Teatime with Com. K R


Attending P-IV Circle Conference at Balasore on his way back to Chennai, I had an occasion to meet Com. K R Ragavendran, our beloved Ex- Secretary General, NFPE today morning here in my residence. In a refreshing mood I discussed some important issues with Com. K R  covering our cadre restructuring proposal along with possibility of jumping to 4200 GP from 2400 GP, restoration of post abolished consequent upon acceptance of erstwhile TBOP/BCR and some other issues confronted by Group-C employees in particular.
The Department has not yet taken our cadre restructuring proposal with every seriousness. Narrating the case of Railway employees he told that after an agitational programme organized by the Railway Federations on 7th April, 2012, the Railway Board is now coming up with implementation of cadre restructuring very soon. Similar programee is necessary in our Department with consensus from all federations.
Jumping from 2400 GP to 4200 GP can only be possible if LSG  cadre is merged with HSG-II cadre. In such a case, though we will sacrifice one fixation stage, the line will be clear to get 4800 GP which may compensate the fixation deficiency. But a general consensus is required amongst the federations to argue during cadre restructuring or to submit fresh proposal.
There is no proposal at present for restoration of the  posts already abolished consequent upon acceptance of erstwhile TBOP/BCR. However, according to Com. K R this can only be possible if we move to the Govt.  / 7th CPC with fresh proposal and can be able to convince them that MACP( in lieu of TBOP/BCR Scheme )  has not been introduced under matching saving scheme.
Besides, we also discussed on problems arising out of project arrow and issues related to P-IV . Com. Debabrat Moahnty , Circle Secretary, P-IV , Odisha had accompanied Com. K R .
