Sub: Abolition of Group B, C and D posts of Annual Direct
Recruitment Plans for the year 2005, 2006, 2007 and 2008 under the scheme of
Optimization of Direct Recruitment vacancies
Dear Comrade,
This has a kind reference to Directorate’s letter
No. 25 – 12 / 2008 – PE.I, dated 19.11.2012 on the above subject. As aware,
implementation of the above order had been kept in abeyance vide Directorate’s
letter No. 66 – 24 / 2013 – SPB.I, dated 13.12.2013 to comply with the Interim
Order dated 28.05.2013 of the Hon’ble Tribunal Delhi Bench in O A No. 1736 /
2013.
Since
the final verdicts of the above OA including two others filed in Karnatak and Ernakulam Bench have been
received now in favour of the Department, the Directorate vide its letter No.
66 – 24 / 2013 – SPB.I, dated 27.07.2016 (copy attached) has decided to abolish
the above vacacies.
Similarly,
the Directorate vide its letter No. A-340/12/3/2016-DE, dated 17.08.2016 (copy
attached) has intimated all Chief
Postmasters General that the abolition already ordered vide Directorate’s
letter No. 66 – 24 / 2013 – SPB.I, dated 27.07.2016 in connection with Cadre Restructuring
of Group-C postal employees may likely
to vary and instructed to send the information by 24.08.2016.
Accordingly, all the Circles might have
submitted the above information and if everything goes positive without any intervention from the Staff Side, we may lose
as many as 17093 posts as calculated earlier.
Illustratively, we
may say that the following posts have already been identified for abolition
from Bhubaneswar Division in accordance with the Directorate’s letter No. 25 –
12 / 2008 – PE.I, dated 19.11.2012 endorsed vide C O, Bhubaneswar letter No.
EST/14 – 33 / 05 – 08, dated 28 / 30.01.2013

In this connection,
we would like to say that the periodical
establishment reviews have not been done
in real and complete sense in either in Bhubaneswar Division or in any other
Division in Odisha Circle to ascertain the justification of abolition or creation
of posts. Under such circumstances, identifying posts for abolition without any
calculation of work hour/staff hour justifications of the parent establishments
is certainly whimsical and hypothetical. Similarly, the distance factor of each
and every beat has not been properly considered while collecting EST-3 for
delivery staff. Where ever done, measuring of beats has been done most
unscientifically without using either the cyclo-meters or foot-meters but
applying their imaginary calculations.
Secondly, while all
the Divisions are facing acute shortage of staff due to diversion of staff from
the existing establishment in the name
System Administrator and Business Executive, additional diversion of staff to
CBS CPCs and PLI CPCs has added salt to the injury. Under such circumstances,
abolition of posts as proposed will certainly invite untold sufferings for the
employees.
Therefore, it is
requested to immediately take up the issue at the Directorate level and arrange
suitable measures including filing of another court case, if possible in the
Hon’ble Supreme Court of India to retain the posts in the operative side.
