Sub:- Very Severe Cyclonic Storm, “PHAILIN” over
East Central Bay of Bengal: Cyclone Warning-Precautionary measure for Computers
and Hardware.
As predicted by
Meteorological Centre, Bhubaneswar, Odisha, The Severe cyclonic storm,
PHAILIN over east central Bay of Bengal moved Northwest wards, intensified into
a very severe cyclonic storm and lay centred at 1130 hrs IST of today the 10th October
2013 near latitude 15.00N and longitude 90.50E, about 800
km southeast of Paradip. It would continue to move northwestwards and cross
north Andhra Pradesh and Odisha coast between Kalingapatnam and Paradip, close
to Gopalpur (Odisha) by evening of 12thOctober, 2013 as a very
severe cyclonic storm with a maximum sustained wind speed of 175-185 kmph. Rain/Thundershower
would occur at most places over Odisha during next 24 hours.
Heavy R/F Warning: Heavy rainfall would occur at one or two places over Odisha during
next 24 hours. Under the influence of this system, rainfall at most places with
heavy to very heavy falls at a few places with isolated extremely heavy falls
(≥ 25cm) would occur over coastal Odisha commencing from 12thOctober
2013 morning. It would continue and extend to interior Odisha.
Distant Warning
Signal Number Two (DW-II) kept hoisted at Paradip and Gopalpur ports in
Odisha
Likely impacts and actions: Squally winds speed reaching 45-55 kmph gusting to 65 kmph would
commence along and off Odisha coast from 11th morning. It would
increase in intensity with gale wind speed reaching 175-185 kmph along and off
coastal districts of south Odisha at the time of landfall. State of Sea
along and off Odisha coast will be rough to very rough from 11th morning
and will become phenomenal on 12th October 2013. Storm surge
with height of around 1.5-2.0 m above astronomical tide would inundate low
lying areas of Ganjam, Khurda, Puri and Jagatsinghpur districts of Odisha
during landfall.
I am, therefore, directed
to request you to take the following precautionary measures for the Computers
and Hardware installed at Post Offices and Administrative Offices.
1) Servers,
Nodes and other peripherals like Printers, Scanners etc. should be unplugged
from the Electrical Socket and should be placed at elevated place (On the Table
Rack etc.) so that it will not affected by Water in case of flood.
2) It
should be ensured that up to date back up is taken in the External Device prior
to shifting of the Hardware and the data stored in the External Device should
be kept in safe place so that it can be restored in case of any damage to the
Server/Node.
3) MCB
for the Input to the UPS and Output switch may kept off.
4) Broadband
Modem/Switch may be disconnected from the Telephone Line but the Telephone Line
should be in workable condition so that message can be passed in case of
emergency.
5) Portable
Gen Sets may be kept at safe place so that it will not affected by Water in
case of flood.
6) Records
must not be kept on the floor and must be kept in a safe and dry place.
7) All
the Divisional & Sub-Divisional Authorities will remain in their
Headquarters during the cyclone period.
8) Local
Civil Administration may be contacted and their contact details should be
available with all the administrative and operative offices so that timely
help, if any can be provided.
9) Control
Room will start function at 1800 hours from 11/10/2013 and will continue
till 0600 hours of 15/10/2013. Instructions related to Control Room
function issued by this office from time to time may be followed.
10) Contact
No. of Control Room should be communicated to CO / RO immediately.
This is most urgent.
