Cadre Restructuring proposal of Group-C Postal Employees should prioritize to address existing differences in nomenclature and Grade Pay : - A suggestion to the Staff Side :

It is a matter of happiness that the Cadre Restructuring Committee has been formulated with inclusion of the General Secretaries of AIPEU, Group-C and NAPE, Group-C  and it will submit its report by 31.08.2011. Obviously the Committee has to perform  a good job for the benefit of the Group-C postal employees where both the General Secretaries will play a challenging role in giving justice to the  cadre.
After introduction of MACP and Postmaster Cadre, now the Postal Assistants have three lines to choose. Viz. ( I ) PA – 10 ACP – 20 ACP – 30 ACP, ( II ) PA – LSG – HSG-II – HSG-I and  ( III ) PA – Postmaster Grade-1 – Postmaster Grade-II – Postmaster Grade-III – PS Group-B – IPoS Group-A. as represented below.
Now, before going for finalizing the draft proposal on cadre restructuring of the postal Group-C employees,  the job of both the General Secretaries should  concentrate to see if these three lines for the Postal Assistants are really necessary.  In our opinion, at all the Govt.  realizes that these Group-C postal employees are  really fit to meet the present day requirement of specialization in postal office management in the wake of introduction of technology, challenges from market and to increase the productivity and  if the Department of Posts is really interested to do something for the betterment of these Group-C postal employees, there should not be any differences in the name of nomenclatures / designations and all the Postal Assistants should be treated equally.  Keeping constant  the Pay / Grade pay of 10 ACP with that of LSG and Postmaster Grade – I, 20 ACP with that of HSG-II and Postmaster Grade – II and 30 APC with that of HSG – I and Postmaster Grade – III, practically no benefit is being given to the Postal Assistants.
Therefore, it is our sincere appeal to both the General Secretaries from the Staff Side to see that the Postal Assistants should not be deceived in any manner in the proposed Cadre Restructuring at least from the point of view of designation and Grade Pay which is only one aspect of the proposal. Views on other aspects will be submitted soon.

  1. Really a comprehensive and excellent mode of comparison. But please it should be borne in mind that the PA are not immune from transfer liabilities for more than 100 K.Ms from place of their working,the PAs of Puri , Koraput etc. Divisions may be taken as examples.
