Divisional Union writes to the SSPOs, Bhubaneswar on problems in c/w weeding out of old records and National Cleanliness Drive of India Post

Sub: Weeding out of old records and other allied problems in connection with National Cleanliness Drive of India Post   

Sir,
It has been brought to the notice of this union that while undertaking the National Cleanliness Drive of India Post, the SPMs/Postmasters are compelled verbally to throw away the ledgers and such other records not yet ordered to be discontinued.

            In this context, it is pertinent to bring to the kind notice of the SSPOs that in view of computerization of Post Office Savings Bank, the Department while modified the procedural rules of Savings Bank vide S B Order No. 17/2009 (Directorate’s letter No. 76-01/09-SB, dated 08.12.2009 ) circulating revised rules of POSB Manual, Vol. I, has clearly instructed that maintenance of some limited number of records viz. for HOs - Stock Register (Rule–5), Long Book (Rule–10), Ledger Card (Rule-13), Ledger Binder (Rule–16), Duplicate Card (Rule–17) , Register of Index to Ledger Cards (Rule-18), Ledger Chart (Rule-18) & Nomination Register (Rule-18) and for SOs with SB-LAN – Long Book (Rule-10) & Nomination Register (Rule-22) only  are not required since already maintained in the System Software.

Nowhere, it has been instructed yet to discontinue other records for which the grass root level staff members, simultaneously with computerized works perform the manual works in accordance with the rules and procedures of Postal Manuals including POSB Manuals in the fear of disciplinary action since the Postal Manuals have not yet been amended deleting all such traditional clauses not required after computerization. In case of any deviation, the apprehension of receiving charge-sheet by the disciplinary authorities cannot be avoided.

In case any other instruction has been issued in the meantime to discontinue records other than those listed above, the same should be circulated immediately for information and guidance by the SPMs/Postmasters.

          Further the most important reason for keeping the ledgers is to set right the CBS / Database discrepancies viz. Accounts without name / address of the depositor(s), Account number with blank account status, Joint Account without second name / address of the depositor, Minor Account without/invalid date of birth, Minor Account without guardian name, Account open date greater than current date, Accounts without guardian’s name of the minor nominee, Nomination registered without nominee name and several such other discrepancies which cannot be solved without referring the concerned original ledgers. Since the digitization process is going on in view of the CBS, weeding out of ledgers may invite several problems which needs to be considered.

Further, it might have noticed by the visiting officers that most of the post offices have no standard chair / table to sit/work, racks/almirahs to keep records and thus giving a very odd impression of the interior view of such post offices. Action may kindly be taken to supply the required furniture first before compelling/directing the SPMs/Postmasters to dispose of the unserviceable furniture.

            Instances are there where SPMs are working in very unhygienic condition in dilapidated buildings. Illustratively, two photographs of Pohariput S O, Bhubaneswar-751 020 received by this union from the members of public are attached here with which put several question marks on the current cleanliness drive.

            While we are not against such a noble drive, we sincerely appeal the administration to examine the limitations / compulsions of the grass root level officials, realize the naked truth of their helplessness and provide every possible administrative and financial assistance instead of any forceful implementation of the order on the plea of cleanliness drive to make the post offices presentable and welcoming. 

A line of reply on the action taken is highly solicited.
