Sub:-      Decision to boycott the monthly union meeting with SSPOs, Bhubaneswar Division – Intimation regarding.

Ref.-                       i.              Minutes of discussion held with service unions in the chamber of SSPOs,    Bhubaneswar Division on 18.04.2011 at 1700 hours  in response to 10 point Charter of Demands.

Sir,
Most regretfully, this is to bring to the kind notice of the SSPOs that though a period of 15 days has  been elapsed since the negotiation took place in between the Divisional J C A and Divisional administration on 10 point Charter of Demands submitted on 13.04.2011, no satisfactory progress has been seen to be developed as per the negotiated settlement.
1.     Though O T A bills were sanctioned to some extent, the bills already recommended by the Sr. Postmaster , Bhubaneswar GPO for some particular officials working in Accounts branch and Treasury branch have been rounded up arbitrarily. The disparity already shown by the Divisional administration restricting to sanction of OTA Bills to Rs.2800/- Grade Pay has not been mitigated in spite of clear instructions from the Directorate recently clarifying no upper pay limit for performing OT duty. The OTA Bills in favour of the SPMs of double handed S Os performing the duty of the P A remaining vacant have not been sanctioned in spite of clear instructions from Circle Office.
2.     Pending combined duty allowances  and  paid leaves have not yet been sanctioned and there is no satisfactory development in expediting the recruitment process of vacant GDS posts. Contradictorily, the GDS already promoted to postman cadre and completed the required theoretical and practical training since 13.04.2011 have not yet been posted and thus losing their seniority and pay without fault of their own.
3.     No police escort has yet been provided to the cash van.
4.     The service books of postmen have not yet been up-dated. Even, the retired postmen staff have not yet sanctioned with their leave benefits.
5.     Neither a single postman chair nor any other items as agreed upon has yet been supplied to any post office.
6.     Though recently 10 P As recruited afresh were allowed to join in Bhubaneswar GPO, the case of Sri K K Jena and P A Gop S O were not considered in spite of clear written assurance.
7.     Instead of restricting to Rs.12000/- per child per annum, bills submitted in connection with Children Educational Allowance  are seen to be sent for verification in contradiction to original instructions by the Directorate.
8.     No progress has been seen in dequarterizing the post attached quarters with below schedule of accommodation and in dilapidated condition.
9.     No action has yet been taken in preparing fresh MDW of Bhubaneswar GPO.
10.   Instead of examining and improving the existing staff strength, the SPMS / Postmasters are seen to be pressurized  telephonically by the Divisional administration for immediate implementation of the rotational transfer memo 2011-12 with threatening for taking disciplinary action and thus demoralizing the sincere and devoted workers who are managing well their offices with acute shortage of staff.
Thus, on clear and detailed analysis of the activities of the Divisional administration made so far on the 10 point Charter of Demands after the negotiation on 18.04.2011, the Divisional J C A decided to boycott the monthly union meetings with the Divisional administration till satisfactory fulfillment of all the demands and to proceed ahead with the proposed agitational programmes scheduled and intimated earlier vide letter dated 13.04.2011.
The proposed agitational programmes now rescheduled will be intimated in due course.
