Closing of separate bags for TD and non-TD mails

       Consequent upon the discussion made in the workshop on MNOP held on 17.06.2014 and instruction received vide C.O letter no. ML/2-96/2012/Monitoring (Test letter) dated 18.06.2014, separate bags to be closed for TD and Non TD mails of speed post and registered post articles for Bhubaneswar NSH and Bhubaneswar RMS respectively.

         The speed post articles pertaining the following districts should be included in the TD speed post bag to be closed for Bhubaneswar NSH.

5.Jagatsinghpur
6.Kendrapara
7.Jajpur
8.Bhadrak

       The speed post articles pertaining to rest of the districts of Odisha and other states should be included in the NTD bag for NSH, Bhubaneswar.
   
Likely the registered articles pertaining to Bhubaneswar Division should be included in the TD Registered bag to be closed for Bhubaneswar RMS and the registered articles pertaining to rest of the places should be included in the NTD Registered bag to be closed for Bhubaneswar RMS.

 It is therefore, requested to all concerned to close two separate Speed post bags (TD/NTD) for Bhubaneswar NSH and two separate Registered bags (TD/NTD) for Bhubaneswar RMS daily with immediate effect.

        All other bags are to be closed as usual.

Odisha raises retirement age of its employees to 60

The state government today raised the retirement age of its employees to 60 from 58 presently, fulfilling a long-standing demand. The move will benefit around 500,000 state government employees.
The decision to raise the retirement age was taken at a meeting of the state cabinet chaired by chief minister Naveen Patnaik. Recently, the state government had announced a raise in retirement age of doctors engaged with the government hospitals and also doctors in three state run medical colleges from 60 to 62. The hike in the retirement age was ratified by the cabinet.   ...............

Passport counters at head post offices

BHUBANESWAR: The regional passport office (RPO) here has decided to start 'passport facilitation centres' at head post offices across Odisha to guide applicants fill up forms online.

"We have written to the department of posts to identify the head post offices and speed post centres where we can start the facilitation service. Applicants need to pay only Rs 100 to the postal department towards the service," regional passport officer Padma Mahanti told TOI.

"The postal employees will check the requisite documents. The move is aimed at preventing the non-computer savvy applicants from approaching the touts," Mahanti said.

After filling up forms, the applicants need to visit the RPO where the authorities will collect their biometric fingerprints.

Till June 2012, the head post offices used to receive passport applications in the state, but the practice was discontinued after collection of biometric fingerprints was introduced at passport seva kendra.

"The post offices were only receiving applications. They were not guiding the applicants. The process was discontinued as post offices did not have the device to collect biometric fingerprints," Mahanti said.

Snail mail costs postal department Rs 4,000 in consumer court

The next time your mail arrives late, don't fume, just do what Mumbaikar Prakash Sheth did.
Based on his complaint, a consumer forum recently pulled up the postal department for failing to deliver his parcel on time and directed it to pay Sheth Rs 4,000 as compensation.
The South Mumbai district consumer disputes redressal forum directed the postal department to not only refund the cost of postal charge (Rs 267), it has also ordered it to pay Sheth Rs 3,000 for mental agony caused and another Rs 1,000 for litigation costs.
According to his complaint, Sheth sent three articles by speed post to three different locations in New Delhi on August 24, 2010. As per its norms, the postal department would deliver any consignment within two days, and would refund the client if it failed to do so. "I approached the postal department to send my parcel to New Delhi. They failed to deliver it on time and even delayed it by a day," Sheth told dna.
On September 13, 2010, Sheth had addressed a letter to the postal department requesting them to refund the postal charges. However, the department on October 19, 2010, rejected his request, claiming that there was no delay from its end, and that the delay was caused because Sheth had failed to mention the correct pin-code on the parcel.
Sheth however claimed that the pin-code was wrongly mentioned by an employee of the postal department who had accepted the parcel.
He finally approached the forum and filed a complaint. After going through the complaint, the forum asked the department to file its reply, in which it stuck to its stand.
After going through the evidence, the forum held the postal department guilty of failing to provide the services promised to its consumers, and penalised it for the same.

MoS (Personnel) Dr. Jitendra Singh addresses pre-retirement counseling programme

The retirement issue is to be handled with social mindset – says Dr. Jitendra Singh

 

The Department of Pension and Pensioners’ Welfare conducted a pre-retirement counseling for retirees here today. Addressing the concluding session the Minister of State for Personnel, Public Grievances and Pension Dr. Jitendra Singh said that the issue of retirement is to be handled with social mindset. The MoS stated that the society should feel good about it. He stated that the issue is too large to handle by the government itself and hoped that social organization should come forward to help.

            The Department of Pensions has institutionalised regular conduct of pre-retirement Counseling workshops. These workshops target retiring personnel two to two-and-a-half years before the retirement date. Topics covered are (i) Formalities to be covered for timely payment of retirement dues (ii) Financial planning for the amounts received at retirement (iii) Preparation of Will (iv) CGHS facilities after retirement and (v) Post-retirement opportunities through Sankalp.

The “Sankalp’ programme has been initiated by the Department towards this end and a web portal of the same name has also been launched. Pensioners, Pensioner Associations and NGOs can register on the website http//www.pensionersportal.gov.in/sankalp.

Recognising the fact that a retiring government employee is very often unprepared to face the fact that he may be without a daily routine and a meaningful existence the day after he retires, the Government is looking for ways to engage the retired employees in meaningful social work.          

There are approximately 40,000 fresh retirees every year from the Central Government Civil establishments alone. This number could be close to 1,00,000  including defense, railways, posts and telecom. In addition there is a pool of around 50 lakh existing pensioners. This group of personnel can, by and large, offer greater maturity, experience and stability. With improved living conditions and the best of medical facilities, most of these retiring government employees would be capable of putting in a good 5-7 years of active service. Further, the financial requirements are by and large taken care of by the regular monthly pension payments which are also inflation indexed. What that hurts is a sense of not being wanted anymore and the lack of a daily routine.

Realising the potential of such a large section of experienced, capable and productive workforce, the Department of Pensions and Pensioners’ Welfare has conceptualised such pre-retirement counseling sessions for retirees. This serves as a platform for exchange of information between retiring employees and voluntary or other organisations working towards building society looking for expertise, skill and maturity which can be offered by these retired government servants. The forum will serve to facilitate matching of broad parameters of geographical location and basic skills/ expertise required/ available. Both employees and organisations will have to register on to this portal.

Another possibility is to bring together groups of like-minded pensioners /Pensioners’ Associations and the ministries which are looking for concurrent audit or evaluation of development schemes being implemented all over the country.

Banks like SBI, HDFC Bank, Punjab National Bank and others to secure ATMs by live CCTV monitoring

Over 50,000 of the 1.62 lakh automated teller machines in India are likely to be secured through remote CCTV surveillance without round-the-clock physical security. Several banks have floated tenders for offsite surveillance and are looking at it as a more cost-effective method of safety at ATMs. However, non-availability of bandwidth is proving to be a major challenge.

The decision to go for offsite monitoring is driven primarily by cost. The system triggers alarms at the control room when there are too many people in the room or if the machine is tampered. It also allows two-way communication from the command centre. As against this, having round-the-clock security could cost banks almost three times as much. An offsite surveillance system costs between Rs 4,500 to Rs 9,000 depending on the level of services that a bank chooses to avail.

According to Pramoud Rao, promoter and MD of 
Zicom Group, based on the request for proposals, banks are going for offsite surveillance for close to 50,000 ATMs. "Banks are very happy with the offsite surveillance as this comes with a quick response team which includes motorcycle-borne guards who will arrive at the site within minutes of an incident," said Rao. "Also, banks do not need to incur any capital expenditure for this service as the infrastructure is already in place," he added.

Leading banks that have initiated the process include 
State Bank of IndiaHDFC BankPunjab National Bank, and Union Bank of India. The Reserve Bank of India has also encouraged banks to put in place surveillance systems. While the RBI has not insisted on guards at every ATM, it has advised banks to try and have guards at all ATMs. Banks, however, say that under the present cost structure it is more economical to shut their ATMs at night rather than have round-the-clock security.
