ALLAHABAD:
A literary society named as Urdu Development Organization had accused
the postal department of violating the provisions of Constitution as it
has failed to recruit any person in the department, who knows the
language.
Convenor of Urdu Development Organization Bahrul Alam said: "Special rights have been given to the citizens of the country under Article 350 whereby a citizen can give his complaint in any language that is being spoken in that particular state."
Complainant Bahrul Alam has submitted an application in Urdu. However, the post master general of Allahabad had expressed helplessness in the matter and stated that no officer or employee knows Urdu, in a letter dated May 14, 2014. He asked the complainant to file another application in Hindi to get acquainted with the subject matter of his complaint.
However, the contention of Alam is that Uttar Pradesh government had declared Urdu as the second language and therefore the postal department should accept his application and take appropriate action.
The Article 350 of the Constitution deals with the language to be used in representation for redressal of grievances. According to it, every person should be entitled to submit a representation for the redress of any grievance to any officer or authority of the Union or state in any of the language used in the Union or in the state, as the case may be.
Therefore, it is incumbent upon the Central and state government officers to appoint persons who can translate the Urdu language. Going by the directives, the state government had taken the measures for the appointment of Urdu translators. It is imperative that the Central government officer should also make provisions for the appointment of Urdu translators, guided by the spirit of the Article 350 of the Constitution.
He also said that Rajbhasha department of Indian government had issued directives on April 7, 2011 and June 20, 2012 that steps should be taken for the effective use of second Rajbhasha Act. It also mentions that Uttar Pradesh, Bihar, Andhra Pradesh, Delhi, Jharkhand and West Bengal had accorded Urdu as the second language of the state but no action is being taken regarding its implementation.
