A day before the
Supreme Court’s three-month deadline to the Centre and states to set up a
civil services board (CSB) to manage transfers, postings, inquiries,
promotions, rewards, punishment and disciplinary matters ran out, the
Department of Personnel and Training (DoPT) has implemented the order,
albeit with riders.
As per the order issued by director (Services), Manoj Kumar Dwivedi,
IAS, IPS and Indian Forest Service officers will now spend “at least two
years” in every post. Any deviation from this norm will be allowed only
on the “recommendation” of the CSB. The “competent authority” can,
however, reject the CSB’s recommendation after recording the reasons..........................
