Sub:- Problems of Philatelic
Bureau, Bhubaneswar GPO.
Sir,
The following difficulties of the Philatelic
Bureau, Bhubaneswar GPO have been brought to the notice of this union.
A : Lack of Training and Hardware :
1. At the time of direct purchase of philatelic
item from the Philatelic Bureau, Bhubaneswar GPO, most of the customers are
tendering Rs.500 and Rs.1000 denomination currency notes. As such, the
assistant engaged in the bureau regularly goes to the ground floor to check the notes at the MPCM/SB counters
where fake note detectors are available which not only kills time but irritates
the customers for unnecessary detention.
2.
Since
the PA, Philately has not been imparted with proper training and working in the
Bureau without any technical support, it is being difficult to make correct
print outs of My Stamp sheets. Further, due to non-setting of Sun temple My
stamp in data base of My Stamp software, printing of My Stamp is a difficult
task for Bureau. In addition, most of the time, the Xerox machine, printer etc
remain out of order and even without ink. When brought to the notice of the
authority, no immediate action is taken by the Sr. Postmaster, Bhubaneswar GPO
for immediate repairing / replacement of the accessories.
3.
The
system installed in the Bureau is an old one and not been updated and thus
remaining hanged most of the time.
B : Supply of stamps to P D Account Holders :
1.
As
per the instructions of Sr. Postmaster, Bhubaneswar GPO, most of the stamps were sold to reduce the
stock position and Bhubaneswar Bureau became No-1 in stamp sale for which the
Sr. Postmaster has been appreciated by
Circle authorities. But, simultaneously, no action was taken for timely supply
of stamps to the PD Account holders for which
regular complaints are being received directly by the P A, Philately for
non receipt of stamps for which such Account holders have already paid in
advance.
2.
In
case of live P D Accounts, there are serious discrepancies in the Opening /
Closing Balances. In some cases the closing balance has gone minus. In
addition, there is shortage of philatelic stamp for adequate supply. In spite
of repeated requests, the Sr. Postmaster
is neither taking any interest to bring stamps from other bureaus nor taking
any action to settle the discrepancies. It may not be possible to supply stamps
to the existing account holders unless the discrepancies are settled and
sufficient stock is available.
3.
Earlier
Philatelic counter time was up to 14.00 hours and now it has been extended to
15.30 hours to provide better service to customer on proposal of Bureau In
charge. Due to special effort taken by field staff of different Divisions
thousands of applications are being received at Bhubaneswar Bureau and the same
are pending since April 2015 without opening of new P D Accounts. It is not
possible to open the pending P D Accounts single handedly without assistance.
C : Workload of the Bureau :
1.
Philatelic
Bureau is having multifarious works. It is a branch where all VVIPs and
dignitaries (Retd. Chief Secy, senior IAS/IPS/OAS officers and corporate heads)
are visiting regularly to collect stamps. They may purchase or may not but the
Bureau-in-Charge will have to respond, explain and entertain their queries, which
consume time without productivity and thus increasing the workload of the
Bureau.
2.
Most
regretfully, the P A, Philatelic Bureau has been denied categorically to use
any Xerox machine of the office and ordered to perform such activities taking advances
from treasury which is certainly harassing since there are plenty of Xerox
machines in Bhubaneswar GPO. As such,
the assistant engaged in the Bureau has to go outside for Xerox purpose which
unnecessary kills time and increase Govt. expenditure.
3.
Similarly,
the Bureau has one colour printer for MY Stamp purpose, which has also been
denied by the Sr. Postmaster to use for any other printing activities. Due to
non-availability of printer in the Bureau, the P A, Philately has to move from
section to section / branch to branch in Bhubaneswar GPO for printing purpose,
which is consuming unnecessary time and thus increasing the workload of the
Bureau.
4.
In
case of going out of the Bureau, it has to kept under lock and key since if the
Bureau-in-Charge will not be vigilant and alert, chances of financial
discrepancy may arise.
5.
The
bureau is in receipt of eMOs from other circles and the in charge is supplying
stamp etc making necessary UCP and maintaining other formalities which is
consuming time.
6.
Bureau-in-Charge
is over pressured to deal the day today
work / settlement of old complaints and
not finding time to settle the pending works like PD account supply and
discrepancy in files.
7.
Due
to non-availability of proper software, all the works of the Bureau are still
being performed manually in a fully computerized office like Bhubaneswar GPO.
Therefore, under the facts
and circumstances, we would like to suggest the followings for smooth
functioning of the Philatelic Bureau, Bhubaneswar GPO.
1.
The
Philatelic Bureau, Bhubaneswar GPO may be immediately supplied / installed with
the following items/accessories.
i.
A
new system or an up-graded system loaded with proper software SANKALAN
for performing philately work.
ii.
A
currency verifier-cum-fake note detector
iii.
A
Xerox-cum-Printer & Scanner
2.
Required
training may be given to the P A, Philately Bureau, Bhubaneswar GPO including
the same on My Stamp.
3.
Immediate
arrangement may be made to settle the discrepancies in the existing P D
Accounts and required assistance may be provided to clear all pending
applications by opening of new P D Accounts.
4.
Increasing
of stock position of philatelic stamps may be ensured also.
Expecting a line of reply on the nature of
action taken in this regard.
