Timely payment of telephone bills and sanction of late fee by SSPOs, Bhubaneswar Division.

Dear Comrades,
           The SSPOS, Bhubaneswar   vide Divisional Office letter No. L / G – 95 / 2006, dated 03.02.2011 has now instructed all the Postmasters / SPMs of Bhubaneswar Division  to ensure timely payment of telephone bills with warning not to bear with the late fee for delayed payment.

            The copy of the Divisional Office letter is reporduced below with our protest letter to SSPOs, Bhubaneswar Division.

Sub:-  Timely payment of telephone bills and sanction of late fee - Regarding

It has come to the notice of this union that  while instructing all the Postmasters / SPMs of Bhubaneswar Division  to ensure timely payment of telephone bills, it has been warned vide Divisional Office letter under reference  not to bear with the late fee for delayed payment.

In this context, this union has to say that the distribution of telephone bills is highly irregular which has since been experienced by the Divisional administration while the bills were being paid centrally.  Duplicate bills were used to be generated most of the time and payment effected by deputing a staff especially for the purpose.  There has been no development in the mean time. The sub offices are not receiving the original bills in time for which they have to wait till the last date after which they will arrange for collecting the duplicate bills. Secondly, due to shortage of staff and especially due to unbearable workload in the single / double handed post offices during the last week of the month, there is very little chance of getting time or arranging somebody to collect a duplicate bill for payment.

The matter is separate where the original bill is received well in time and not paid.

As such, this union is of the opinion that   where duplicate bill is collected personally  by the Postmaster / SPM and paid after the due date, the late fee is required to be borne by the Department.

Hope, taking the constraints of the Postmaster / SPM, the SSPOs will consider the proposal favourably.
