Army's Northern Command celebrates Postal Service 43rd Anniversary
Lt Gen DS Hooda, GOC-in-C (Army Commander), Northern Command extended his warm greetings and good wishes to all ranks of the APS for performances in providing efficient postal services in the Northern Command zone.
The spirit of APS is reflected in their motto of "MAIL MILAB" and the corps has a record of outstanding contribution in all operations and has proved its mettle both in war and peace.
Over the past years, the APS has had made rapid strides in technological advancements thereby leading to a much more efficient system of communication.
Army post offices in the Northern Command have been provided with multipurpose counter machines. It is noteworthy that, only Postal Life Insurance has provision for 'War Risk Cover' along with higher rate of return without any extra premium.
To convert Field Post Offices into troops-friendly establishments, computers and peripherals have been incorporated and Modernization of offices has been undertaken, giving a facelift to the Field Post Offices (FPOs). Many FPOs are also working as eMO / ePost Centres to transmit Money Orders and letters of troops through the internet which has resulted in reduction in time taken in delivery and remittance of money.
Although the APS came into existence as a separate Corps on March 1, 1972, the FPO is more than 150 years old.
The first FPO was raised in 1856 initially as a war time organisation accompanying the Indian Expeditionary Force abroad. Thereafter in Jammu and Kashmir operation of 1947-48, the organisation of FPOs was initially affiliated to Army Service Corps and APS personnel were finally declared combatants in 1950. Further, on July 1, 1969 the collection, transport and delivery of official mail (SDS) was entrusted to APS.
The APS, the youngest Corps is an integral part of the Indian Army and functions as an extension of Department of Posts (Ministry of Communication and IT) to meet specific needs of the Armed Forces, Border Road Organisation and para military forces.

63% post offices ready for core banking in Chennai
Customers can make payments, withdraw money and receive benefits of schemes
Post offices in the city will soon double up as ‘payment banks’.
Not only will they accept payments, but also disburse money to beneficiaries of various social welfare schemes, apart from old-age pension.
As part of its efforts to step into banking services, the postal department is already in the process of migrating to core banking solutions (CBS) and installing automated teller machines (ATMs).
At present, nearly 145 of the 230 post offices across the city and its fringes have been networked for CBS. Customers can carry out transactions in any of these post offices.
With their vast network in both urban and rural areas, post offices will function as payment banks to help people hold savings bank accounts, particularly in places where access to banks is limited.
In his speech, Finance Minister Arun Jaitley said the payment bank venture of the postal department would help contribute to the Pradhan Mantri Jan Dhan Yojana.
Responding to this, officials of the postal department said they are prepared to provide more people with access to banking services.
At present, nearly 20 lakh people hold various types of savings accounts in the 230 post offices.
“Most of our head post offices are already networked with CBS. We are already disbursing old-age pension to over two lakh beneficiaries in the city and its fringes. With the payment bank facility, we will be able to disburse funds from other welfare schemes under the direct benefit transfer,” said Mervin Alexander, postmaster general (Chennai city region).
The facility will also help customers avail of overdraft facility. However, post offices cannot issue credit cards or undertake lending activities.

Budget 2015: Workers may get to opt between EPF & NPS; ESI & health insurance
NEW DELHI: Formal sector workers may soon have an option to choose between EPF
scheme run by retirement fund body EPFO and the New Pension Scheme (NPS) as also between and health insurance products and Employees State Insurance Corporation's (ESIC) health cover.
The proposal to provide these options to organised sector workers was announced
today by the Finance Minister Arun Jaitley in his Budget speech for 2015-16.
It is also proposed that for workers getting wages below a certain threshold, contribution to EPF (Employees' Provident Fund) will be optional. However, their employers would have to contribute towards the scheme.
"With respect to the EPF, the employee needs to be provided two options. Firstly, the employee may opt for EPF or the New Pension Scheme (NPS)...for employees below a certain threshold of monthly income, contribution to EPF should be optional, without affecting or reducing the employer's contribution," Jaitle said in the Parliament.
He further said that the employee should have an option of choosing either ESI (health cover) or a health insurance, recognised by Insurance Regulatory Development Authority.
He said that the government intend to bring amending legislation in this regard, after stakeholder consultation.
At present, over five crore workers are covered under the mandatory social security schemes run by the Employees' Provident Fund Organisation (EPFO).
The NPS is applicable to all employees of Central government service (except Armed Forces) and central autonomous bodies joining service on or after January 1, 2004.
Any other government employee who is not mandatorily covered under NPS can also subscribe to NPS under "All Citizen Model" as it is open for all.
At present, about two crore workers (and their families) are provided mandatory health insurance by the ESIC.

Explaining about the proposal Jaitley said,"the situation with regard to the dormant EPF accounts and the claim ratios of ESIs is too well known to be repeated here. It has been remarked that both EPF and ESI have hostages, rather than clients...the low paid worker suffers deductions greater than the better paid workers, in percentage terms."
The Minister also announced to use unclaimed deposits of about Rs 3,000 crore in the PPF, and Rs 6,000 crore in the EPF corpusto create a Senior Citizen Welfare Fund, in the Finance Bill.
This corpus will be used to subsidise the premiums of vulnerable groups such as old age pensioners, BPL card holders, small and marginal farmers and others. A detailed scheme would be issued in March.

SAP to Re-Engineer the Indian Postal Service
Most of us would not be aware of the fact that the Department of Posts has been in existence for more than 150 years. The Department has touched the lives of million of Indians ever since it started its operations, right from delivering letters to their near and dear ones, enabling them to send money to their friends and relatives who stay in faraway places and even providing special schemes for investing their hard earned money. It is very appealing to know that DoP, the department of posts has been recognized as the most widely distributed postal network in the world.
The department of Posts proudly boasts of having 155,000 post offices and provides employment opportunities to 474,000 people. The DOP generates annual revenue of more than EUR 1.1 billion. In the current times also more than six billion articles are safely delivered every year through the vast network of offices of the DOP.
Post urbanization and after analyzing the government has decided to revamp the entire systems of the Indian Postal service and is keen to adopt a more aggressive approach for making their processes as well as systems more customer friendly and efficient in the Department of posts.
For achieving these critical goals this there couldn’t be a better choice than SAP, which is a well known German software. By utilizing the latest technology solutions SAP intends to strengthen the organization by working on introducing automation on the core processes, laying down a strong foundation for tracking and tracing, working on the logistics, which is extremely critical and focusing more on E-commerce as well as concentrating on creating more interactive channels for customer interaction.
SAP (Systems, Applications, Products in Data Processing) has come up with very innovative strategies such as, the company seeks to provide more than 30 postal customers with the SAP solution in order to provide more effective customer-facing processes and also showing more transparency in their day to day working, reduce corruption, and eliminate the presence of middlemen.
The government of India also plans to utilize SAP for pensions and wage payments. The government plans to come up with strategies which will improve the network of the Direct Benefit transfer, more so in the rural areas and also works on cutting down corruption and speeding up the process of transferring benefits to eligible individuals.
We all would agree to the fact that the language English is the most preferred business language in India. However very recently the government has announced that going forward all communication will take place in both Hindi and English. With this initiative SAP stands at a major advantage already as SAP already has software which supports both Hindi and English.
This is a certainly going to be a win-win situation for both, the government of India as well as SAP.
SAP intends to help the government of India, postal service by using various applications such as SAP Customer Relationship Management (SAP CRM) SAP ERP, and SAP Supply Chain Management (SAP SCM) for maintaining the back office operations. By using these SAP plans to increase process efficiencies and will enable the company in fulfilling their social, financial and business objectives. The SAP solutions will also be helpful in streamlining the internal processes in different spheres such as payroll processing, human resources, accounts and finance. Other software’s used by SAP for running the day to day operations would be SAP Sybase Adaptive Server Enterprise, SAP Sybase IQ, SAP Business Objects, and SAP Data Services will offer India Post the data warehousing and Business intelligence (BI).
SAP does intend to transform the image of the Indian postal service and with their strategies in place the company should be able to successfully transform the face of the Department of Posts.

PRESS STATEMENT.
Budget 2015-16.
The Budget of Modi Government for the year 2015-16 presented today to the Parliament by the Finance Minister, Shri. Arun Jaitley belied all expectations of the poor people who placed their faith in the BJP in the last general elections. It is without doubt an anti-poor and pro-rich Budget. The Corporate Tax has been slashed to please the giant multinational Corporate houses, who really are the rulers in most of the Countries of the world, including ours. The Government has foregone about 8300 crores of direct tax revenue. The burden has been put on to the shoulders of the common working people in the form of indirect taxes to the extent of more than 23000 crores mostly coming from the increased service tax kitty.
Except raising the transport allowance exemption from Rs. 800 to Rs. 1600 p.m which only benefits the higher segment of tax payers among the salaried class, no concession or tax reduction has been given to the wage earners.
By not raising the non-taxable maximum which was needed in view of the high level of inflation, Modi Government has not only squeezed the middle class but also amassed more tax revenue from those class of wage earners, who get dearness compensation. In the process Government continue to ignore several judgements to exempt DA from taxation as DA is considered as a receipt, compensatory in nature. The salaried class of tax payers was constantly demanding the re- introduction of deduction under section 16(1) of the I.T. Act which was in vogue years back. While retaining such concessession and deduction to all other segment of tax payers, the Government continue to penalise wage earners who are really the honest tax payers.
Allocation for every social welfare schemes which targets the deprived section of the society has been reduced in percentage terms, the largest reduction being in the ICDS programme. The tax concessions to the rich and corporate houses are of the order of 5.89 lakh crores. This apart, the wealth tax has been fully abolished.
The Budget 2015-16 has unambiguously declared the intention of the Modi Government to pursue the neo- liberal economic policies vigorously.
K.K.N.Kutty
President.
