The President Inaugurates XI Asian Pacific Postal Union (APPU) Congress

The 11th Asian Pacific Postal Union Congress (APPU) was officially inaugurated in New Delhi, India, today, by the President, Shri Pranab Mukherjee, marking the beginning of the five day meeting which gathers postal leaders and stakeholders from the Asian Pacific Postal Union’s 32 member countriesand observers from 15 countries, to decide on the regional postal sector’s future for the next four years. 

In his address to the delegates, Shri Pranab Mukherjee spoke about the increasingly changing global scenario and the need for the Post to think differently and to leverage its strengths to provide quality service to the people of the region. He added that worldwide, the postal administrations enjoy trust of the peopleand are therefore ideally placed to provide last mile service. 

The President stated that the post offices are ideally placed to facilitate access to financial services to the majority of people in the region who are outside the formal financial network. He however stressed that post offices will have to work with missionary zeal to improve their financial liquidity, technological capability and upgrading the skill of human resources. 

Dr.KilliKruparani, Minister of Communications & IT, in her key note address, highlighted the recent initiatives of Department of Posts in strengthening its Rural ICT network and for setting up a Post Bank of India. 

India Post, Dr.KilliKruparanisaid, have during the last three years disbursed payments of around 1600 million USD to 56 million workers under Mahatma Gandhi National Rural Employment Guarantee Scheme.This has been amajor contribution by India Post to Financial Inclusion as part of its social responsibility towards the citizen of India. 

The APPU is one of the sixteen restricted Unions of the Universal Postal Union (UPU) which is a specialized agency of the United Nations. The purpose of the APPU is to extend, facilitate and improve postal relations between member countries and to promote cooperation in the field of postal services. It decides and pursues the regional stance in response to global postal issues and strategy. 

Since its creation in 1961, the APPU has taken lead in projects for improving quality of services in express, parcels, e-commerce, logistics, letter post and financial services. It has guided members in developing new services and products. 

The Congress provides an occasion to organise the work for the next four years with the formation of working groups that will pursue the regional agenda in key strategic areas. The Working Groups comprise the Postal Financial Services, Physical Services, e-Services and Sustainable Development. This is also an indication of the critical areas for postal services development as seen by the Asia-Pacific Region.Subject experts from World Bank, UPU, Bill & Melinda Gates Foundation, Master Card, Citibank, Deutsche Bank, RBI etc. have been invited to take part in the deliberations. On the penultimate day of the Congress, the member countries will also elect their new Secretary General. China, Indonesia and Pakistan are contesting the election. 

India has been actively involved in the development of postal services in the region and hosted the annual APPU-Executive Council meeting in 2007, which is held between Congresses. India will assume Chairmanship of the APPU-Executive Council for the next four years, being the host country for the Congress this year.
