International Labour Conference’s (ILO) 102th Session to Begin in Geneva Tomorrow

Isssues of Employment And Social Protection in the New Demographic Context, Sustainable Development, Decent Work and Green Jobs to be Discussed
The fortnight long 102nd Session of International Labour Conference of International Labour Organisation (ILO) is beginning tomorrow in the Hague, Geneva. India will be represented by a high level tripartite delegation headed by Union Labour & Employment Minister Shri Mallikarjuna Kharge.

Other members of the Indian delegation includes Minister of State (Labour & Employment) Mr. K.Suresh, State Labour Ministers of Tamil Nadu, Assam, and Tamil Nadu, representatives of Trade Union Organizations and Employers’ Bodies, Secretary (Labour & Employment) and other senior officers of the Ministry.

The Plenary Session of the ILC will be held from 12th-20th June, 2013. Khri Kharge will address the ILC the Plenary on 13th June, 2013. He will also address the delegates of Asia-Pacific Countries, attending a Dinner meeting of G20 Labour & Employment Ministers and will also be participating in the World of Work Summit.

The agenda for the fortnight long session include focus on employment and social protection in the new demographic context, sustainable development, decent work and green jobs as well as a recurrent discussion on the strategic objective of social dialogue.

  1. International Labour Organisation was established in 1919 and formally come into effect on 28th June 1919. It works as a wing to the United Nations.

    Before tha establishment of ILO the worker class are the most neglected mass throughout the world,though they the backbone of any economy.They give their sweat and blood for the growth of any organisation but the major benefits are enjoyed by the employers.They are treated as the bonded labours. For the first time in 1847,Daniel Le Grand, a manufacturer made an appeal to the Government of France,England,Russia anf Swetzerland for the enactment of international legislation for the protection of working class.Two session od international labour congess are held in Zurich and Brussels in 1897 and fruitfully resulted in the establishment of the International Association of Labour Legislation. This International agency made efforts to regulate the conditions of labour but it's progress was slow till 1905.

    Two labour Conferences were held at Berne in 1905 and 1906 respectively. In these conferences, that for the first time two International Conventions were drawn ------
    (1)the first convention prohibited the night work of woman worker in any organisation.

    (2) the second forbade the use of white phosphorous in the manufacturing of matches..

    The outbreak of First World War brought into light the existence of many important labour problems and it was realised that these could be solved only through regulation by a permanent and active international agency.The Trade Unions which till then had been uncooperative to the International Association for labour lageslation also changed their attitude.

    In 1916 ,the General Federation of Trade Unions at it's Leeds Conference discussed several labour problems
    common to many countries and recommended the appointment of supervising and executing labour agreements. It also suggested the establishment of an International Labour Office for gathering material concerning labour legislation.Public opinion was strongly in favour of establishment of such an agency. On 31st January 1919 the Paris Peace Conference appointed commission the proposed the establishment of the International Labour Organisation(ILO) and drafed it's constitutions.On 28th June 1919, the High Contracting Parties agreed to establish the ILO.


    The main objective of ILO are mainly as follows-------

    !. to remove injustice, hardship, deprivation of lage number of toiling people all over the world.
    2. to improve condition of employment and working in order to establish universal and lasting peace based upon socila justice and
    3. to establish peace by eradicating social and economic inequalities.
