Divisional Working Committee Meeting dated 13.02.216 - A brief Report

 Meeting on 13th February, 2016

Dear Comrades,
The Divisional Working Committee of AIPEU, Group-C, Bhubaneswar Division was held successfully on 13.02.2016 in the Postal Recreation Club, Bhubaneswar GPO under the president-ship of Com. Pramod Kumar Pattnaik, Divisional President. 

Phase – I : Discussion on proposed Indefinite Strike from 11.04.2016 

At the outset, briefing the latest developments at NJCA / Confederation / NFPE / CHQ level on the series of proposed agitational programmes culminating to Indefinite Strike from 11.04.2016 on 11 point Charter of Demands of NJCA and 7 point sectional Charter of Demands of the Postal JCA, Com. B Samal, Divisional Secretary appealed all the office bearers and W C members to keep themselves alert with the programme of forthcoming agitational activities framed by NJCA and PJCA (detailed below) so that Bhubaneswar Division will retain its goodwill as ususal in implementing the programmes in true spirit.  

Charter of Demands - NJCA  

1.         Settle the issues raised by the NJCA on the recommendations of the 7 CPC sent to Cabinet Secretary vide letter dated 10th December 2015

2.         Remove the injustice done in the assignment of pay scales to technical/safety categories etc. in Railways& Defence, different categories in other Central Govt establishments by the 7 CPC

3.         Scrap the PFRDA Act and NPS and grant Pension/family Pension to all CG employees under CCS (Pension) Rules, 1972 & Railways Pension Rules, 1993

4.               i)         No privatization, /outsourcing/contractorisation of governmental functions

ii)         Treat GDS as Civil Servants and extend proportional benefit on pension and allowances to the GDS

5.               No FDI in Railways & Defence; No corporatization of Defence Production Units and Postal Department.

6.               Fill up all vacant posts in the government departments, lift the ban on creation of posts; Regularise the casual/contract workers

7.               Remove ceiling on compassionate ground appointments

8.               Extend the benefit of Bonus Act,1965 amendment on enhancement of payment ceiling to the adhoc Bonus/PLB of Central Government employees with effect from the Financial year 2014-15

9.               Ensure Five promotions in the service career of an employee

10.            Do not amend Labour Laws in the name of Labour Reforms which will take away the existing benefits to the workers

11.            Revive JCM functioning at all levels 

Charter of Demands – Postal JCA 

1.         Settle all 7th CPC related demands submitted by NJCA.

2.         Grant of Civil Servant status and all benefits of Departmental employees on pro-rata basis to Gramin Dak Sewaks.

3.         Upgradation of Pay Scales of various cadres of Postal department by modifying the retrograde recommendations of the 7th CPC.

4.         Implement Cadre restructuring agreements already signed before implementation of 7th CPC report.

5.         Filling up of all vacant posts by conducting special recruitment in all Cadres of Department of Posts.

6.         Settlement of problems arisen due to roll out of CBS and CIS.

7.         Regularization of service and payment of revised wages of Casual labourers w.e.f. 01.01.2006.

Commencement of Indefinite Strike from 6 AM

 Phase – II : Discussion on Divisional Issues 

            As deliberated by the participating members, it was experienced that the employees particularly, the P As have forgotten all other issues except the problems arising out of CBS Finacle and PLI McCamish at present. Com. B Samal, Divisional Secretary informed the members about the activities undertaken by our CHQ in taking the issues to the Hon’ble Minister, Communications & IT and appealed the members to go through our CHQ letter reproduced in our website.

            In addition, since the issue has already been included in Charter of Demands of the Postal JCA, now it is our collective responsibility to mobilize the members for cent percent participation in the forthcoming Indefinite Strike.

            However, for redressal of the Divisional issues the participating members opined as follows.

1.     There must be a CBS team comprising of 2 or 3 SAs to coordinate the pre-migration works.

2.     In stead of hasty migration, the administration may be suggested to opt for maximum 2 offices in a single day  for effective migration.

3.     Since CBS CPC, Odisha Circle is being over burdened day by day, the Divisional administration may be suggested to open a help desk at HO level ( Bhubaneswar GPO) comprising at least 2 P As having finacle expertise for attending calls regarding problems faced in counter operational issues.

4.     To streamline CSAC requests creating more user ID/Password for S As.

5.     One O A at Divisional Office needs to be exclusively utilized for handling the USER MANAGEMENT OF FINACLE for the whole division. His work should be confined  to collect finacle role change request, new id creation, sending to PO tracker and user id template for new CBS office with coordination of CBS CPC. He also needs to coordinate with Staff-II branch of Divisional Office for leave / deputation / transfer etc. so that he can put up the role change request timely and effectively and attend the emails regarding CBS issues received from various SOLs.

6.     Since at present no technical support is being extended by Infosys/Sify, one CBS trained official should be compulsorily attached to the newly migrated office for at least a week from the date of migration for providing necessary assistance.

7.     Passbook printer, laser printer, account opening forms, xerox paper, marker, finacle guide, and finacle command template must be supplied to every office before migration along with all types of successful installation settings. All the old systems must be formatted and anti-virus must be updated or a new system with high configuration may be supplied to the proposed CBS offices before migration. Atleast One extra computer may be supplied to all the single/double handed offices so that they can perform their CBS and non-CBS works easily.  

8.     All emails, calls, letters and correspondence to the SSPOs must be attended promptly by the concerned O A at Divisional Office.

9.     There must be a SOP to deal with non-migrated accounts/certificates including transfer/closure, balance differ, short or excess interest etc so that not a single staff or customer will be harassed in any manner.

10.  Periodical workshops must be arranged at divisional level with participation of Postmasters/SPMs/P As/S As/administrative staff dealing with CBS for effective interaction with proper feedback to set the future course of action.

11.  No deputation order should be issued to double handed post offices having B Os after migration.

12.  Since it is bitterly experienced that due to slow connectivity, the officials of one CBS post offices are running to another CBS PO to finish the days work and to execute time EoD for no fault of their own, the Divisional administration may be suggested to select one office having smooth connectivity as crisis management centre especially in rural areas and tag maximum 3 or 4  nearby CBS offices to the said office for finishing the works timely in of case of emergency and link failure etc. In such cases, admissible T A may be provided to the officials finishing theirs own office work in another office till restoration of smooth connectivity.  

13.  Since it is experienced that many offices are being migrated without imparting proper training to the concerned officials, it is suggested that all the officials should be trained before migration at least before 3 days of proposed migration.  Such training should be in f WCTC and in CBS offices for gaining practical knowledge.

14.  Simultaneously with the mock migration, finacle software needs be installed  and a   dummy transactions must be done by the SAs  in the presence of the officials of the proposed CBS office to test check the speed/connectivity/link etc.

The Divisional Secretary, told that almost all the above issues have already been taken with Divisional / Circle / CHQ level including discussion in the monthly union meetings. The same will be pursued continuously.

Phase – III : Discussion on next Divisional Biennial Conference due after 13th  April, 2016 

            The last (8th) Divisional Biennial Conference was concluded on 13.04.2014 in the Institution of Engineers ( India ), Odisha State Centre, Bhubaneswar – 751 001. Thus the next Divisional Biennial Conference is due after 13th April, 2016.

            Since the proposed Indefinite Strike of NJCA/PJCA is going to be commenced from 11.04.2016, it was unanimously decided to conduct the 9th Divisional Biennial Conference tentatively on 21 & 22 May, 2016 subject to availability of date/consent of all India leaders.

            Secondly, it was also unanimously decided to collect Rs.700/- from each member as special donation for smooth conductance of the next biennial conference.

            The Divisional Secretary was unanimously authorized select the venue and to issue required notice in due course after consultation with the all India leaders keeping an eye on the forthcoming Indefinite Strike.
