PROMPT ACTION
BY THE SSPOs,  BHUBANESWAR DIVISION
ON LETTERS WRITTEN BY THE UNION.

Both the letters dated 25.10.2010 written below to the SSPOs were immediately taken into consideration with every positivity. Com. D K Rout was immediately permitted to avail Home Town LTC with required relieving arrangement and sanction order for leave encashment. Regarding submission of TDS returns, the SSPOs has already discussed the matter with the GPO administration. As per  telephonic discussion with the SSPOs today, it was informed that Bhubaneswar GPO will ask for required information from all those offices which have not submitted any report. However, I requested for proper consolidation of daily TDS figures submitted by the SPMs / Postmasters as per the required pro-forma daily / on the day of transaction to Bhubaneswar GPO along with the SO Daily Account which has been agreed to.
Further the SSPOs also assured over telephone to consider the case of leave encashment in favour of Com. S S Ho.

We sincerely thank the SSPOs and O As of Divisional Office  for their timely action.

1. Letter No. UN-BN / AIPEU-Gr.-C / 05-10 / 2010, Dated at  Bhubaneswar the 25th October, 2010

Sub:-  Non-grant of permission to avail LTC and non-sanction of leave encashment on LTC

Sir,
The following two unfortunate incidents have now come to the notice of this union which clearly express the apathetic attitude of the Divisional administration towards the members of this union.
1.    Sri Debendra Kumar Rout, SPM Balakati S O and a member of this union who will retire from service just after 5 days had applied for Home Town LTC recently. Though his application for LTC, leave application and request for leave encashment  had reached well in advance, the Divisional administration remained silent throughout as a result of which the retiring official lost the last chance of availing LTC. An employee serving more than 30 years in the Department  with utmost sincerity and devotion was ignored and avoided heartlessly during the fag end of his service.
2.    Sri Shyam Sunder Ho, SPM, Sainik School, Bhubaneswar – 5 had applied Home Town LTC with submission of the application for LTC, leave application and request for leave encashment  well in advance by hand. Though he was permitted to avail the Home Town LTC, his leave encashment was not sanctioned in time. Observing unusual delay in sanction when he contacted Divisional Office, the concerned application was found misplaced. Again he submitted an application for 1o days leave encashment before proceeding forward journey. Though Sri Ho has since been returned from LTC journey and joined in his duty, his due leave encashment has not yet been sanctioned.
Certainly both the incidents are too unfortunate  signifying the degree of concern of the administration for its employees.
However, while nothing is now possible for Sri Debendra Kumar Rout, SPM Balakati S O since he will retire on 31.10.2010, administration should at least sanction the leave encashment in favour of Sri Shyam Sunder Ho, SPM, Sainik School, Bhubaneswar – 5.
Hope, the SSPOs will look into the matter personally and do the needful at the earliest.

Sub:-  Non-submission of TDS returns to Income Tax  Department by Bhubaneswar GPO – Problems regarding.

Sir,
It has come to the notice of this union that the Senior Postmaster, Bhubaneswar GPO vide his letter No. AC / TDS, dated  04.02.2010, 10.05.2010, 29.07.2010 and dated 23.10.2010 is continuously asking the SPMs / Postmasters  of this Division for submission of TDS return from 01.04.2008 to 30.06.2010 with threatening for disciplinary action.
In this context, this is to state that TDS being an income is shown on the receipt side of the Daily Account and the report is required  as a voucher to support the income. Thus, every SPM / Postmaster submits a TDS report as per the required pro-forma daily / on the day of transaction to Bhubaneswar GPO along with the S O Daily Account  which needs to be consolidated for preparation of TDS returns.
But, in stead of doing right consolidation at his end, it is not understood why the Sr. Postmaster is continuously asking the SPMs / Postmasters who are daily submitting the same. This is just unnecessary duplication of work and forceful fixation of responsibilities on the SPMs / Postmasters who have already finished the job on the day(s) of transaction itself. When the SPMs/Postmasters are over burdened with their routine work, such duplication needs to be avoided at any cost. Had daily TDS figures been properly consolidated in Bhubaneswar GPO, the returns could have been submitted to the IT Department much earlier.
In the circumstances, it is requested to give suitable instructions to the Sr. Postmaster, Bhubaneswar GPO to  get the work done at his end through proper consolidation of daily TDS figures submitted by the SPMs / Postmasters as per the required pro-forma daily / on the day of transaction to Bhubaneswar GPO along with the SO Daily Account.
