Arbitrary Abolition of GDS Stamp Vendors in Bhubaneswar Division - Divisional Union wrote to all concerned in protest:

Sub:-  Abolition of the posts of GDS Stamp Vendors in Bhubaneswar Division increasing the workload of Group-C employees arbitrarily.

This is to bring to your kind notice that the posts of GDS stamp vendors are being abolished on the plea of insufficient work load as per the  new norms. In this context, I would like to draw your kind attention to the concerned Directorate’s letter wherein it is clearly mentioned that while abolition of the GDSSV/DSV posts, the overall workload of the office, actual work extracted from the GDSSVs like franking of articles, booking of speed posts, sale of all types of applications etc., are to be taken into consideration. As has been categorically specified, it may not be possible to attach the work of sale of stamps and stationeries to the counter P A where there is MPCM and the post of stamp vendor is not justified. As such the head of the Division should determine the justification of stamp vendors.
Presently,  it is observed that the SSPOs, vide his letter No. A – 31 / Genl. / SV / 2010, dated 15.02.2011 has ordered for redeployment of GDS Stamp Vendors of Bhubaneswar Division against vacant posts of  GDS MC / MD.  As such, it is apprehended that even the contents of the Directorate’s letter have not been considered in right spirit to calculate the overall workload of the office.
Illustratively, it can be stated that one P A of Bhubaneswar RS SO is not being posted  and thus the ‘B’ Class office is running single handedly since long. The SPM is doing both the works of the P A  and SPM. Adding salt to injury, the workload of the GDS SV is now diverted to the SPM consequent upon such abolition.
Consequent upon diversion of the Group-D post of Bapujinagar S O, the GDS SV was directed to perform both the works of GDS SV and Group-D without payment of higher pay   for a longer period on one hand and without providing substitute in the place of  GDS SV on the other. The irregular arrangement was continued for a longer period and with interference of the Staff Side, higher pay was granted to the GDS SV for Group- D work in late. But the GDS S V was not allowed to provide substitute in his place and continued to perform both the works. Now, on abolition of the post the plight of the SPM has been doubled. How can it be possible on the part of the SPM to manage the office without Group- D assistance? Surprisingly no arrangement has been made in this regard vide ASPOs memo under reference.
The problem of Bhubaneswar – 2 MDG is quite similar in nature. Consequent upon retirement of the Group-D of the office since April, 2010, the GDS Stamp Vendor was performing the duty of the Group-D providing substitute in his place. Now while order has been issued to relieve the Stamp Vendor immediately, no Group-D arrangement has been made by the Inspector of Posts, Bhubaneswar South Sub Division vide his Memo No. GDS / Misc., dated 19.02.2011. How can an MDG will run without any Group-D assistance?
Ganganagar NDT S O was shifted to Suryanagar NDT S O unilaterally and allowed to function in the same building which was originally insufficient for the parent office for years together in spite of several correspondences and protest by this Union. Though  Ganaganagar was subsequently relocated as Pokhariput, the workload of the parent office i.e. Suryanagar SO  increased since all the S B works of erstwhile Ganaganagar S O were continued to be performed in Suryanagar S O. No conversion of the S B Accounts was done and the SPM Suryanagar S O continued to perform the S B works of Ganganagar S O which is still continuing in two separate parts in clear deviation of rules in existence. In the circumstances, abolition of the GDS Stamp Vendor Post from Suryanagar S O will certainly pressurize the present Group-C staff.
 Similar is the position of Rasulgarh SO, I R C Village, BJB Nagar SO, Bhubaneswar Court, Udyanmarg S O and Sahidnagar MDG where the work hour is more than the staff hour justifying creation of additional posts. Under such situation, abolition of GDS SV posts without  calculating the overall workload of the office is completely arbitrary.
Undoubtedly, this will cause much problems to the staff at the grass root level especially to the counter P As / single handed SPMs  due to increased workload and shortage of regular departmental staff. In addition, this will also affect the members of  public directly ensuring ineffective service. A customer has to wait for a longer period in the queue for a mere revenue or postage stamp in offices like Sahidnagar MDG which will stand in the way of our commitments under Citizen Charter.
Hence, it is requested to look into the matter in its entirety and retain such GDSSV posts felt essential solely in public interest. It is also requested to include this as an item for discussion in the monthly union meeting scheduled to be held on 24.02.2011. ( agenda already submitted )
It is expected that the SSPOs will  take this letter in  positive direction and do the needful and protect staff interest also.

  1. Thanks for timely protesting on the said matter. This is to worth mentioning that the number of GDS stamp Vendors in the Bhubaneswar Division is much above than the average number of GDSSV in other Division. So abolition of GDSSV in other Divisions are not eqaul case of Bhubaneswar Divsion as it affects more than ten SOs & their staff.

    More over, where a SO is having more work load than it's staff hours , then how the addtional work hours of the exsting stamp vendors ( whatever less the work load may be) can be added to the exsting staff which would clearly violate the Department's instructions regarding the matter.

    Further before implementaion of the order it may be ensured by the adminstration that the offices to be affected by the abolition of GDSSV should function smoothly in terms of both man power & feasibilies. Again the vacant post of affected offices should be filled up first before implementing the order.
