Gross irregularities in LSG promotions granted to staffs in April-2011- no
rectification through review DPC after lapse of one year-reg.

Respected Sir,
It is quite dismay to
intimate that no development is yet to come out to rectify the irregularities
committed in granting LSG promotions to staffs through DPC conducted in
April-2011. Though, it was agreed upon in the RJCM meeting for examination of
irregularities and for remedial action, no result is forth coming which causes
a serious concern.
1- The officials were granted with LSG promotions taking in to consideration to their date of entry in to postman cadre and working against the LSG posts for one year. The matter of giving LSG promotions to five number of such officials from Cuttack South division was also established after receipt of information from the division.

2- Date of casting of DOE & DOC is
totally erroneous and juniors were given with promotions debarring the seniors.
3- LSG
being norm based promotions, should be given from the date of vacancy of the
posts, but was erroneously given with immediate effect, though no LSG DPC was
held for years 2008, 2009, & 2010. It is clear violation of Directorate
guidelines issued vide letter no 4-17/2008-SPB.II dated 08-02-2011 which
clearly states for giving year wise LSG promotions.
4- The
DOE & DOC officials are shown as the same in the gradation list which is
totally wrong. All the above errors are to be rectified through convening of
the review DPC, but inordinate delay is being noticed.
Therefore, it is our
fervent appeal to bestow kind attention to such sensitive issue and to set
right the things at an early date to avert great resentment of staff.
