The New Year’s Meet – cum -
Annual General Body Meeting of AIPEU, Group-C, Bhubaneswar Division was
conducted successfully on 03.01.2016 at Kahandagiri, Bhubaneswar under the
president-ship of Com. Pramod Kumar Pattnaik, Divisional President.
The
Divisional Secretary, Com. B Samal extending his warm New Year’s greetings at
the outset expressed his gratitude before the members for supporting him for
last 12 years and making him stronger and sharper with their unconditional
cooperation to fight for injustice. He briefed the success / failure of the
union and the trade union activities undertaken by the union during 2015 especially in protest against the Task
Force Report and 7 CPC related issues including one day strike on 02.09.2015.
Year 2015 remained a successful year for the union in relation to
Re-verification process of membership through which this Divisional Union could
collect 202 valid membership ( total submission was 210) out of 230 working
strength (87.82). The misunderstanding created during last verification process
in 2010 was mitigated this time and this Divisional Union received 32 new
memberships including all the new entrants during 2015 who were individually
greeted by our Com President and also by
Com. R C Mishra, Circle Secretary and Vice-President, CHQ and Com.
Rajesh. Ch. Bohidar, Asst. Circle Secretary, AIPEU, Group-C, Odisha Circle
attending the get-together. Not a single new entrant during 2015 opted for any
other union which added another page in the success story of this Divisional
union.
The
G B specially greeted Shri Swadhi Behera, PA, Puri Division and S A, CBS CPC,
Odisha Circle acknowledging his
sincerity, devotion and cooperation to the grass root level staff members of
CBS post offices.
The
GB also thanked Com. Ajeya Kumar Mishra, Accountant Divisional Office and Com.
Pradyumna Kumar Moharana, Accountant, Bhubaneswar GPO for their timely
cooperation in implementing the Directorate’s order in true spirit for payment
of remuneration to casual workers in the revised rate from 01.01.2006. This
Divisional Union has rightly discharged its responsibilities towards the casual
workers during 2015 not only by effecting the above payment but also by forming
a Divisional Union of all the casual workers in Bhubaneswar Division.
The G B also thanked the
Circle administration and Leader, RJCM (Staff Side) for honouring our demand to
return all the P As deputed from Bhubaneswar Division to Circle Office which is
also another success story of 2015. Order has already been issued and the
deputed officials are being relieved. This will certainly solve our staff
shortage problem to a great extent.
The
participating members were allowed by the president to register their views
freely which was duly recorded by the Divisional Secretary. The local /
Divisional issues were discussed in details by the following members/office

The deliberations were
mainly based on serious exploitations and injustices done to the grass root
level members especially to the P As/SPMs/Postmasters on the plea of CBS
Finacle and PLI McCamish without adequate manpower, without proper
hardware and without required training
added with unachievable targets in the
absence of proper circular/training/materials etc.
The members strongly
expressed their concern on the following activities going on presently in the
Division and unanimously resolved to take up the issues at proper forum.
1.
Personalization
of Union letters written on general interests/issues of the Division as a whole
and criticizing to the Divisional Union/Secretary behind proper forum/platform
by a handful of staff members backed by some destructive forces to cause damage
to the unity. The members strongly condemned the destructive attitude of
back-biting.
2.
Non-acknowledgement
/ non-disposal of union representations in clear violation of Directorate’s
instructions.
3.
Irregular
holding of monthly Union meetings.
4.
Non-circulation
of Directorate / CO letters relating to staff welfare to unions.
5.
Opening
of post offices without proper infrastructure and even without supply of
required stamps and seals and charging the operating officials to cover up the
administrative lapses.
6.
Issuance
of flawed orders, viz. directing officials to attend the trainings without fail
even after cancellation in the same order.
7.
Gross
misbehaviour to staff members of post offices over telephone.
8.
Irregular
deputation to the same place from where the official(s) has/have already been
transferred.
9.
Non-implementation
of rotational transfer memos for last 2 years and not allowing the transferred
officials to join in their new place of posting but exploiting them to run from
office to office.
10. Failure of the
administration to obey its own order and misuse of power in calling for
explanation, holding up of duty pay etc when the SPM/Postmaster fails to obey
the order of the Divisional Office on genuine ground.
11. Compulsory migration of
Post Offices to CBS platform without data updation and without supply of proper
hardware and without imparting required training to the concerned officials.
12. Delayed action in settling
the connectivity issues of CBS post offices.
13. Arbitrary instructions for
validation
14. Problems arising out of
non-migration of Certificates/ Accounts
15. Irregular order of
deputation to CBS offices without creation of user ID and Password of the
concerned official.
16. Unceremonious inauguration
of CBS post offices in the absence of any responsible officer
17. Problems of PLI CPC,
Bhubaneswar GPO starting from space to hardware and manpower.
18. Non-creation of Stand-by
user ID in PLI McCamish to meet the exigencies at the time of sudden leave
taken by the MPCM PA.
19. Targeting officials going
on leave and refusal/reduction of child care leave to women employees.
20. Irregular deputation of
women employees to offices without basic amenities.
21. Non-supply of UPS batteries
to S Os even after repeated requests and such other issues.

Com. B Samal informed the G
B that some of the above issues have already been brought to the notice of the
SSPOs through letters and some are included for discussion as agenda item in
the monthly union meeting. In reply to this Union’s letter dated 23.12.2015,
the SSPOs vide his letter No. B-9/Genl, dated 23.12.2015 addressed to the
Divisional Secretary has informed that;

Suitable
instructions have already been issued to all concerned to ensure
acknowledgement of all written correspondences received from the service
unions.

Efforts
will be made to ensure holding of monthly union meetings regularly.

The
Deputation problem will be streamlined along with the next rotational transfer.
The Divisional Secretary
while thanked the SSPOs, Bhubaneswar Division for his prompt reply to the Union
letter, suggested the members to keep faith on the assurance of the SSPOs given
to the Union and wait till next rotational transfer. If any action is taken for
regular posting of such deputed officials showing undue favouritism, then this
Divisional Union will devise its own policies to proceed further.
Wishing the gathering, Com.
Rajesh Bohidar, Asst. Circle Secretary, AIPEU, Gr.-C, Odisha Circle treated
every member of the union as a pillar of NFPE House and suggested to stay united and strengthen the hands of
the Divisional Secretary to fight against injustice.
Addressing the GB, Com. R C
Mishra, Vice-President CHQ and Circle Secretary briefed the recommendations of
the 7th CPC and appealed the members to get ready for the
forthcoming Indefinite Strike of National JCA proposed to be commenced during 1st
week of March, 2016 if the suggested modifications to the recommendations of 7th
CPC given by the NC JCM are not negotiated properly. To retain the hard-earned
benefits of Central Govt. employees, all the members of NFPE should be ready
for the rainy day.
With active participation
of hundreds of members, both from rural and town post offices the meeting was a
grand success in spite of the conspiracy made by a handful of vested interest
people backed by some destructive forces to cause damage to the unity which was
strongly condemned by the participating members of the union. The participating
members opined that the destructive forces playing the game of ‘divide and
rule’ will not be there always to protect them, but NFPE was / is / will be
there. Such people satisfying there vested interest on a short term basis
remaining a playing stick in hands of others need to understand who is who. Tolerance
to exploitations and offenses is nothing but committing a crime in silence. We
the operative staff will share our agony and ecstasy among ourselves for ever. The
present situation will soon be over. So we should stay united at this critical
juncture for justice. Let’s try to live with dignity and honour instead of begging
and flattering.
The grand celebration in
the beginning of the New Year encouraged and motivated the members strongly.
