Divisional Union decided to launch agitational programmes against the apathetic attitude and unruly activities of the Divisional administration:

Dear Comrades,
            While the rotational transfer memo which was released by the SSPOs, Bhubaneswar Division on 30.03.2011 favoured some members of other unions, the members of AIPEU, Group-C are seen to be victimized. The members of other unions have been suitably placed and our members have been forced to be transferred to rural areas beyond their options. While a member of other union who was posted to rural area last  year as per his option has been given undue favouritism at the cost of our member, all our correspondences, telephonic and physical discussions throughout the year and even several  personal requests of our Circle Secretary  for bringing back to Com. K K Jena, a heart patient under regular treatment in Kalinga Hospital who was forcefully transferred last year to Konark SO were in vain.
            Adding salt to injury, the attitude of the Divisional administration in sanctioning  OTA bills is quite ridiculous. Not a definite principle was seen to be followed this time. OTA Bills are seen to be sanctioned as per the sweet will of the SSPOs. Different attitude has been shown for different people. In spite of clear order by the Circle Office to grant OTA to all the SPMs of ‘A’ and ‘B’ class offices running single handedly and performing the work of the PA, SSPOs, Bhubaneswar Division has not sanctioned the OTA Bills of such SPMs. It is very interesting to note that while the Circle Office has sanctioned OTA to all officials of ICOSB irrespective of Grade Pay , SSPOs, Bhubaneswar Division has restricted it to Rs.2800/-. Officials having GP Rs.4200/- has been debarred to get OTA, but not in all cases. Some officials have also been sanctioned on recommendations of some influential personality. The SSPOs had also shown such attitude last year. But we could be able to convince him and all the bills irrespective of Grade Pay were sanctioned during last year. When the Department’s order relating to OTA on the basis of recommendations of sixth CPC is still awaited, such restrictions in sanctioning OTA is quite unappreciable and unruly.
In spite of  written orders by the Sr.  Postmaster, Bhubaneswar GPO to perform OT duty and due recommendations by him for necessary sanction, many branches of Bhubaneswar GPO were not sanctioned OTA. Though OT duty has been performed by the staff of Accounts branch of Bhubaneswar GPO against clear vacancy, they have not been sanctioned arbitrarily. In some cases, it is also seen that OTA already allowed by the Sr. Postmaster, Bhubaneswar GPO has been rounded up  whimsically by the SSPOs in clear deviation to the instructions contained in D G P & T letter No.10-7/71PE.II, dated 31.01.1972 which specifies, inter alia that in cases where the sanctioning authority feels that the authority competent to order OT has not exercise his powers judiciously and that excessive OT duty has been ordered by him without adequate justification, he should refer such cases  to the Head of the Circle  or the equivalent authority , as the case may be  for a decision on the settlement of the claims in question.
            Speed Post Incentive Bills, MIS incentive Bills, Children Educational Allowances etc. were not sanctioned up to date.
            Most regretfully, this  is to bring to the notice of all the members that though myself and the Com. R C Mishra, Circle Secy. had discussed the  rotational transfer issue and up to date sanction of all bills in the chamber of the SSPOs, Bhubaneswar Division with positive assurance, no attention was paid to such discussion and the union was avoided in the most offensive way.
            In addition, it is also being observed that in the name of achieving targets, the staff of Bhubaneswar Division have been seriously exploited. Unachievable targets for opening of various accounts (10000 for Bhubaneswar GPO, 4000 for LSG SO and MDGs and 1500 for others by 31.03.2011) and issue of certificates (35000 for Bhubaneswar GPO, 17000 for LSG SO and MDGs and 6000 for others by 31.03.2011 ) have been fixed. Though the administration very well knows that the jurisdiction of the Postmaster / SPM is within the four walls of the office, they have been assigned with collecting 65 PLI policies each by 31.03.2011 which is completely a filed job.
            Observing such attitude of the Divisional administration, an emergent meeting of the union was conducted on 01.04.2011 at 1800 hours in the Postal Recreation Club, Bhubaneswar GPO which was attended by as many as 40 members. The meeting was presided by Com. P C Dash, President of this union  and addressed by Com. RC Mishra, Circle Secy.
            All the lapses, negative attitude and avoidances  of the Divisional  administration to the Staff Side as narrated above were discussed in detail in addition to all pending and unsettled problems of the Division and irregular conductance of monthly union meetings with following decisions.
1.     To form the Divisional JCA on 06.04.2011.
2.     To list out the unsettled and long pending problems of each union including the lapses, negative attitude and avoidances  of the Divisional  administration to the staff Side.
3.     To give a joint memorandum to the SSPOs, Bhubaneswar Division on behalf of the Divisional JCA with request to sort out the problems within a fixed time period with programmes of  trade union activities in case of failure.
4.     To meet the Sr. Postmaster to intimate the grievances of the staff of Bhubaneswar GPO especially regarding the disparity on sanction of OTA bills.
5.     To motivate the members and start campaigning  for the coming indefinite strike commencing 5th July, 2011 unitedly after formation of Divisional JCA.
            At last, the Circle Secretary,  stressing upon to form the Divisional JCA before going for the agitational programmes stated that he has already prepared a draft addressing to DPS (HQ) on disparity in sanctioning OTA bills in Bhubaneswar Division which will be submitted on Monday. He also assured to discuss the issue with the Chief PMG, Odisha Circle.
            After the meeting was over a delegation headed by our Circle Secretary was intended to meet the Sr. Postmaster to communicate the resentments of the Staff Side which could not be possible due his absence. However, the resentments of the staff side have been suitably communicated by Com. P C Dash, our president and Com. D R Mohanty, Asst. Secretary in person to the Sr. Postmaster in late hours.
Let’s wait and watch till submission of joint memorandum by the Divisional JCA.

Before debarring officials to get OTA, the sanctioning authority must see that whether any circular has been issued to all concerned regarding limitation of OTA , whether the staff has done the work with his own interest or the office head has allowed / ordered to do the work.After completion of work by staff , if authority likes to raise any objection means the intention of authority is to exploit the working class and requires individual approach at his residence as done by different firms who have got business relationship with the authority to supply / repair parts of technology systems and electrification of Post offices.All sanction memos must be reviewed by CVC.

  3. India Post has introduced many services which are increasing additional work pressure on staff. The staff those are working at grass root level are really working and middle level management staff are recognised by top administration with outstanding ACR . So supervisor or middle level officer must try to motivate the staff by changing his beurocratic attitude. Dis allow of OTA to the staff not only demotivate to work but also put the office head in false position. So middle level officers need soft skill training .
