As per the call of the Central Joint
Council of Action comprising National Federation of Postal Employees (NFPE), Federation
of National Postal Organizations (FNPO), All India Postal Employees Union,
Gramin Dak Sewak ( NFPE) and National Union of Gramin Dak Sewak, the postal
employees of Bhubaneswar Postal Division conducted the day long dharana
programme in front of the office of the Senior Superintendent of Post Offices,
Bhubaneswar Division, Bhubaneswar – 751 009
on 20.02.2015.
The programme was started with a
condolence meeting in the memory of Com. S K Vyas, the legendary leader of Central Government employees
and Pensioners – the Ex-Secretary General of the Confederation of Central
Government Employees & Workers for forty years from 1967 to 2006, the ex-President and Secretary General of All
India Audit & Accounts Association who passed away at about 08:20 PM on 13th
February 2015 at a Jaipur (Rajasthan) hospital, where he was admitted a few
days back after a massive heart attack.
Inaugurating the Dharana Programme, Com. B Samal, Divisional Secretary briefed the importance of the 40
point Charter of Demands and conveyed sincere obligation to the CHQ/NFPE
leadership for materializing the Demand No. 3 i.e. Revision of wages of casual
labours with effect from 01.01.2006. With strong persuasion by Com. B Samal, the
Directorate’s O M No.2-53/2011-PCC, dated 22nd
January, 2015 in this regard has since been implemented in Bhubaneswar
Division.
Expressing concern over the
retrograde measures recommended by the Task Force for corporatization and
eventual privatization of Department of Posts, Com. Samal intimated that in the name of leveraging
the post office network, the Govt. has planned to corporatize the Department of
Post dividing it into six units. i.e. (i) Banking
and financial services (ii) Insurance (PLI/RPLI), (iii) Distribution of
third party products (iv) Management of Govt. services (v) Parcel & Packets
and (vi) communication delivery. Under Deptt. of Posts, a holding company
“India Post (Financial and other services) Corporation ” will be formed and the
Indian Post Office Act, 1898 will be amended to bring another Postal Act.
“India Post (Financial and other services)” Corporation Act for reorganization
of Deptt. of Posts by creating new Corporate Structure. Now, this is the first
and foremost duty of every Postal employee to oppose this dangerous and
retrograde move of Govt. of India to Corporatize and privatize the Deptt. of
Post and defeat it.
If proper attention is not given by the
Govt. and the Department to take initiative for a negotiated settlement of all
the 40 long pending issues the entire postal employees will be forced to go for
indefinite strike from 6th May, 2015 after observing nation-wide dharana on 27.02.2015
in front of all 37 Regional Offices, on 02.03.2015 in front of all 22 Circle
Offices and on 15.04.2015 in front of the Postal Directorate.
Among other demands, inclusion of
GDS under the purview of 7th CPC and grant of Civil Servant status,
Merger of 100% D A with Pay from 01.01.2014, Grant of Interim Relief ( 25% of
Pay ) from 01.01.2014, Scrapping up of New Pension Scheme, Removal of 5% cap on
Compassionate appointment, Filling up all vacant posts, Implementation of Cadre
Restructuring proposal, ensuring time bound disposal of all Rule-9 cases,
Allotment of sufficient funds for
sanction of all pending bills and repairing of buildings/quarters, Enhancing
Over Time Allowance rates, to stop ordering to work on Sundays/Holidays, to
stop disciplinary action against innocent officials and to revise the Postmen/MG/MTS Rules stopping
open market recruitment are the major pending issues.
The Dharana Programme was addressed
by Com. A K Mohanty, Vice-President, P-III, Com. P K Mohanty, WC Member, P-III,
Com. Nandita Mohanty, Chairman and Com. K M Bhatt, Convener, Women Sub
Committee AIPEU, Group-C, Com. Sudhir
Kumar Swain. D/S, P-IV, Com. G S Panda, D/S, AIPEU, GDS (NFPE),
Bhubaneswar Division and Com. M M Acharya, Ex-Vice President, AIPEU GDS (NFPE),
Odisha Circle and participated by as many as 50 members including all the staff
members of Divisional Office during lunch hour.
The representatives from FNPO unions
remained absent in the dharana programme.
We convey our sincere obligation to
all the participating members for extending their cooperation in smooth
conductance of the dharana programme.
