UPU News:- Extraordinary CA session called to discuss hosting of Congress

The UPU Council of Administration (CA) will convene on August 29, 2016, to review the situation in Turkey as host country of the 26th Universal Postal Congress.

The UPU’s Council of Administration will take a final decision on the hosting of Congress later this month.
The extraordinary session has been called by CA Chairman Faleh Al-Naemi after a series of discussions involving the UPU International Bureau (IB), the Turkish authorities and the United Nations Department of Safety and Security (UNDSS). The meeting shall be held at the UPU headquarters in Bern, Switzerland.
Most recently, UPU Director General Bishar A. Hussein and Al-Naemi convened a meeting with the Turkish authorities on August 2, 2016, to discuss the matter.
During that meeting, the Turkish authorities presented a detailed report on the country’s security situation, as well as measures that had been put in place to restore order. They also gave an undertaking that they would ensure the security of the Congress and its participants during the three-week event.
However, the UNDSS report tabled at the meeting advised against holding the Congress in Turkey, as the security situation was still considered risky. But  Turkish authorities sought more time to discuss the matter internally, as well as with UNDSS, before a decision was taken.
Meanwhile, the UNDSS has sent another security report to the UPU that includes a comprehensive risk analysis on the situation in Turkey.  It has further advised on suitable options that may be considered in seeking to resolve the Congress host issue.
The UPU International Bureau will provide further updates following the CA session.
