned Association who, in turn, will remit this amount to the All India, Circle etc. as per the quota fixed in their respective constitutions,  most regretfully, this is to state that during the monthly salary payment on 31.05.2010, 30.06.2010 and 31.07.2010, this union did not get its due subscriptions @Rs.30/- per member for 166 members duly recognized vide Divisional Office letter No.B–9/Rlg./Ch.III, dated 21.05.2010 where in above procedures for recovery and payment of monthly subscription have been reiterated by the Divisional office forwarding the Directorate letter also. As seen, as a matter of previous practice, the collection and remittance of union subscription are still left to the S O units in Bhubaneswar Division which is not correct as per the above clarification of the Directorate letter under Para – 5. We have already brought the fact to the notice of the Sr. Postmaster, Bhubaneswar GPO vide this union’s letter No. UN-BN/AIPEU-Gr.-C/07-08/2010,  dated the 27th  August, 2010 endorsing copy to the SSPOs but without any result. It is regretted that the said letter has not yet been acknowledged.

The above examples are just illustrative and not exhaustive.  Similar other unrecorded cases are happening day to day with our members which they are tolerating because of their politeness, sincerity and devotion to duty and above all to maintain a healthy and exemplary trade union fraternity. The staff members may not bear with if their bread and butter is snatched away playing a mischievous game in the name of administration.

In accordance with the instructions contained in D G , P & T No. 201 / 40 / 75 – Disc. II, dated 23.07.1975, action on staff cases must be taken within a week, decision may be taken within a fortnight and at any rate the decision must be taken within a month. Further, D G , P & T No. 140 / 4 / 80 – SPB.II, dated 07.01.1981 suitably instructed to expedite settlement of personal cases of employees  for ensuring cordial employer – employee relationship  which has a part to play  in the improvement of operational efficiency. As reiterated in DG ( P ) letter No. 38-3/2001-PAP, dated 22.08.2001, Department of Posts, being a labour intensive organization, one of the first principles of human resource management that all of us have to remember is to ensure prompt and effective resolution of legitimate staff grievances. Directing all Circle Heads, the D G (Posts) has stated to ensure  prompt and effective attention to each and every individual representation  received at different levels  and to take suitable notice of any callousness  on the part of any officers. It is needless to  say that had the above instructions been scrupulously followed in Bhubaneswar Division, most of the cases represented above illustratively could have been solved.

Under the facts and circumstances, it is impressed upon the Divisional administration that the SSPOs will consider the genuineness of the above problems and all such issues already brought to his notice through items for discussion in monthly union meetings favourably  and create a platform at the earliest preferably within a period of 15 days to discuss all the pending items and staff grievances represented above by convening a special and an emergent meeting which will be attended by some selected representatives of this union for ensuring cordial employer – employee relationship  failing which we will be constrained to adopt trade union activities to safeguard the interest of our members.

Hope, the receipt of this letter may be acknowledged and the nature of action taken be intimated.

Sub:-     Irregular Order by the Sr. Postmaster, Bhubaneswar GPO for withholding one day pay on the principle of “No Work , No Pay” for 07.09.2010 due to participation in strike – Protest regarding.
Sir,
This has come to the notice of this union that the Senior Postmaster, Bhubaneswar GPO has submitted a list of striking officials of Bhubaneswar GPO only to the SSPOs with instruction to the APM ( Accounts ) to withhold one day pay on the principle of “ No Work , No Pay” for 07.09.2010 due to participation in strike. As known, the said list contains the names of the participating members of  NFPE only . Everybody, starting from media to administration knows that Bhubaneswar GPO was locked on 07.09.2010 and  even the Sr. Postmaster and Dy. Postmaster remained outside the office for the whole day. But treating some members of other federations who are working in Bhubaneswar GPO as loyal, the Sr. Postmaster has excluded their names from the list of strikers.
This is another clear example of  showing favouritism to a particular union / federation by the administration.
Secondly, the one day All India General Strike on 07.09.2010  has neither been declared illegal by the Govt. / Department  nor any specific order has been received either by Circle Office , Divisional Office or by Bhubaneswar GPO from any corner to withhold pay for the day. As known to this union, no DDO either in Orissa Circle or outside has taken such  a step till date for withholding pay for the strike day. Thus, it is not understood what prompted the Sr. Postmaster, Bhubaneswar GPO to act so hurriedly with an incomplete and wrong list of strikers favouring a particular union on one hand and  with a victimizing attitude towards the members of NFPE.
Further, this strike was not restricted to Bhubaneswar GPO only so that the pay of the members of NFPE in Bhubaneswar GPO will be withheld.
Since all the officials of Bhubaneswar GPO on duty till 06.09.2010 ( except who were on due leave ) are strikers, this union strongly objects the list of strikers prepared and submitted by the  Sr. Postmaster, Bhubaneswar GPO to the Divisional administration.
As such, it is requested that the  Sr. Postmaster, Bhubaneswar GPO may be instructed to correct the list of strikers declaring all the officials of Bhubaneswar GPO on duty till 06.09.2010 ( except who were on due leave ) as strikers and wait for the necessary orders from the Circle Office / Directorate for withholding pay for the strike day.
A line of reply on the action taken will be highly solicited.

Sub:-  Recovery of monthly union subscription and effecting payment to the union.

Sir,
We are very sorry to inform you that in spite of our request vide this union’s letter No. UN-BN/AIPEU-Gr.-C/07-08/2010, dated 27.08.2010, neither the receipt of the said letter was acknowledged nor the monthly union subscriptions are not being paid to this union as per the instructions contained in the Directorate’s letter No.13/01/2010-SR, dated 18th February, 2010 circulating the procedures regarding re-verification of membership for recognition of Service Association under  CCS (RSA) Rules, 1993. Now I would like to bring the extracts of some paragraphs of the above Directorate letter again to your notice  with request to examine if the correct procedures as directed are being maintained in Bhubaneswar GPO for recovery of monthly subscription  and effecting payment to the unions.

Extracts of Directorate’s letter No.13/01/2010-SR, dated 18th February, 2010

Para – 2 (v) (a):         All the Drawing & Disbursing Officers will start making monthly recovery from the employees who authorize such recovery out of their salary for the month of  May, 2010 payable on 31.05.2010.
Para – 2 (vi).              Drawing & Disbursing Officer shall make recovery of monthly subscription from pay in favour of a particular Association every month.
Para – 2 viii).             Drawing & Disbursing Officer after making the deductions will remit the amount to the Divisional Secretary of the concerned Association who, in turn, will remit this amount to the All India, Circle etc. as per the quota fixed in their respective constitutions.
Para - 5.                     The terms ‘Drawing & Disbursing Officer’, as mentioned above, means only such authority in charge of the work of drawing pay and allowances for an employee.

But most regretfully, this is to state that during the monthly salary payment on 31.05.2010, 30.06.2010 and 31.07.2010, this union did not get its due subscriptions @Rs.30/- per member for 166 members duly recognized vide Divisional Office letter No.B–9/Rlg./Ch.III, dated 21.05.2010 where in above procedures for recovery and payment of monthly subscription have been reiterated by the Divisional office forwarding the Directorate letter also. As seen, as a matter of previous practice, the collection and remittance of union subscription are still left to the S O units in Bhubaneswar Division which is not correct as per the above clarification of the Directorate letter under Para – 5.
           
In addition, this is to intimate that due to non-receipt of the amount due towards this union in time , we also fail to remit the proportionate quota to NFPE, CHQ and Circle union which have noted such lapses of this union with instruction to ask the Directorate / Circle Administration as the case may be appropriate and seek information under RTI.
           
Under the circumstances, it is requested to hand over Rs.4980/- ( @Rs.30/- for 166 members ) from the salary drawn for each month with effect from 31.10.2010   or as per the numbers  drawn to Sri Lingaraj Sahoo, Treasurer of this union and APM, Bhubaneswar GPO under receipt.

Further, it is also requested to calculate and handover the residual amount for the salary drawn and paid on 31.05.2010, 30.06.2010 and 31.07.2010, 31.08.2010 and 30.09.2010   so that we can be able to remit the proportionate quota to all the higher forums to avoid any further litigation on the matter.

Sub:-  Regarding delayed drawal and payment of sanctioned amount by Bhubaneswar GPO and anti staff welfare attitude of the administration  .

Sir,
We would like to recollect the discussions made with the SSPOs in his chamber on different issues on 20.09.2010. As we have witnessed, some MIS Incentive Bills were sanctioned by the SSPOs on the day  while the union representatives including this Divisional Secretary were present. But the SSPOs will be surprised to know that the MIS Incentive Bill of Sahidnagar MDG, illustratively could be paid only on 15.10.2010, i. e. after a long gap of 26 days. This is the promptness of Bhubaneswar GPO in drawing and effecting payment to the staff members! Similarly, the OTA Bills forwarded by Divisional Office to Bhubaneswar GPO during the third week of September, 2010 for verification of pay / grade pay  particulars have not yet been returned though the DURGAPUJA celebrations were over. This is perhaps the staff welfare attitude of the Bhubaneswar GPO administration when the festive occasions are going on and the staff members are in urgent need of money. Further, now this union has witnessed that though Divisional Office vide  Memo No.B.12-47/2009,  dated  01.10.2010 approved the financial up-gradation  to the next Grade Pay in favour of   31 officials under Modified Assured Career Progression (MACP) Scheme, the eligible officials have not yet been paid their due amount even after 18 days. Similar is the position of Speed Post Incentive Bills sanctioned since 11.10.2010. Our earnest request vide this union’s letter No. UN-BN/AIPEU-Gr.-C/ 10-09/2010, dated  30th  September, 2010 to release the  pending OTA Bills and Speed Post / MIS incentive bills before the   DURGAPUJA fell into the deaf ears of the administration at last which is highly regretted.
But  contradictorily, while due payments to the staff members are being delayed highly, it is seen that Bhubaneswar GPO administration is very much eager to deduct one day pay from the strikers of one day all India general strike on 07.09.2010. We have already objected the list prepared by the Sr. Postmaster, Bhubaneswar GPO vide our letter No. UN-BN/AIPEU-Gr.-C/ 6-09/2010, dated   14th  September, 2010 with request to correct the list of strikers declaring all the officials of Bhubaneswar GPO on duty till 06.09.2010 ( except who were on due leave ) as strikers and wait for the necessary orders from the Circle Office / Directorate for withholding pay for the strike day. To reiterate, it is to state that the said list contains the names of the participating members of  NFPE only . Everybody, starting from media to administration knows that Bhubaneswar GPO was locked on 07.09.2010 and  even the Sr. Postmaster and Dy. Postmaster remained outside the office for the whole day. But treating some members of other federations working in Bhubaneswar GPO as loyal, the Sr. Postmaster has excluded their names from the list of strikers.
Today we came to know that Bhubaneswar GPO is going to deduct one day pay as above  from the salary of this month without correcting the list of strikers. Since this is a very sensitive issue, we once again request the administration to handle it with proper care to avoid any staff dissatisfaction and probable agitation.

            Hope, the SSPOs will suitably instruct the Sr. Postmaster, Bhubaneswar GPO  for prompt drawal of all sanctioned bills with due care towards staff welfare and correct the list of strikers before effecting recovery of one day pay.

It was much desired one and the union has rose to the occasion.
