This is to bring to your kind notice that Delhi Postal Circle has taken up a
business package with Department of Publications Division (DPD), Ministry
of Information and Broadcasting in the areas of mutual interest. The DPD is
mandated to publish books and journals, as detailed below, on issues of national
importance and to make them available to the people across the country at
affordable price:
(i)
One of the important journals of DPD is the “Employment
News” which is published in English, Hindi and Urdu on weekly basis
which has a circulation of 3.4 lakhs per week. The Employment news is at
present reaching their subscribers through its 140 distributors/agents across
the country and through ordinary post to its individual subscribers.
(ii) There is
huge demand for Employment News especially in rural / semi urban areas which is
benefitting unemployed and under employed youth on job related information
provided by said weekly.

In view of the above a high level meeting was
held by officers of the DPD, Min. of I & B and Delhi Circle. DPD
(Publiction Division) has requested since the DoP is having ‘one stop shop’ in
the form of “Retail Post”, with its vast network of Post Offices across
the country, can be a great help to increase the reach of Employment News. The
Ministry further wants to explore the support of India Post in distribution of
its books and other journals such as YOJANA, KRUKSHTRA, AAJKAL AND Bal Bharti

It is brought to the notice that the
dispatch work of journal has already been undertaken by Delhi Circle. While DPD
have informed that the number of complaints received from individual
subscribers has reduced but, in Maharashtra Circle, the Postmen staff is not
delivering the articles especially to the Sales Emporia in their premises and
instead calling them to collect from the PO premises which is unethical.

In view of the above, I have been directed by the Competent Authority to
request you to kindly intervene in the matter so that the important career
journals are delivered in the premises of the customer as per norms.
5.
Further a review meeting was also called for by DPD and the following were
decided:
· Consignments
to Sales Emporia will be delivered in one lot same day and should not be
staggered over days. DPD has been intimating the number of copies to be
delivered at each Sales Emporia and DoP would pass the same to their respective
offices.
· More
attention will be paid to individual subscribers so that complaints will be
reduced further.
· DPD
has requested for further intervention of DoP to enhance the reach of
Employment News in North-East region as the part of the social responsibility
of the Department.
