Injustice and de-motivation to 
the Business Executive of 
Bhubaneswar Division.

Dear Comrades,
Perhaps all our staff members do not know the fact that out of 17 crores business targets fixed by the Directorate for Orissa Circle during 2009-10, 9.50 crores ( 55.88% ) was allotted to the Head Quarters Region ( Bhubaneswar )  and out of that 9.50 crores, 5 crores ( 52.63 % ) was allotted to Bhubaneswar Division only. With the sincere efforts and dedication of our only B E now on deputation to Circle office, we could be able to achieve 514.01 crores ( 102.80 % ) during 2009-10. But it is highly unfortunate that in spite of such achievements, the Divisional administration forgot the name of the BE  and his past commendable performances and avoided to nominate to C O / Directorate for felicitation / training.
While this union is always cooperating with the administration in safeguarding the goodwill of this Department, the avoidance of the Divisional administration to its sincere and devoted staff members compelled this union to write to the administration as follows.

Sub:-  Injustice and de-motivation to the Business Executive of Bhubaneswar Division.

Sir,
Before this, I have brought several examples of injustice done to the staff members of this union. Now another such  incident has come to the notice of this union. We all know that in spite of unachievable targets given to the Business / Marketing  Executives,  the Divisions / Circles are getting appreciations from the Department due to the tireless efforts of the former  and achievement of revenue, even more than 100% of target in many fields. But when an opportunity comes to select the proper man for recognition / felicitation of awards / trainings etc., the administration forgets the contribution of this Group-C employee and recommends the name of some other person most inappreciably to avail the opportunity and thus greatly discouraging and avoiding  the most eligible Group-C operating official to be recognized / felicitated.
The case of B.E , Bhubaneswar Division is the brightest example.
In the recent past, the Postal Directorate, vide letter No. 10-39/2009-Trg. dated 15-6-2010 had called for nominations for a Training Programme on “Postal Training and Sales Management” scheduled to be held at APPC, Bangkok  from 12.07.2010 to 30.07.2010. In spite of recorded business (detailed below), the name of the only BE of Bhubaneswar Division was not recommended by the SSPOs, Bhubaneswar. However, since the BE is now on deputation to C O, observing his outstanding performances, the Chief PMG, Orissa Circle nominated his name at the last moment vide C O No. RE/34-12/08, dated 12.07.2010 i.e. on the date of training started at Bangkok though the due date for submitting the information  was  fixed to 28.06.2010 by the Directorate.
Would such delay have actually been observed by the authorities had the case been related to any other higher cadre?
Secondly, when a function was organized in circle level on 10.09.2010 to recognize the contribution of the   B Es, the name of the BE of Bhubaneswar Division was again avoided by SSPOs, Bhubaneswar who was also the Chairman of the said selection committee. Instead, one official who belongs to RMS wing was selected for Circle award ceremony against Bhubaneswar Division which was again brought to the notice of the Circle Administration through the Secretary, R J C M ( Staff Side ) for modification.
We fail to understand that when Bhubaneswar Division is capable enough to win the award and deserves for any recommendation by the Circle administration, why then the Divisional administration is not at all nominating the name of the its only B E. Instead of showing any administrative apathy, rather we should feel proud to have a topper of BD Cell  in  Bhubaneswar Division. It is worth mentioning here that almost all the Divisions have recommended the names of their B Es for the purpose except Bhubaneswar Division.
Further, it is needless to reiterate that Sri Rath has the following appreciations to his credit to which the Divisional administration is completely aware of.
1          .Appreciated by Hon’ble Chief PMG, Orissa Circle for Meghdoot Post Card and Retail Post  business for the year 2006-07.
2.         Appreciated by Asst. Director(BD/Mktg), C.O for Meghdoot Postcard business on 27.03.2007.
3.         Appreciated by DPS(Hqrs & Mktg) , C.O , Bhubaneswar for Mutual Fund Business for the year 2007-08.
4.         Appreciated by SSPOs, Bhubaneswar Division for Mutual Fund business for the year 2007-08.
After reviewing the statistics presented below in Annexure – I to Annexure - III, can the Divisional administration find any reason not to acknowledge the contribution of   the only B E of Bhubaneswar Division for Business Development. Is there any justification to ignore such a performer ? Is there anybody else who has procured more business than this BE to be nominated by the SSPOs, on behalf of Bhubaneswar Division ?
Under the circumstances, we would like to request the SSPOs to have a belongingness towards his own Division and its staff members who are the actual performers and develop a good employer – employee relationship in future.

Achievements on Retail Post since 2006-07 to 2009 – 10:

Procured more than 25 lakhs business under Retail Post for Bhubaneswar Division and  Orissa Circle as a whole for different businesses as follows.
1.         Sale of forms of Orissa J.E.E, KIIT University, SOA University, Utkal University, DDCE, NIMS, Institute of Health Science, BRM Institute of Technology, Bhava Institute of Medical Science & Research, Orissa Institute of Media Science & Culture, Royal College of Science & Technology, Royal School of Management & Technology , Hi-Tech Medical College  at identified P.Os under Retail Post.
2.         Taken initiative for Collection of  ORTEL Communication  bill through P.Os for tie-up with India Post.
3.         Taken initiative with SBI LHO , BBSR for Rural Business  on 17.11.2007 for tie-up with India Post.
4.         Taken initiative with GMTD,BBSR for Collection of Phone bills under Retail Post through e-Payment at P.Os..
5.         Taken initiative for issue of Address Proof Card  by Postmasters to public as a proof of address & identity like Tamilnadu Circle.
6.         Taken initiative for address verification of Indian Oil Corporation consumers by Post Man like T.N Circle and in the meantime revenue amounting to Rs.100000/- has been achieved.
7.         Taken initiative for collection of water Tax and Holding Tax  at P.Os on behalf of Public Health Department , Govt. of Orissa and Bhubaneswar Municipal Corporation respectively. The same service will be started after fully computerization of BMC.
8.         Taken initiative for collection of electricity charges of CESU , Orissa through post offices which has already reached its final stage. MoU is going to be signed shortly.

Achievements on Media Post/ Meghdoot Postcards  for the Period 2006-07 to 2009-10 : 
            
Procured about Rs.9 lakh revenue under Media Post including Meghdoot Postcards as follows:
1.         Meghdoot Post Card from Paradeep Phosphates Ltd (2006-07).
2.         Procured more than Rs76,000/-revenue under Media Post from RBI & Institute of Health Science.(2007-08)
3.         Meghdoot Post Card  from Small Savings Directorate(2008-09)
4.         Procured more than Rs1,94,000/-  revenue under  Media Post through display of  banner in P.Os  of SOA University & BRM Institute  of Technology.(2008-09)
5.         Procured  more than Rs2,30,000/- revenue under Media Post through display of banner in P.Os of RCST & RSMT and  printing of advertisement of Centurion Group of Institutes on POSB Pass BOOKs  .( 2009-2010).

Achievements  on World Net Express:

Motivated five customers for booking of articles under WNX service at BBSR GPO and procured about Rs.8,000/- revenue.
  
Achievements on other products:

Procured about one crore  business ( out of 5 crores target fixed for all premium products for Bhubaneswar Division )  under Speed Post (BNPL) and Business Post during the year 2009-10 and contributed  a major share of revenue single handedly  for  target achievement. Many educational Institutes / Universities / Govt. organizations / Corporate Houses like KIIT, SOA University, DDCE, Central University Orissa, IIT Orissa, RPFC, ESI Corpn, Law Deptt., BPUT, OJEE, NIMS, ICICI Prudential, HDFC, Moothot Finance, S.S. Associates, Karvy, Seashore Security Agency etc. are availing BNPL service / Business Post service.
Most of the educational Institutes those are selling forms through P.Os are dispatching their forms to different P.Os through EPP service.
Most of the Engineering  and Management Colleges like KIIT, KEC, C V Raman, KMBB, Centurion Group of Institutes and  Gandhi  Group of Institutes  have been contacted for Speed Post Passport Services.

Achievement on Mutual Funds  :
 
Procured more than 5 Crore business on Mutual Funds including 4.5 Crores in UTI Liquid Cash Plan scheme in the year 2007-08 which has been appreciated by the DPS ( HQ & Marketing ) vide C O letter No. BD / 23 – 3 / 2006, dated 23.01.2008 with instructions to the SSPOs, Bhubaneswar Division to take into account while writing the ACR of Sri Rath.

Business in pipe lines:
  
1.         Collection of Electricity bills at  P.Os under Retail Post through e-Payment on behalf of Central Electricity Supply Utility of Orissa  is in final stage.
2.         Business of Rs.60,00,000/- on Media Post (advertisement on POSB Pass Books) from National Rural Health Mission , Orissa  is in progress.
