Central govt employees protest pay commission, call it humiliation

Chennai: Barely hours after the union cabinet approved the seventh pay commission, central government employees sat down to protest over the less-than-expected pay rise that they had been given.
 
The union cabinet had approved the seventh pay commission to central government employees and pensioners on Wednesday. While the union Finance Minister Arun Jaitley tweeted his congratulations on a 'historic rise' for employees and pensioners and pay experts anticipating a boost in consumption and demand for consumer goods, the central government employees in Chennai were sore about what they called a meagre and nominal pay hike.

Speaking on the implementations of the seventh pay commission, the Defence Minister stated that he too had made certain recommendations and revealed that some of them had been implemented.

Meanwhile the protesting employees say that the present hike of 14.2 percent was the least in the last 60 years and see it as a humiliation. Though the IMF and World Bank had insisted that the pay hike should not be more than 16 percent, the employees stated that they had expected the government to do better than that, but are now disappointed and feel let down.

They are now threatening a nationwide stir to register their protest.

Central govt staff disappointed, call for strike on July 11

Expressing “serious disappointment” with the NDA government for not accepting modifications suggested by them, the National Joint Action Committee (NJAC), comprising 35 lakh Railway, Defence, Central government and Postal employees, has called for a strike on July 11.

“We have been pushed to the wall. The government has time till July 10 to reach a negotiated settlement with us,” Shiva Gopal Mishra, Convenor of NJAC, told reporters, seeking the Prime Minister’s intervention to quell “growing anger” among government employees.

Among other things, the NJAC is demanding higher minimum wages, restructuring of the National Pension Scheme, scrapping of the Bibek Debroy report on Railway restructuring, no FDI in Railways and Defence, regularisation of casual/contract workers. “Although there is justification of upward revision of minimum wage, the government has not done justice to the employees. Similarly, the multiplier factor has not adequately been revised,” said M Raghavaiah General Secretary, National Federation of Indian Railwaymen.

To decide the future course of action and prepare for the strike in “full swing”, the NJAC is slated to meet on June 30, M Krishnan, Secretary General, Confederation of Central Government Employees, announced. In a statement issued earlier this month after giving strike notices, the NJAC had said that it had been wanting “meaningful negotiation and settlement” of the issues. But, except hearing the leaders, the empowered Committee of Secretaries did not go further. “It acted as if it was powerless,” it said.

Unhappy with 7th Pay Commission hike, govt employees to go on strike on July 11

The 7th Pay Commission report that received a nod from the Cabinet chaired by Prime Minister Narendra Modi, will levy a pay hike of 23.55%.

Nearly 32 lakh central government employees have announced they will be going on a strike starting July 11, protesting against the 23.55% salary hike approved by the Cabinet on Wednesday, Zee Business channel news frash indicated.

Earlier in the day the Cabinet approved the recommendations put forth by the 7th Pay Commission panel, which will impact the salaries of one crore government employees.

Under the final approval, the basic salary of government employees will be hiked by 15% and the overall 7th Pay Commission pay hike stands at 23.55%. The central government employees, unhappy with the rate of pay hike had warned earlier that they will stage a strike on July 11, demanding a pay rise of atleast 30%.

At current levels, the salary hike is the lowest in 70 years, but a senior government official stated tight fiscal situation as the reason, stating that a provision to increase it to 18-20% was still open.

On July 4, M Krishnan, Secretary General of the Confederation of Central Government Employees and Workers issued a notice to the employees who are member and affiliated organisations regarding the pursuance of an indefinite strike from July 11, a ZeeBiz report said.

Krishnan had earlier said that if the government adopts delayed tactics or issue unilateral orders rejecting our demands, then confrontation shall become inevitable.

The Conferderation of Central Government Employees & Workers in a blog post on June 27, also put up a notice calling for an indefinite strike from July 11 and demonstrations and rallies in front of all important government offices and centres from July 4 to July 10.

Be it a picture of a bride and groom or an infant on his first birthday or those of close buddies during a college reunion, the Indian postal department is ready to give a special touch to your cherished moments - a special stamp customised just for you.

And don't worry about the cost -it is as low as Rs 300 for a pack of 12 stamps.

"Philately is one of the core focus areas for the postal department and we have been looking at initiatives that take the postal department closer to the masses," postal secretary SK Sinha told.

In fact, the initiative has been in the offing for some time, but the postal department has now decided to give it a fillip. The facility is available at key post offices across major towns and cities. And the postal department has now decided to offer the service through the online channel and one can make a booking through the philately section of its website http:www.epostoffice.gov.in "We are receiving a good reaction to the move, and thus it is being offered at more and more locations. The online route is also gaining traction," Sinha said.


While the post office hands out the customised stamps right on the stamp after you hand them over your preferred picture, the online route could take at least three to four days.

"We also seek a government identification card and a declaration from the individual to ensure that the information and the picture provided to us is genuine," the top postal official said.

There are a variety of themes being offered to go with the customised stamps, including the Taj Mahal, Ajanta Caves, Port Blair Island, Mysore Palace, Hawa Mahal, the Fairy Queen train, the Ghats of Varanasi, Ellora Caves, Victoria Memorial, The Sun Temple of Konark and the Gateway of India.

The postal department has also introduced an offer for the corporate sector and private institutions.

Confederation, Odisha State CoC opposes cabinet decision on 7th CPC


Unions reject pay hike, threaten to go on strike


New Delhi/Chennai, Jun 29 (PTI) The Confederation of Central Government Employees today rejected the pay hike announced by the government and threatened to go on a strike next week, a decision which got support from the central trade unions.

The Confederation said the pay hike approved by the Cabinet on the 7th Central Pay Commission's recommendations is "not acceptable".

RSS affiliate Bharatiya Mazdoor Sangh (BMS) and other trade unions also rejected the hike, saying this is the lowest increase in the past 17 years that would increase disparity between the minimum and maximum pay.

Central trade unions have also sided with government employees and have given a call to hold nationwide demonstrations against the pay hike.

"In the prevailing economic conditions, the proposed hike as per the Pay Commission is inadequate. It is not acceptable to us," M Duraipandian, General Secretary, Confederation of Central Government Employees and Workers, Tamil Nadu, said.

He added the Confederation will be forced to advance the indefinite strike call to July 4 instead of July 11, if the government does not heed to its demand of revising the hike.

Earlier in the day, its members staged a demonstration at Rajaji Bhavan in Chennai, home to several state government's offices.

All India Trade Union Congress Secretary D L Sachdev said: "It is the lowest increase in last 17 years. Central trade unions will support the strike call given by central government employees." 

While, BMS said it will organise country-wide protests on July 8 against the decision, adding the government has "disappointed" the employees and it may lead to industrial unrest.

"The formula should be 3.42 instead of 2.57 as approved by the government. Similarly the annual increment should be 5 per cent instead of 3 per cent given. The disparity between the minimum and maximum pay has also been increased," BMS General Secretary Virjesh Upadhyay said.

In a statement, he said the Sangh will organise protests across the country in all districts on July 8 and will discuss on the alternative of going on a strike at its national executive in August.

BMS also demanded for a uniform minimum pay of Rs 18,000 per month to all the workers including the private sector.

7th Pay Commission:- Entry-level basic pay Rs 18,000, while at the highest level it would be Rs 2.5 lakh.


New Delhi, Jun 29 (PTI) The new scales of pay provide for entry-level basic pay going up from Rs 7,000 per month to Rs 18,000, while at the highest level i.e. Secretary, it would go up from Rs 90,000 to Rs 2.5 lakh. For Class 1 officers, the starting salary will be Rs 56,100.

The Union Cabinet on Wednesday accepted the recommendation of Justice A K Mathur headed panel due to which there would be a recurring burden of Rs 72,800 crore every year, while the current fiscal's burden would be Rs 84,933 crore in view of the fact that they would be implemented from January 1, 2016.

While the Cabinet in its meeting, chaired by Prime Minister Narendra Modi, accepted the recommendations in respect of the hike in basic pay and pension, a decision on its suggestions relating to allowances has been referred to a Committee headed by Finance Secretary.

Announcing the government's decision, Finance Minister Arun Jaitley said government salaries have to be respectable in comparison to private sector, for which the Commission had engaged IIM-Ahmedabad for making a comparison.

"The recommendations of the Pay Commission with respect to pay and pension, have been accepted by and large by the government. And those recommendations will be implemented with effect from January 1, 2016, and the arrears would also be paid in this year," he said.

The recommendations cover 47 lakh central government employees and 53 lakh pensioners. This include 14 lakh serving employees and 18 lakh pensioners in defence forces.

Allaying fears of government's fiscal maths going wrong, Jaitley said the budget has provided for the anticipated expenditure and it did not come as a surprise.

Concerns have also been expressed over the extra money in the economy pushing up inflation. The minister admitted that there will be some inflationary pressure.

Maintaining that government cannot grudge a hike in salary for government staff after 10 years, he said, "when people get more money, it comes back in the system in the form of taxation. Savings will increase ... spending will go up".

Only two committees have been formed, one to take care of the allowances and another for National Pension Scheme, which will submit their reports within four months time.

It is quite unfortunate that, our demand for improvement in the report of the VII CPC has not been considered by the government.

Therefore, it would be quite appropriate that, we should go ahead with our preparations for “Indefinite Strike”, slated to be commended from 06:00 hrs. on 11th July, 2016.
