Driving Licence to differently abled persons

Provisions regarding licensing of drivers of motor vehicles are contained in Chapter II of Motor Vehicles Act, 1988. Proviso to sub-section (4) of section 8 of the said Act provides that a learner’s license limited to driving an invalid carriage may be issued to the applicant, if the licensing authority is satisfied that he is fit to drive such a carriage. Detailed procedure for issue of driving license has been laid down in Chapter II of Central Motor Vehicles Rules, 1989.

The Motor Vehicles (Amendment) Bill, 2012 to amend the Motor Vehicles Act, 1988, which was introduced in Lok Sabha on 15th May, 2012 seeks to insert a new Section (3A) in the Act so as to introduce definition of ‘Carriage for persons with disability’. The Bill also seeks to substitute the existing sub-section (2) of section 10 of the Act to provide that a learner’s licence or a driving licence shall also be expressed as entitling the holder to drive a carriage for persons with disability.

This information was given by the Minister of State of Road Transport and Highways, Dr. Tushar A. Chaudhary, in a written reply in Lok Sabha today.
