Divisional Union writes to Circle Union for apprasing the C O in giving necessary administrative approval for engagement of drivers in Departmental MMS vehicles of Bhubaneswar Division :

Sub: Engagement of drivers  in Departmental MMS vehicles of  Bhubaneswar Division.

Dear Comrade,
                You might be aware that three daily-waged drivers are engaged for more than eight hours a day in Bhubaneswar Division due to non-availability of departmental drivers to manage four MMS Schedules as against five MMS Vehicles plying under Bhubaneswar Division (including one vehicle yet to be received from PPP, BBSR).
 As such, two more drivers are required to man all the five vehicles smoothly limiting the workload of each driver / MMS Schedule to maximum 8 hours a day.
                As known to this union, Circle Office has already instructed the SSPOs, Bhubaneswar Division to engage drivers on outsourcing basis to match  the requirement and accordingly, the later has already requested  an Ex-servicemen organization namely Orex Security & Maintenance Services and also to Rajya Sainik Board, Bhubaneswar for sponsoring  the names of Ex-servicemen having valid driving license for their engagement as driver in the mail motor vehicles. Now the present development is that while the Chairman of Orex Security & Maintenance Services has quoted the rate of Rs.12,477/- (Rupees twelve thousand four hundred seventy seven) only towards monthly salary per driver including all taxes and allowances, Rajya Sainik Board, Bhubaneswar has submitted the list of some Ex-Servicemen having valid driving license without quoting any rate towards payment.
                However, the SSPOs, Bhubaneswar Division in the mean time has already requested the Circle Office to approve the rate quoted by the Orex Security & Maintenance Services for engagement of two   drivers to be sponsored by them  for smooth running of MMS vehicles and the case is still pending at C O for more than a month awaiting necessary administrative approval.
Secondly, the Internal Audit of D A (P), Cuttack is raising objections frequently on engagement of daily-waged driver. It is worth mentioning here that as noted above, since three MMS drivers are managing four MMS Schedules, evidently, the work of one schedule is being managed by two daily-waged drivers on alternative days. But due to audit objections, as known to this union, the admissible payment to both such daily- waged drivers has not been paid since July-2010 which is a serious injustice to these low paid daily-wagers. If the above quoted rate of Rs.12477/- is approved by C O, the payment held up till date will be released in favour of the daily-waged drivers.
 As such, you are requested to please appraise the Circle Administration for according early approval of the rate quoted by the Orex Security & Maintenance Services  so that another two drivers can be engaged for smooth running of all the five MMS vehicles in Bhubaneswar Division on one hand and the existing daily-waged drivers can be paid without any objection on the other.
