Sub: Problems faced by Postal employees in implementation of S B Order
No. 12 / 2016
Sir,
This has a kind reference to the
discussions made by the team members of this Union with the SSPOs and Sr.
Postmaster, Bhubaneswar GPO in latter’s chamber 09.11.2016 and in Treasury
branch of Bhubaneswar GPO on 11.11.2016 on smooth and correct implementation
of S B Order No. 12 / 2016 emphasizing on
the deficiencies noticed in Bhubaneswar Division both in short supply of
Currency
Verifier-Cum-Counting Machine and arrangement for additional vehicles with
police escort for clearance of WOS banknotes.
We are happy that SSPOs has taken
immediate steps within his Administrative / Financial powers for supply of the Currency Verifier-Cum-Counting Machines
and as known 3 such machines have already been installed in Bhubaneswar GPO on
12.11.2016. We would also like to thank the SSPOs for sparing the Inspection
Vehicle with necessary police escort for collection of cash on 12.11.2016 from
rural areas.
But the above supply and provision are
meager in comparison of the volume of cash collection and number of post
offices in Bhubaneswar Division. It
is being noticed that post offices are now collecting heavy WOS banknotes and
the only cash van of the Division is unable to touch all post offices during
the day. Neither the Cash van moved on 12.11.2016 nor the all the WOS banknotes
removed by the post offices on their own arrangement in accordance with the
direction of the Division Office through eMail dated 12.11.2016 could be
counted.
On the contrary, while the security
arrangements are very poor in many post offices since functioning in rented
building without night watchman, parking
of huge amount of WOS banknotes overnight due to non-removal
certainly pose a danger both to the Govt. cash and service career of the
concerned employees.
The post offices are waiting till
late night for the cash van to arrive and clear the heavily collected WOS
banknotes. The bigger offices like Sahidnagar MDG and Bhoinagar S O etc which
are presently manned by senior lady employees are facing more problems by way
of unnecessary detention till late night without any security both in post
offices and in the cash van. The cash van on 11.11.216 cleared Rs.35 lakhs from
Sahidnagar MDG at about 7.45 PM and thereafter from Rs. 725000/- from Bhoinagar.
Similar is the situation in rural
areas from where crores of WOS banknotes are collected without police escort
throwing the lives of the poor employees and Govt. cash into a dangerous
situation. Nimapara MDG being a cash office for some rural post offices removed
more than crorers on 11.11.2016 without police escort. Since many rural post
offices are functioning without Currency Verifier-Cum-Counting Machine, there is every probability of
receiving fake notes during deposit and exchange. One such instance has been
brought to the notice of this Union against Nimapara MDG for Rs.7000/- on
11.11.2016. As cash Office, since Nimapara MDG gathered Rs.1,37,11,500/- including its own on 11.11.2016, now it is
not possible to trace the office at fault for collecting such fake notes. As
known to this Union, the Postmaster-in-Charge has already made good the amount
from her own wallet.
Another unfortunate incident of serious public resentment is also coming to our notice due to short supply of currency notes below
Rs100/- denominations. The members of
public are returning from the post offices with much agony due to our failure
to serve them properly. We are now exchanging just Rs.2000/- denominations
since supply of currency notes below Rs100/-
denominations is very meager. Our counter P As / SPMs / Postmasters are
frequently entering into arguments / counter arguments in spite of their best
efforts to canvass the customers to bear with the situation. We are happy to
note that some our Postmasters have made their own security arrangement
requesting the concerned local police stations. But it is regretted that
similar action from administrative side is seriously lacking.
The SPMs of single / double handed
post offices are the worst sufferers for such unwanted rush.
In addition the linked bank is not
also accepting the heavy WOS banknotes when tendered by Bhubaneswar GPO. While
the employees of Bhubaneswar GPO with the bags of such notes are moving from
back gate to front gate and vice-versa in the corridor of the linked bank,
there is no place in the treasury branch to keep such cash.
Since this process will continue till
30th December, 2016, the employees are working under serious
apprehension of being victimized for fake notes due to the above deficiencies
by the administration.
Therefore, before it is too late and
the sincere, hardworking and honest poor postal employees are victimized for the
above deficiencies, this union demands for taking immediate steps as follows:
i.
To
supply Currency
Verifier-Cum-Counting Machine as soon as possible to each post office not yet
supplied.
ii.
To provide necessary police escort in the Cash Van, Bhubaneswar GPO.
iii.
To
arrange additional vehicles with police escort for smooth clearance of heavily
collected WOS banknotes timely from the post offices.
iv.
To
address the Commissioner of Police, Bhubaneswar and Sr. Supdt. Police, Puri for
deployment of adequate police force in all post offices to maintain peace in
the long queue formed for exchanges of WOS banknotes.
v.
To
deploy retired employees in all single / double handed SOs as per directions
contained in S B order No. 12 / 2016 to handle the specific business of
exchange and to cope with the unwanted rush.
vi.
To
deploy additional staff in the treasury branch, Bhubaneswar GPO in accordance
with the directions contained in S B Order No. 12 / 2016 for timely completion
of the HO Account on the same day taking into account all the WOS notes
collected on the day. It may be noted that in spite of our discussions, full
amount of WOS banknotes collected on
10.11.2016 could not be counted on 10.11.2016 and carried over to 11.11.2016. The situation remained same for 11.11.2016 and
12.11.2016. This is quite obvious since
the staff deployed in the Treasury branch of Bhubaneswar GPO are too less in
number in comparison to the counting and checking works of the heavily collected WOS banknotes in
crorers.
vii.
To
arrange collection of currency notes below Rs100/- denominations from the linked bank and ensure
timely supply to all post offices.
viii.
To
address the linked bank for timely acceptance of cash from Bhubaneswar GPO.
