            The representatives of AIRF, AIDEF, Confederation met at AIRF Office today under the Chairmanship of Com. Umraomal Purohit. President, AIRF. The following Comrades were present.

            The meeting decided to forge a Joint Council of Action to pursue the enclosed Charter of Common Demands of CGEs. Com. Umraomal Purohit President AIRF will be the Chairman and Com. Shiv Gopal Mishra will be its Convenor. The following shall be the members of the Council.

The following demands were included in the Common Charter of demands:

1.    Set up the 7th CPC and frame its terms of reference after consultation with Staff Side.
2.    Merge DA with pay for all purposes.
3.    Scrap the New Contributory Pension Scheme.
4.    Regularize (a) Gramin Dak Sevaks of Postal Department.(b)Daily rated workers , (c) Contract Labourers:
5.    Remove 5% Ceiling on Compassionate appointments.
6.    Settle all 6th CPC anomalies raised in the National Anomaly Committee and implement the Arbitration Awards.
7.    Remove Ceiling of Rs. 3500 on computation of Bonus.

            All organizations may include the department –specific and other demands in Part B of the Charter and seek settlement thereof with the appropriate authorities.

            The meeting also decided to submit the Charter of demands to the Cabinet Secretary and seek negotiated settlement.

            The Council will meet again in the first week of August 2013 to decide upon the date of National Convention and other programmes of action in pursuance of the Charter of demands.

 Respected  Madam ,
 I would like to draw  your attention towards India Post stamp issue program list of 2013 announced in Jan. 2013.  From the list out of Twelve thematic series, until June (in Six month time) only two thematic series of stamp so far released. Moreover, 100 years of Indian Cinema stamp series issued released on dated 3rd May 2013 is not available to India Post Philatelic Bureaus even after 45 days of its issue.

For the rest thematic series stamp issue date kindly be announced, and see all those announced in the program list are issued in 2013 on the given date. Here is the list for India Post Thematic Series stamp  Jan. to Dec. 2013 as per their announcement yet to release :

Thematic series of stamps are part of the culture and tradition of India and are very well received   in India and abroad. It should be well planned a year before and its publicity is highly important to attract a large number of collectors. India Post Philatelic division needs to be efficiently equipped with technology and human resource to handle such thematic series. It is the lack of planning with last minute decision-making that causes the products non-availability to the public who wish to buy thematic stamps but condition remain always chaotic.
 Madam, I shall request you kindly look into the matter for the sake of Philately, and addressed the same on priority.

UPU News : Cross-border commerce gets boost with joint declaration

28.06.2013 - The UPU has pledged renewed support for online commerce in Europe and the Commonwealth of Independent States (CIS), an important step for the economies of developing countries in the region.

UPU Director General Bishar A. Hussein signed a joint declaration at a major postal conference in St. Petersburg, Russia, along with top officials from two associations representing Posts across Eurasia: PostEurop and the Regional Commonwealth in the Field of Communications (RCC).
“E-commerce is a huge opportunity for Posts all over the world, including this specific geographic area,” said Botond Szebeny, secretary general of PostEurop.
Szebeny said that online commerce platforms could spur the growth of small- and medium-sized enterprises, or SMEs, in developing countries.
“The traditional cross-border business has favoured the big enterprises, as it is easier for them to access foreign markets,” Szebeny said. “Through the channels of e-commerce, using well-designed electronic platforms, the SMEs have the chance to get directly and efficiently in contract with foreign customers.”
“This all contributes to fostering trade and economic growth,” he added.

Adopting technology

But postal companies must adopt new technologies while learning ways to improve security and efficiency to make e-commerce viable, he said. And this requires support that goes beyond borders.
The declaration is a milestone on the road to securing cutting-edge technology for e-commerce, according to a statement on the conference website.
“The signed declaration will enable the postal services, including Russian Post, to develop electronic services at a greater rate, due to the fact that the national postal operator will get access to the best known practices,” the statement reads.
The promotion of electronic services and innovation is a key strategy for Posts worldwide, said the UPU’s Hussein in a speech at the conference.
“These plans will help deliver the technical assistance developing countries need to set up or strengthen their postal networks and enable all Posts to take advantage of new opportunities,” said Hussein.
International parcel traffic increased by an average of 8.9% annually in the Europe and CIS region between 2006 and 2011, outpacing all other regions for that period.
And in mature e-commerce markets like Great Britain, business-to-consumer deliveries account for between 20% and 40% of estimated volumes.
The declaration was signed during the International Forum-Exhibition Pochtovaya Troika, which brings together government and private sector officials involved in the global postal system for discussions on technology, commerce and issues affecting Posts worldwide.

Indian Railways headed for indefinite strike in October

NEW DELHI: India's largest employer, theIndian Railways, is headed for its first indefinite strike in 39 years. The railways' largest employee union - the All India Railwaymen's Federation (AIRF) - has issued a call to its 1.4 million workers to strike work, kicking off a process that could bring the utility to a halt by October this year. 

AIRF general secretary Shiva Gopal Mishra told ET that railway workers have lost patience with the government, which has been backtracking on several commitments made in the past. 

"We believe in industrial peace, but since we are not considered relevant by the government of the day, we have been forced to show our relevance by resorting to an indefinite strike," Mishra said, stressing that railway-men were not looking for some new sops, but wanted the Centre to stick to its past promises relating to the Pay Commission recommendations. 

The last railways strike was led by George Fernandes as the AIRF leader in 1974, following which the government declared a state of emergency. Over the next fortnight, AIRF president Umraomal Purohit will engage with other union leaders and set the ball rolling for the strike. Orchestrating a strike in the railways is a time-consuming exercise and may take about three months to kick off. 

"There will have to be a secret ballot where all employees would vote for or against the strike call," Mishra said, adding that the AIRF was confident of other unions joining its movement as they have been party to the negotiations with the government and the railway ministry on several issues which have not been resolved. 

The AIRF was the first union to be set up in the railways' history in 1924, and emerged as the single largest union in railways' 17 zones following elections by secret ballot whose results were declared this May. This was only the second time union elections were held by secret ballot in the railways' history. 

While unions affiliated to the Communist parties and the Bhartiya Janata Party were routed in the polls, the Congress-backed National Federation of Indian Railwaymen (NFIR) sharply improved its tally. Set up by the Congress' trade union wing INTUC after independence, the NFIR now has the largest bargaining power in five of the 17 zones and is the second largest official trade union.

What men actually need to be stress-free?


A space to talk with peers and address the silence that surrounds their stress and mental health, say experts

Earlier this month, British comedian Stephen Fry spoke of his suicidal impulses and bipolar disorder. "I am the victim of my own moods," Fry said in an interview, and admitted to attempting suicide last year.

"You may ask how is that someone who has it all would want to end it all. That's the point. There is no 'why'," Fry, also the president of UK-based mental health charity Mind, said. The 55-year-old actor's admission throws light on a neglected area of mental health — no one's asking if the average urban man is okay.

For 36-year-old financial consultant Rajiv Singh (name changed to protect identity), this silence nearly cost him his marriage of 12 years. Singh wed his college sweetheart and moved from New Delhi to Mumbai six years later. His work pressures increased as annual targets reached crores. He began to display traits of Obsessive Compulsive Disorder (OCD), an anxiety disorder characterised by irrational fears and repetitive behaviour. At one point, Singh worried that he had contracted an STD and underwent a blood test every month for nearly a year to confirm that he was safe. He refused to meet a therapist — no one knew what Singh or his wife was going through for more than a year-and-a-half. It was only when his wife told him that she wanted to end their marriage that Singh visited a psychiatrist to seek treatment, and was prescribed medication. He refused to visit a counsellor. "I can handle this," he said. The two-year silence had taken a toll on his wife, who slipped into clinical depression, but unlike him, chose to seek a counsellor's help.

Strong men can cry too
For Kenny D'Cruz, founder of a UK-based men's support group and active participant in the Men's Health Week held in the UK last week, Singh's assertion indicates a larger social issue — men aren't brought up to talk about their mental well being. To admit to a problem then is a sign of vulnerability and shame. "Men have a paranoia of abandonment and humiliation. They are used to internalising their emotions, as society doesn't 'allow' them to be ill or weak. As a result, mental health concerns of men are not caught fast enough."

Dr M Manjula, associate professor at the department of clinical psychology, National Institute of Mental Health and Neurosciences, specialises in youth mental health would trace the imbalanc to 'gendered' upbringing. "To feel sad or scared is considered 'womanly'. The messages we give our boys — 'Why are you crying like a girl?', 'Be only serve to increase their distress. In psychiatric hospitals, more men are treated for social anxiety than women," she says.

D'Cruz would agree. After his father, who worked in the Ugandan postal service, was declared an enemy of the state by Idi Amin in 1972, the family from Goa fled to the UK. Before they were separated, his father told D'Cruz, then eight, "You may never see me again." Though his father joined them nine months later, D'Cruz took it upon himself to look after his family. Before long he began to develop symptoms of Tourette's Syndrome with spontaneous, uncontrollable tics, depression, paranoia and eating disorders. "My mental health issues felt like my dirty secret," he says.

In 1999, he started Menspeak to create a space where men could talk. "I feel the way forward is talking. Telling the truth and moving on," adds D'Cruz, who will be visiting India to start a similar support group here.

Greater awareness needed in India
If reports are to be believed, such initiatives are needed in India, a country with more than two crore citizens in need of attention for mental health issues, 35 lakh in need of hospitalisation. In a recent article, a volunteer from suicide prevention helpline Samaritans Mumbai said of the 1,800 calls they received in 2011-12, 1,000 were from men.

But India has less than 3,500 registered psychiatrists in the country. Dr Soumitra Pathare, a Pune-based consultant psychiatrist and member of a policy group appointed by the Union health ministry to frame a national mental health policy, says that the need of the hour is to have a "buffet of services" that encompass peer support groups, district mental health centres, and more institutions. "The two headline mental health issues that affect young men is a high rate of suicide and alcohol abuse." Peer support groups have worked wonders in both instances, Dr Pathare points out.

Vandana Gopikumar, founder of The Banyan, a Chennai-based mental health NGO, says she'd like to see more people engage with each other. "We're becoming increasingly 'I-me centric' and moving away from a culture that looked at itself as a community."

Consumer Price Index for Industrial Workers (CPI-IW)-May, 2013

The All-India CPI-IW for May, 2013 rose by 2 points and pegged at 228 (two hundred and twenty eight). On 1-month percentage change, it increased by 0.88 per cent between April and May compared with 0.49 per cent between the same two months a year ago. 

The largest upward contribution to the change in current index came from Food group which increased by 1.22 per cent, contributing 1.64 percentage points to the total change. At item level, Rice, Arhar Dal, Fish Fresh, Poultry (Chicken), Milk, Chillies Green, Garlic, Ginger, Tomato, Root & Green Vegetables, Tea Leaf, Tea (Readymade), Cigarette, Country Liquor, Electricity Charges, Medicine (Allopathic), Repair Charges, etc. are responsible for the rise in index. However, this was compensated by Petrol putting downward pressure on the index. 

The year-on-year inflation measured by monthly CPI-IW stood at 10.68 per cent for May, 2013 as compared to 10.24 per cent for the previous month and 10.16 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 13.24 per cent against 12.39 per cent of the previous month and 10.61 per cent during the corresponding month of the previous year. 

At centre level, Chennai and Nagpur recorded the largest increase of 8 points each followed by Nasik (7 points) and Warrangal, Coonoor, Hubli Dharwar, Madurai and Tripura (6 points each). Among others, 5 points rise was registered in 2 centres, 4 points in 14 centres, 3 points in 6 centres, 2 points in 12 centres, and 1 point in 12 centres. On the contrary, a decline of 6 points was reported in Delhi, 5 points in Ghaziabad, 4 points in Srinagar, 3 points in 2 centres, 2 points in 2 centres and 1 point in 7 centres. Rest of the 10 centres’ indices remained stationary. 

The indices of 38 centres are above All-India Index and other 38 centres’ indices are below national average. The index of Jabalpur and Haldia centres remained at par with all-India index. 

The next index of CPI-IW for the month of June, 2013 will be released on Wednesday, 31 July, 2013. The same will also be available on the office website www.labourbureau.gov.in.

Salient Features of New All India Time Table ‘Trains at A Glance’ New Time Table Comes into Effect From 1st July 2013

The Ministry of Railways has released its new All India Railway Time Table known as “TRAINS AT A GLANCE (TAG)” which has come into effect from 1st July, 2013.  In addition to the “Trains at a Glance”, all the 17 Zonal Railways to release their Zonal Railway Time Tables which will come into effect from 1st July, 2013.   Passengers are advised to refer to the new timings  w.e.f. 1st July 2013 before starting the journey.  The new Trains at a Glance will also be shortly uploaded on Railways’ official website i.e. www.indianrailways.gov.in.

The salient features of Trains at a Glance-2013 are as under:

1.      Encouraged by the public response over the past few years all the user-friendly features of Trains at a Glance viz. how to read a table, route map, station index,  trains between important stations,  station code index, Train number index,  Train name index, has been retained.

2.      Commercial information of passenger use and interest viz. advance reservation period, reservation through internet, Tatkal scheme, Refund rules and rail travel concessions have been suitably updated.

3.      Information regarding Vigilance organization, Public grievance machinery, disaster management and catering services have been incorporated.

4.      Railway Budget 2013-14 announcements: The Mail/Express services (introduction, extension and increase in frequency of the existing services) that have been  announced  in the Railway Budget/announced in the Parliament have been incorporated in the new Trains at a Glance are as under:

             This is regarding extension of Mobile Money Transfer Service  in Odisha Circle.  Department of  Posts has signed  an agreement with BSNL for providing technical support and connectivity Mobile Money Transfer Service at Post Offices. It has now been decided by the Postal Services Board to extend the service to Odisha Circle.

            The Region-wise/ Division-wise list of Post offices identified for the services is attached.
