Postal JCA, Bhubaneswar successfully conducted the day long dharana programme on 24.09.2014

As per the call of the Central Joint Council of Action comprising National Federation of Postal Employees and Federation of National Postal Organizations, the Postal & RMS employees including Gramin Dak Sewaks all over India went on a day long Dharana Programme on 24.09.2014 in front of all Divisional Heads on 39 point Charter of Demands. Accordingly, the postal employees of Bhubaneswar Postal Division conducted the day long dharana programme in front of the office of the Senior Superintendent of Post Offices, Bhubaneswar Division, Bhubaneswar – 751 009. Earlier, the Postal JCA had already submitted a memorandum to the Cabinet Secretary, Govt. of India and Secretary (Posts) on 28.08.2014 with mass demonstration in front of all offices all over the country. This is the 2nd phase agitational programme to draw the attention of the Govt. and the Department to take initiative for a negotiated settlement of all the 39 long pending issues failing which the entire employees will be forced to go for indefinite strike after observing 5 days nation-wide relay dharana from 27.10.2014 to 31.10.2014, massive parliament march during November, 2014 and indefinite hunger fast from 1st December, 2014.

            Inclusion of GDS under the purview of 7th CPC and grant of Civil Servant status, Revision of wages of Casual Workers w.e.f. 01.01.2006, Merger of 100% D A with Pay from 01.01.2014, Grant of Interim Relief ( 25% of Pay ) from 01.01.2014, Scrapping up of New Pension Scheme, Removal of 5% cap on Compassionate appointment, Filling up all vacant posts, Implementation of Cadre Restructuring proposal, Settlement of MACP  related issues, Settlement of issues relating to Postmaster Cadre, Creation of Separate Cadre of System Administrator with fix duty hours, Granting of Cash Handling Allowance to treasurer in Post Offices at par with others, Counting of Special Allowance to PO & RMS Accountant for pay fixation, Settlement of all issues relating to IT Modernization Project, Prompt and regular holding of all meetings at Directorate/Circle /Regional/Divisional level, To vavoid abnormal delay in conducting DPCs, Filling up of all vacant posts of Chief PMG, PMG and DPS, Notification of canteen employees new Recruitment Rules, Ensuring full protection of existing TRCA to GDS, Ensuring time bound disposal of all Rule-9 cases, Allotment of  sufficient funds for sanction of all pending bills and repairing of buildings/quarters, Enhancing Over Time Allowance rates, to stop ordering to work on Sundays/Holidays, to stop disciplinary action against innocent officials, to make substitute arrangement against all vacant Postmen/MTS posts, to supply of good quality uniform and kit items, to create appropriate No. of MTS in RMS and  to revise the Postmen/MG/MTS Rules stopping open market recruitment are the major pending issues.

            The Dharana Programme was inaugurated by Com. R C Mishra, Circle Secretary, AIPEU, Group-C, Odisha Circle and Vice-President, CHQ and attended by Com. B Samal,  D R Mohanty, Lingaraj Sahoo, N R Pattnaik, Shantilata Rath, Nandita Mohanty, Kantimanajari Bhatt, Sudhir Ku. Swain, Harmohan Dash, Bijaya Muduli, Jitendra Sahoo, Nirmal Patra, G C Bhoi, K C Samantaray, D D Dash from NFPE  and Com. G S Panda, Dillip Ku. Mohanty, M M Acharya, Gunanidhi Mallick  from AIPEU GDS (NFPE).
