Settlements / discussions made in between the Staff Side and Official Side in the meeting dated 01.07.2011 basing on which the proposed Indefinite Strike from 05.07.2011 was deferred:

Dear Comrades,
As you know consequent on the settlement reached between Secretary, Department of Posts and the Staff Side the Central JCA unanimously decided to defer the indefinite strike from 5th July 2011.
Though some positive settlements are reached on major items of the Charter of Demands, the following  items were agreed to be discussed further.
1.     Separate budgetary allotment of funds for computer advance.
2.     Recovery of alleged overpayment of Pay and Allowances to postmen on account of fixation o from the officials working in Accounts branch.
3.     Payment of honorarium  to supervisors and staff of Divisional office for PLI / RPLI work
4.     Discrimination towards PO & RMS Accounts cadre
5.     Enhancement on L R strength
6.     Wrong interpretation of 3rd MACP to Departmental promotes
7.     Prompt handling of DPCs at Circle and Divisional level
8.     Grant of G P 1900, 2000 with effect from 01.01.2006 to those Group-D ( MTS ) who were given TBOP / BCR before 01.01.2006
9.     Implementation of Apex Court judgment in case of RRR candidates
Similarly, separate meetings have already been conducted on the following items of the charter of demands for which separate minutes will be issued.
1.     To stop decentralization of PLI / RPLI work ( Demand No. 7 )
2.      Postman related issues ( Demand No. 11 )
3.     Filling up of all civil wing and electrical wing posts as per CPWD norms (Demand No. 15 )
4.      Matters relating to Postal Accounts Offices ( Demand No. 16 ) 
Orders on some issues have already been issued as particularized below after submission of the memorandum by the Central J C A.
1.     Imparting training to non-matriculate group-D promoted to postman / Mail Guard or P A / SA cadre after 01.01.2006 and prior to the implementation of Sixth CPC orders. ( Dte.’s letter No. 1 – 20 / 2008 – PCC , Dt. 15.06.2011
2.     Drawal of HRA to the officiating SPMs working in offices  having attached quarters beyond 90 days by suspending quarters ( No. 7 – 1 / 2010 – Bldg, Dt. 16.06.2011 )
3.     Enhancement of S B Incentive to all Postal Assistants ( S B Order No. 10 / 2011, Dt.21.06.2011 )
4.     Upward revision of conveyance allowance  or bring under T A Rules  for journey beyond 16 KMs in case of PRIs(P) (No. 17-1/2011-PAP, Dt.23.06.2011 )
5.     Grant of road Mileage Allowance  to the staff entrusted with the work of clearance of cheques  and Fixed Conveyance allowance to Marketing Executives ( No. 17-1/2011-PAP, Dt.23.06.2011 )
6.     Prompt grant of Child Care leave ( Dte.’s letter dated 15.06.2011 )
However, some important decisions of the meeting dated 01.07.2011  are presented below.
1.     The mail arrangement will be reviewed by a committee including the Secretary Generals of NFPE and FNPO
2.     Formation of L 1 and L 2 for first class mail will be deferred and reviewed  along with staff side by forming a committee
3.     No closure of Post Offices
4.     The nomenclature of  sorting postman will be restored.
5.     Govt. level discussion is required to take a view on granting status of Central Govt. employees to GDS.
6.     75% of posts will be earmarked for GDS in Group-D recruitment. In absence of casual labourers remaining 25% will also be filled up with GDS.
7.     No selection from outsiders till review of new recruitment rules for appointment of Postmen by 25% outside recruitment.
8.     Enhancement of bonus ceiling for GDS will be once again take up with Ministry of Finance.
9.     Cash handling point was agreed to be reduced from Rs.20000/- per point to Rs.10000/-
10.   Full protection of TRCA will be considered.
11.   Restoration of  GDS Conduct &Employment Rules not agreed to.
12.   Revision of wages for casual labourers appointed prior to 01.09.93  will be expedited.
13.   Temporary Status will be granted to full time casual labourers recruited prior to 01.09.93 .
14.   Part time casual labourers will be preferred in GDS appointments.
15.   O S A rates will be finalized soon
16.   No decision on OTA – The present ceiling and rate to continue till PRIS is implemented.
17.   Orders will be issued shortly to grant officiating pay with all benefits to the staff officiating in HSG-II and HSG – I vacancies.
18.   Orders will be issued shortly increasing number of chances to appear LGO examination.
19.   Removal of minimum cycleable distance for grant of Cycle maintenance Allowance will be finalized before 31.07.2011.
20.   Counting of Special Allowance for pay fixation in case of PO & RMS Accountants will be reviewed as per the decision of Karnatak High Court.
21.   Decision will be taken soon for discontinuance of obtaining Fidelity Bond from the employees handling cash.
22.   Confirmation examination will be dropped.
23.   Grant of special allowance to non-qualified accountants will be considered.
24.   Enhancement of financial powers to LSG, HSG-II and HSG-I Postmasters will be finalized.
25.   Tenure posting in single / double  handed offices will be reviewed.
26.   Final decision on enhancement of honorarium for engaging officials in departmental examinations will be taken soon.
27.   Transfer of all HSG-I post to General Line has been accepted and incorporated in the revised recruitment rules for HSG-I
28.   Orders will be issued providing administrative powers to grant leave  to staff by HSG-I postmasters.
29.   Cadre review proposals will be finalized before 31.08.2011.
30.   Allowing officials opted for PM Cadre to appear IPO & Group-B Examination and Accountants for postmaster cadre will be considered.
31.   System Administrators issues will be consider in cadre review committee.
32.   All postmen related issues will be finalized before 31.07.2011.
Apart from the above some items involving the approval of DoP&T and requiring further examination could not be settled. In addition it was agreed that all Speed Hubs shall be brought under RMS, positive action will be taken in granting Severance Amount to GDS promoted to Postman / MTS, condition for appearing  P A examination by GDS will be relaxed and recruitment of P A/ SAs for the vacancies of 2011 will be expedited.
All these could be possible due to the unity and fraternity we showed . On behalf of AIPEU, Group-C, Bhubaneswar Division,  we once again convey our red salutes to our warriors of the Central / Circle /Divisional  JCA and earnestly appeal that let this temperament be continued till we attain our goals to save not only India Post and its employees but the planet and its people as a whole.
